Police believe the stolen Kia carrying six people sped through a red light and collided with a Holden sedan before rolling and landing on its roof.

Alcohol was discovered at the scene of the crash, and police are investigating whether there are any links to the notorious Apex gang or the theft of alcohol from a store earlier in the evening.

One of the car's occupants needed a blood transfusion while he was being airlifted to hospital.

Two teenage men from the Kia were airlifted to hospital with serious head and pelvis injuries.

One of the men needed to be given a blood transfusion while in the air ambulance. He is described as a boy in his late teens of African descent from the south-eastern suburbs.

The other teen who was airlifted later died at the Royal Melbourne Hospital from his injuries.

Two other teenagers from the same vehicle, a 19-year-old Hampton Park man and a 15-year-old Narre Warren boy, were treated by paramedics and rushed to hospital under police guard.

The remaining two people from the Kia, a man and woman, fled the scene.

A 15-year-old Hampton Park girl later turned herself in to police about midday.

Police are still looking for the other person who fled the scene on foot.

He is described as caucasian, in his late teens with short hair and wearing a baseball cap at the time of the crash.

The driver of the Holden sedan, meanwhile, was treated for back pain and taken to Dandenong Hospital in a stable condition.

Inspector John Cormack said the accident was preventable.

Describing the youths' actions as "immature and irresponsible," Inspector Cormack said the crash involved "a number of factors, not least of which are youth, inexperience and speed."

"It could be any one of our children in that car," he said. "Last night's actions were immature and irresponsible. It doesn't need to happen."

Police believe the Kia was stolen from Melbourne's south-east on November 1.

Authorities are attempting to find out if the driver of the car was licensed.

Detectives are investigating and are encouraging anyone who may have witnessed the crash to contact Crime Stoppers on 1800 333 000.
