Saturday night, 14th of March 2009, Alexei Vlas 29 years old was shot dead by
a Moldavian policeman, in the capital of Republic of Moldova, Chisinau.  Alexei went to celebrate the birthday of a friend. At one moment he left the party together with three other friends. On the stairway they ran into two policemen and one of them started beating up Alexei.  While kicking Alexei with the knees on his head, the policeman was shouting: “I will kick you and I will slay you”, afterwards he aimed the gun at the back of Alexei’s head and shot him deadly. 

The policemen
claimed that their presence on the stairway of the block was justified by a call from a woman who is living there and asked for them to come and protect her and her mother after they were threatened over the phone by a man who said that he is going to come and kill them. None of the neighbours confirmed such a call for the police intervention. The policemen initially declared that Alexei was attacking a woman on the stairway with a knife, while later on they mentioned in one of their declarations that Alexei actually stabbed the policeman in the leg thus justifying his shoot. Eyewitnesses (friends as well as neighbours) denied the facts presented by the police and claimed that actually the policeman, who killed Alexei, went a few stairs bellow and stabbed himself with a knife in order to justify the shoot. The prosecutor who is investigating the crime declared that the policemen might have taken Alexei for somebody else, the aggressor who supposedly threatened the women over the phone.  This argument is again not standing since the eyewitnesses say that in fact Alexei was addressed by name and the policemen actually aggressed
him several times before in the same area. Further declarations of the Inner Affairs Ministry are still claiming that the crime was justified and that the policeman acted according the law, in legitimate defence.

On Saturday December 6, 2008, Alexandros Grigoropoulos, a 15-year old comrade, was murdered in cold blood, with a bullet in the chest by the cop Epaminondas Korkoneas of the special guards` police force in the area of Exarchia.

Contrary to the statements of politicians and journalists who are accomplices to the murder, this was not an “isolated incident”, but an explosion of the state repression which systematically and in an organised manner targets those who resist, those who revolt, the anarchists and antiauthoritarians.
It is the peak of state terrorism which is expressed with the upgrading of the role of repressive mechanisms, their continuous armament, the increasing levels of violence they use, with the doctrine of “zero tolerance”, with the slandering media propaganda that criminalises those who are fighting against authority.

Today (Friday), the assembly of the occupied Athens Polytechnic decided to make a callout for European and global-wide actions of resistance in the memory of all assassinated youth, migrants and all those who were struggling against the lackeys of the state. Carlo Juliani; the French suburb youths; Alexandros Grigoropoulos and the countless others, all around the world. Our lives do not belong to the states and their aSSaSSins! The memory of the assassinated brothers and sisters, friends and comrades stays alive through our struggles!

Saturday night at 21.30 in the center of Athens a young boy was murdered by the cops. The murder happened after a small group of anarchists argued with the crew of patrol police car. The anarchist didnt have with them any petrol bombs nor carrying stones or other weapons nether.

The boy was killed in front of some eyewitness , the place is very crowded with a lot of busy bars around , especially the Saturday night. One of the policemen shot at and killed in cold blood the 15 years old young boy.

The two policemen left the boy dead on the ground. The names of the policemen who killed the boy are Epaminodas Korkoneas (37 years old) and Vasilis Saraliotis (31 years old).

After a night of rage , a day of revolt

All around Greece riots and demonstrations are taking place at the moment. Demonstrators attacked police departments ,burned patrol cars and banks.

On 26th and 27th September 2008 took place the third edition of anarcha-feminist festival Lovekills in Timisoara, although it seemed almost impossible to organize this kind of festival in a society where ignorance and materialism can be transformed very easy in a violent oppression against everything different. The third edition of LoveKills festival happened in the end. Even though this was a great ambition for our collective, at one point it seemed, for some of us, a „dream” that can not be accomplished. Although it might have seemed somehow „impossible” to organize it, or even let’s say a „crazy” whish, our will and strength that we have achieved during our activity and experiences, motivated us to keep on fighting and make this „dream” come true. And it came true, and proved once more that nothing is impossible, and that together we are able to build up resistance.

The ones who made this festival possible were the group H.Arta, those who assured a place to host the workshops, the friends from Timisoara who agreed to put their own homes on the line and put so much time and effort in the so called “minor” problems like cooking and cleaning, and last but not least all the participants from all over that prepared and supported the different workshops.

Romania’s Supreme Defense Council (CSAT) raised the national terrorist alert level on March 25th 2008, a week before the NATO Summit in Bucharest, at the proposal of the Romanian Intelligence Service. The NATO Summit took place in Bucharest from April 2nd till 4th 2008, with the enlargement, operations in Afghanistan and Kosovo as its main topics.

