In February 1993, the world watched with bated breath as the biggest armed siege in modern American history unfolded in a heavily armed property in Texas.
The bungled raid, on the headquarters of an extreme religious group led by David Koresh, culminated in the deaths of 84 men, women and children, including 22 Britons.
Using dramatic reconstruction, first-person testimony, FBI recordings and home video footage, Inside Waco reveals what really happened during the bloody 51-day siege that shocked the world.
With first-hand accounts from those closest to the action, including Byron Sage, the FBI's lead negotiator; Jeff Jarmer, who led the FBI operation; and undercover ATF agent Robert Rodriguez; the film also features British Branch Davidian Derek Lovelock and Natalie Norbrega, who was 12 years old at the time and travelled to Waco from England with her mother.
FBI surveillance tapes from the time of the siege give a unique insight into the tense negotiations, and the film reveals extraordinary footage, shot from inside the compound by the Davidians themselves, where they make a direct appeal to the FBI.

Few Americans realize that on February 28, 1993 when BATF agents in National Guard helicopters zoomed in on the Branch Davidians' church and home, Mount Carmel Center, they did so with guns blazing, like Americans raiding a Vietnamese village in that far off war. ... It is likely FBI agents deliberately sabotaged negotiations with Davidians to prevent their exiting Mount Carmel. Their goal was to destroy the building and its damaging evidence, even if that meant the massacre of dozens of men, women and children, all witnesses to the brutal attack.
After the February raid by the U.S. Bureau of Alcohol, Tobacco and Firearms (BATF) of David Koresh's dissident religious community at Waco, Texas, the FBI and the U.S. Army took over, mounting a 51-day siege. This included such ( Psy-War Tactics) as sleep deprivation of the inhabitants of the community by means of all-night broadcasts of recordings of the screams of rabbits being slaughtered.
Finally, despite David Koresh's pledge to surrender upon completion of his written explanation of the meaning of the Seven Seals, the FBI and the Army attacked. At dawn on April 19, 1993, and throughout the morning, tanks rammed holes in the main building and pumped (in the FBI's words) "massive amounts" of CS gas into the building, despite knowing that inside were more than a dozen children. The tanks demolished parts of the compound and created tunnels for the wind to blow through. The buildings at this point were saturated with inflammable CS gas and spilled kerosene.
Around midday two U.S. military pyrotechnic devices were fired into the main building, igniting a fire which (because of the holes in the walls allowing the wind to gust through) spread rapidly through the complex of buildings and became an inferno. 74 men, women and children died — including twelve children younger than five years of age. Fire trucks were prevented by the FBI from approaching the inferno. After the compound had burned down the BATF flag was hoisted aloft to signify 'victory'. Subsequently the burned-out ruin was razed in an attempt to remove all evidence of this premeditated murder of innocent civilians by agents of the U.S. government. Thus occured an atrocity which many Americans believe could never happen in their country.
Using 911 tapes, infrared surveillance footage, televised congressional hearings and survivor testimonies, the filmmakers mount a strong case against the ATF ([Bureau of] Alcohol, Tobacco and Firearms) and FBI, and paints them as cold-blooded murderers who clearly had the intent of killing people who stubbornly stood up to them. The FBI gassed the people who remained in the Branch Davidian compound and then let them burn to death.
At about noon [19 April 1993] FBI agents on foot entered the Church, and fired shots which struck plaintiffs many of whom were dead, or unconscious from gas inhalation. Several FBI defendants proceeded to the second floor and placed an explosive material on the top of the concrete Church vault [in which women and children were crowded on the floor] at the 2nd floor level. ... At about 12:20 p.m. a huge explosion blasted a hole several feet in diameter ... [in] the concrete ceiling of the Church vault, crushing, cutting, burying and killing or injuring most of the approximately 30 persons in the vault. ... It [FBI] planned to demolish the Church building, to destroy evidence of the ATF attack on February 28, including evidence of the first shots fired by ATF at the front door of the Church and the lethal firing at the Church from helicopters which the ATF denied.
Why on earth did the ATF go ahead? The most realistic answer I have heard is that the ATF ... wanted to pull off a bold military-style coup that would be widely publicized on television and allow it to display a huge collection of illegal weapons confiscated by its competent and courageous agents. Such a coup, it was thought, would strengthen and protect the ATF, impress Congress, enhance the agency's prestige, perhaps even increase its budget allocation.

