Hong Kong Governor Chris Patten says white collar and organised crime are a major problem on the island.
Patten has been telling a \"Fight Crime\" conference that drug abuse, and juvenile crime in particular are increasing. But he insists Hong Kong is still a safe place to live.
Police say new crime figures for Hong Kong have highlighted some worrying statistics.
Violent Crime is on the increase.
Just last month a carjacker took two hostages on Hong Kong Island, and was shot dead after a gun battle.
One of his hostages, a Korean businessman, was also killed. His death is still being investigated after it was found he wasn't hit by a bullet fired from within the car.
In another violent incident early this year, bandits with automatic weapons traded shot with Police in a busy street after a jewelry store robbery.
A woman bystander was killed in that incident.
Today, the Fight Crime conference heard of other worrying trends, including Triad involvement in corruption and the use of young people within their groups.
This growing involvement of youngsters has worried the Hong Kong governor.
SOUNDBITE:
In response to advice from Fight Crime Committees, about the problems with juvenile crime, the police have already set up school support teams to assist schools, and the teachers organisations and youth groups to fight Triad activities in our schools.

Patten's concerns are justified. Last month anti-triad detectives raided some Hong Kong schools where Triads were known to be operating, and arrested several students for Triad related crimes.
And heroin busts such as this one are now regular occurrences in Hong Kong .
The Government has recently granted Hong Kong Police wider powers to confiscate the proceeds of crime, and in recent years, police have been issued with soft nosed bullets to give more stopping power to their weapons.
Yet despite the problems these measures are designed to fight, Chris Patten still says that compared with other major cities Hong Kong is still among the safest places to live.

Hong Kong (香港; "Fragrant Harbour"), officially Hong Kong Special Administrative Region of the People's Republic of China, is an autonomous territory on the southern coast of China at the Pearl River Estuary and the South China Sea. Hong Kong is known for its skyline and deep natural harbour. It has a land area of 1104 km2 and shares its northern border with Guangdong Province of Mainland China. With around 7.2 million inhabitants of various nationalities, Hong Kong is one of the world's most densely populated metropolises.
After the First Opium War (1839–42), Hong Kong became a British colony with the perpetual cession of Hong Kong Island, followed by Kowloon Peninsula in 1860 and a 99-year lease of the New Territories from 1898. Hong Kong remained under British control for about a century until the Second World War, when Japan occupied the colony from December 1941 to August 1945. After the Surrender of Japan, the British resumed control. In the 1980s, negotiations between the United Kingdom and the China resulted in the 1984 Sino-British Joint Declaration, which provided for the transfer of sovereignty of Hong Kong on 30 June 1997. The territory became a special administrative region of China with a high degree of autonomy on 1 July 1997 under the principle of one country, two systems. Disputes over the perceived misapplication of this principle have contributed to popular protests, including the 2014 Umbrella Revolution.

Violent Crime is on the increase.
Just last month a carjacker took two hostages on Hong Kong Island, and was shot dead after a gun battle.
One of his hostages, a Korean businessman, was also killed. His death is still being investigated after it was found he wasn't hit by a bullet fired from within the car.
In another violent incident early this year, bandits with automatic weapons traded shot with Police in a busy street after a jewelry store robbery.
A woman bystander was killed in that incident.
Today, the Fight Crime conference heard of other worrying trends, including Triad involvement in corruption and the use of young people within their groups.
This growing involvement of youngsters has worried the Hong Kong governor.

From the fascinating attractions in both cities to the amazing local eats we really packed in a lot over a short period of time. Some of the top highlights included eating dim sum, taking boat rides, viewing the symphony of lights, eating Macanese street food, frequenting casinos and marveling at the views of both cities from high vantage points.

Police Story 3: Supercop (Comedy Film 1992) A Hong Kong police officer, Ka Kui is sent undercover to mainland China to break up a drug smuggling ring. After breaking the brother of the drug lord out of prison, he and another agent (a beautiful communist policewoman) are taken to Hong Kong to work for the syndicate. The wife of the crime boss has been arrested in Malaysia for drug trafficking and is soon to be executed. However, she is the only person who knows the account number of a secret Swiss bank account containing millions in drug money.