Many protesters from outside the country have been denied entry at the Romanian border. So also myself and the whole anti-militarist / anti-nato infotour we had been doing for weeks. Many have been outraged by this. Calling it a blow against the Romanian constitutional right of free speech, against the European right of free movement and a blow to democracy in Romania, or even better a fall back into ’good old totalitarian times’. Actually it surprises me that you are surprised. Welcome to the real world.
Of course I don’t want to equalize my own Romanian border experiences during this April with other people’s experience. It makes a difference, if I have a ’German ID’ in my pocket. Even if I oppose states, it is clear to me how deadly and threatening state borders are for many people. And it is clear that I am automatically in a more privileged position, according to my own ID than many other people. Also being regarded as ’anarchist leader’ for the NATO counter summit, by the border controls, the Romanian intelligence service and so on, my fuckin ID makes a difference. For example, when being held for up to 20 hrs at the first time of entry at the Romanian border and repeatedly interrogated by Romanian Intelligence Service during the night, their own perception of my national background makes a difference in how they treat me. It’s not so much the question of myself not accepting their presumed authority over me, but rather their assumption that they cannot get away with every treatment in my case. The same for example, when we tried to enter a second time over another Romanian border point a few days later, by than already put on a national and international alert list. After being denied entry again and deportation back into Bulgaria, we decided to carry out our protest by setting up a ’no border / anti-NATO’ camp right at the check points. Because anyway, I might have to accept the fact that the Romanian authorities have in that very moment the power to expel me and keep me away from the counter summit, by means every state uses to hold down resistance, but they don’t have the power over myself, my non-acceptance of their assumed authority, my protest and disagreement. And I can try to express this everyday in my life, it doesn’t matter in which spot I am exactly locally. But still, there is a difference, when being interrogated again by national and/or local police, because of making a political protest camp. It might make the difference of ’just’ being threatened and intimidated by police somewhere in ’no mans land’ at the Bulgarian-Romanian border in the middle of the night, or brutally beaten bloody, when nobody there can hear you scream.

A call-out for anti-repression workshops at the PGA and international reports of attacks to political spaces, erosion of political freedoms, and repression over the past decades

We suppose there is no need to explain why and how important anti-repression activities and mutual support are, especially now. In the last two decades the situation in the world has changed drastically. Neoliberal reforms, privatization, precarisation, gentrification. New labour, housing and other codes. To shut up the discontents and dissidents new anti-terrorist and anti-extremist laws were enacted. At the same time systems of control and surveillance were developed.

For the 5th European PGA conference, we propose a series of workshops on anti-repression to elaborate strategies to fight mounting state terror and to strengthen our solidarity. To gain practical benefits from these workshops we would like to prepare a good basis, then we can
concentrate directly on more practical issues. We ask people to write an overview of the attacks to political spaces, erosion of political freedoms, and repression, that have happened in their countries over the past decades and send them in before the PGA conference or to
bring them with you. It might also be a good idea to inform us that you are going to write something on your country since there might be other people writing something as well, with whom you can coordinate and cooperate. Some of us have experience from anti-repression workshops at the Leiden PGA conference 2002 and the Belgrade PGA conference 2004, some from the Dijon PGA conference 2006, where the International Legal Guide project http://legal.squat.net/ was started, where we made the first attempt to develop some kind of international overview of the attacks and erosion of our political space over the past decade.

We would like to make such workshops more effective. Thus, we would like to avoid repeatable and endless presentations from different countries and cities, instead we would like to print such presentations as a readout so that people could familiarize themselves with the information prior to the workshop. We would also try to summarize different experiences and make a short overall presentation in the beginning – however the main focus would be in evaluation of the already existing projects and discussion about new ones. This does not mean that people not involved in such a work are not welcome – quite the contrary, however we do not have the luxury of spending a rare occasion of international workshops for talking about issues which everyone may read about from internet anytime.

We are therefore looking for analyses of legal changes and strategies of repression of grassroots activism in your city or country over the past five or ten years. Generally speaking, we would like to know how has repression and social control increased in your country over the past five to ten years? In which ways does your government try to suppress the discontents (e.g. harsher accusations, easier convictions, higher sentences, more state violence at demonstrations and public spaces to intimidate, high claims for damage, use of
surveillance)?

Immediately after the Bucharest Nato summit, and after the „correction” applied by the romanian state to those who are against the current security politics and militarism, we managed to organise a protest march.

Around the date of April 15th we started the legal stept necessary to organise a public gathering. At first, we informed the authorities that we intent to go to the streets on April 19th, but we gave up on that day because we would have intersected with some other 2 public gatherings and we didn;t want our path to be cut down. We overcame the small bantering of some public workers and we agreed to give another notice for the date of April 24th.

On April 21st we filed another notice and we were supposed to get an answer from the Mayor on Wednesday, April 23rd. On that day we contacted the person responsible for public gatherings from the technical secretary office of the Mayor who said that our notice hasn’t reached the Mayor yet. We were told to try again the following morning. In this case, we asked if issuing a disposition that was favourable to us was only a formality. * the 48 hours provisioned by law 60 from September 1991 had passed, time in which the Mayor was obliged to give, in writing, the reason for not allowing a public gathering to happen.

And if we didn’t get any negative answer in the 48 hours, it could have been understood that there is a silent approval. The Mayors answer was unconclusive, they said that the mayors signature is only a formality although the period of time when we could have gotten a negative answer had already passed.

With all this happenings, we were there at the Mayors on the morning of April 24th to take the disposition. Even in this case there was a problem, because of the time we had to announce this gathering, and we were more and more aware of the so called derail, but we still did not get the answer.

The 5th gathering of Peoples Global Action in Europe this time will take place in Greece.
A responsibility of organizing and coordinating the discussion that opened in the last meetings of PGA europe has taken by a decentralized network of activists and collectives in Balkans. Thats exactly and the essential advantage of this initiative. The convenor is not a local collective like other conferences in the past but a vital balkan decentralized network.
On the preparation all of these months several questions , problems as well as ideas for taking action are allready mentioned by all of us who involve with a conference here!!! Again in the Balkan region!
We would like to open a long discussion about local activism in combination with a global perspective. In other words we want to discuss about the future of the PGA network and its process as well as the various
projects , topics and ideas for action.