The Waco siege (sometimes called the "Waco massacre") was a siege of a compound belonging to the religious group Branch Davidians by the United States federal and Texas state law enforcement and military between February 28 and April 19, 1993.
The Branch Davidians, a Protestant Christian sect led by David Koresh, lived at Mount Carmel Center ranch in the community of Elk, Texas, nine miles (14 kilometers) east-northeast of Waco. The group was suspected of weapons violations and a search and arrest warrant was obtained.
The incident began when the Bureau of Alcohol, Tobacco and Firearms (ATF) attempted to raid the ranch. An intense gun battle erupted, resulting in the deaths of four agents and six Branch Davidians. Upon the ATF's failure to raid the compound, a siege was initiated by the Federal Bureau of Investigation (FBI), the standoff lasting 51 days. Eventually, the FBI launched an assault and initiated a tear gas attack in an attempt to force the Branch Davidians out. During the attack, a fire engulfed Mount Carmel Center and 76 men, women and children, including David Koresh, died.
Controversy ensued over the origin of the fire; a government investigation concluded in 2000 that sect members themselves had started the fire at the time of the attack. Timothy McVeigh cited the Waco incident as a primary motivation for the 1995 Oklahoma City bombing.

The possibility of intentional causes is not being ruled out at the chemical fertilizer factory in Texas. Until more is known, the town of West is designated as a crime scene.
Given the national mood, there is some unofficial 'reviewing' going on of sinister connections with the past.
The explosion came two days before the 20th anniversary of a fire in nearby Waco that engulfed a compound inhabited by the Branch Davidian sect. This ended a siege by federal agents.
The Alcohol, Tobacco and Firearms Bureau had attempted to execute a search warrant at a ranch. A gun battle followed, and then the FBI siege, which went on for 50 days. The death toll was more than 80, after the fire, most of those who died men, women and children in the sect.
April 19 was also the date in 1995 of a truck bomb attack that claimed 168 lives at a US government office complex in Oklahoma City.
That was the deadliest act of domestic terrorism in American history. More than 600 people were injured. The main author of the crime, Timothy McVeigh, said the Waco deaths were one reason he did it. He was executed in June 2001.
Other coincidences between 1993 and 2013 are the strong pressures brought by Democrat presidents to legislate to control fire-arms.
Bill Clinton in February 1993 began waging his defence of the Brady Bill against the pro-gun lobby; it was adopted at the end of that year. The Brady Handgun Violence Prevention Act instituted federal background checks on purchasers. The National Rifle Association fought it, and tried to have it ruled unconstitutional.
Twenty years later, opposition to Obama's control campaign has defeated plans to expand background checks to sales made online and at gun shows, and to limit assault weapons and high-capacity magazines. The revived debate had followed the massacre by a gunman in December in Newtown, Connecticut, of 20 children and six adults.
Obama said: "This was a pretty shameful day for Washington. But this effort is not over. I want to make it clear to the American people we can still bring about meaningful changes that reduce gun violence."
Family members of gun violence victims were barely consolable. A few hours after the failure on Wednesday to muster enough votes in the US Senate, West, Texas, exploded.

