A board of education, school committee or school board is the board of directors or board of trustees of a school, local school district or higher administrative level.
The elected council helps determine educational policy in a small regional area, such as a city, county, state or province. It usually shares power with a larger institution, such as the government's department of education. The name of the board is also often used to refer to the school system under the board's control.
The government department that administered education in the United Kingdom before the foundation of the Ministry of Education was also called the Board of Education.
The American board of education traces its origins back to 1647 with the formation of the American public school system, the Massachusetts Bay Colony mandated that every town within its jurisdiction establish a public school. Committees sprang up to run the institutions, and in the 1820s the state of Massachusetts made the committees independent of local governments, establishing the model for the autonomous school districts that exist throughout the country today. The U.S. Constitution left authority over education in the hands of the states under the Tenth Amendment, which reserved to them all powers not explicitly given to the federal government, and the states passed that authority on to local school boards. For more than a century, local boards were solely responsible for public educations funding, standards, instruction, and results. At their height in the 1930s there were as many as 127,500 boards. Some sparsely populated states had more school board members than teachers. For much of their history, the boards presided over school systems serving agrarian and industrial economies.

Here in Roanoke - - The chairman of the Petersburg School Board charged today that Virginias rural counties are dragging their feet in the matter of local financial support for public schools. Lester I. Bowman told the Virginia School Boards Association annual meeting the rural areas are not (Start film) assessing-real estate high enough and not exerting enough local effort. (Show film) Earlier, State Senator William Spong-chairman of the commission on public education, told the gathering he was impressed with the disparity in teachers salaries throughout the State. Spong also said theres a wide divergency in various school systems - some good, some not so good. Public hearings on the commissions recommendations are to be held in every State Congressions district. (Back)
(ROLL FILM) A special committee on reading, appointed by the Roanoke City School Board early last month, has (TAKE FILM) heard a recommendation from its sub-committee that a 10 thousand dollar testing program be turned down. William S. Hubard, chairman of the sub-committee, suggested that the Board lay down conditions if it should decide to accept the offer from the Alleghany Foundation to test the valleys 40 thousand children in reading ability. If Roanoke accepts the offer, the Foundation would not make the scores of individuals public. They believe only composite scores and interpretations should be released to the public. (LIVE ON)
Dr. Keith Shaffer, has been an educator for more than 30 years and currently serves as the director of AdvancED. His career includes serving Shaffer twelve years as a superintendent, as well as a central office administrator, principal, assistant principal, and math teacher. He and his wife Sarah Dale have one son, Ryan.
Former MSBA President James C. Stubbs, served as a member of the Long Beach School District Board of Trustees, and is the former director of civilian training for the Department of Navy’s Professional Development Center in Gulfport. He is certified as a Navy Alternate Dispute Resolution Specialist, facilitator and mediator mentor. Stubbs earned an M.S. degree in education administration and supervision from the University of Southern Mississippi and a B.S. degree in mathematics from Alcorn State University. He and his wife Imogene have two adult children.
Christine Mallard Davis views education as a calling and is a strong supporter of public education. A retired principal, Davis spent thirty-four years in the Detroit Public School System and has also taught prospective teachers at the college level. She retired from the Detroit Public School District in 2003 and moved to Mississippi. A teacher at heart, she still volunteers many hours tutoring and helping students succeed. She is active in her church as a teacher, musician, and adjunct professor at Southeast Bible College.

Glenda Barrett, a family nurse practitioner, is a member of the Newton County School Board. She was named Decatur’s 2006 Citizen of the Year. She received her associate’s degree in nursing at Meridian Community College, her bachelor’s degree with a major in nursing from the University of Southern Mississippi, and her master’s degree in nursing from the University of Mississippi. Barrett is a member of the American Academy of Nurse Practitioners and a member of the American Academy of Nurse Practitioners Political Action Committee. She was president of the Mississippi School Boards Association from 2001 to 2002. She and her husband, Joe, have two children, Kyle Barrett and Lauren Barrett Blackburn.