Few Americans realize that on February 28, 1993 when BATF agents in National Guard helicopters zoomed in on the Branch Davidians' church and home, Mount Carmel Center, they did so with guns blazing, like Americans raiding a Vietnamese village in that far off war. ... It is likely FBI agents deliberately sabotaged negotiations with Davidians to prevent their exiting Mount Carmel. Their goal was to destroy the building and its damaging evidence, even if that meant the massacre of dozens of men, women and children, all witnesses to the brutal attack.
After the February raid by the U.S. Bureau of Alcohol, Tobacco and Firearms (BATF) of David Koresh's dissident religious community at Waco, Texas, the FBI and the U.S. Army took over, mounting a 51-day siege. This included such ( Psy-War Tactics) as sleep deprivation of the inhabitants of the community by means of all-night broadcasts of recordings of the screams of rabbits being slaughtered.
Finally, despite David Koresh's pledge to surrender upon completion of his written explanation of the meaning of the Seven Seals, the FBI and the Army attacked. At dawn on April 19, 1993, and throughout the morning, tanks rammed holes in the main building and pumped (in the FBI's words) "massive amounts" of CS gas into the building, despite knowing that inside were more than a dozen children. The tanks demolished parts of the compound and created tunnels for the wind to blow through. The buildings at this point were saturated with inflammable CS gas and spilled kerosene.
Around midday two U.S. military pyrotechnic devices were fired into the main building, igniting a fire which (because of the holes in the walls allowing the wind to gust through) spread rapidly through the complex of buildings and became an inferno. 74 men, women and children died — including twelve children younger than five years of age. Fire trucks were prevented by the FBI from approaching the inferno. After the compound had burned down the BATF flag was hoisted aloft to signify 'victory'. Subsequently the burned-out ruin was razed in an attempt to remove all evidence of this premeditated murder of innocent civilians by agents of the U.S. government. Thus occured an atrocity which many Americans believe could never happen in their country.
Using 911 tapes, infrared surveillance footage, televised congressional hearings and survivor testimonies, the filmmakers mount a strong case against the ATF ([Bureau of] Alcohol, Tobacco and Firearms) and FBI, and paints them as cold-blooded murderers who clearly had the intent of killing people who stubbornly stood up to them. The FBI gassed the people who remained in the Branch Davidian compound and then let them burn to death.
At about noon [19 April 1993] FBI agents on foot entered the Church, and fired shots which struck plaintiffs many of whom were dead, or unconscious from gas inhalation. Several FBI defendants proceeded to the second floor and placed an explosive material on the top of the concrete Church vault [in which women and children were crowded on the floor] at the 2nd floor level. ... At about 12:20 p.m. a huge explosion blasted a hole several feet in diameter ... [in] the concrete ceiling of the Church vault, crushing, cutting, burying and killing or injuring most of the approximately 30 persons in the vault. ... It [FBI] planned to demolish the Church building, to destroy evidence of the ATF attack on February 28, including evidence of the first shots fired by ATF at the front door of the Church and the lethal firing at the Church from helicopters which the ATF denied.
Why on earth did the ATF go ahead? The most realistic answer I have heard is that the ATF ... wanted to pull off a bold military-style coup that would be widely publicized on television and allow it to display a huge collection of illegal weapons confiscated by its competent and courageous agents. Such a coup, it was thought, would strengthen and protect the ATF, impress Congress, enhance the agency's prestige, perhaps even increase its budget allocation.

The Waco siege (sometimes called the "Waco massacre") was a siege of a compound belonging to the religious group Branch Davidians by the United States federal and Texas state law enforcement and military between February 28 and April 19, 1993.
The Branch Davidians, a Protestant Christian sect led by David Koresh, lived at Mount Carmel Center ranch in the community of Elk, Texas, nine miles (14 kilometers) east-northeast of Waco. The group was suspected of weapons violations and a search and arrest warrant was obtained.
The incident began when the Bureau of Alcohol, Tobacco and Firearms (ATF) attempted to raid the ranch. An intense gun battle erupted, resulting in the deaths of four agents and six Branch Davidians. Upon the ATF's failure to raid the compound, a siege was initiated by the Federal Bureau of Investigation (FBI), the standoff lasting 51 days. Eventually, the FBI launched an assault and initiated a tear gas attack in an attempt to force the Branch Davidians out. During the attack, a fire engulfed Mount Carmel Center and 76 men, women and children, including David Koresh, died.
Controversy ensued over the origin of the fire; a government investigation concluded in 2000 that sect members themselves had started the fire at the time of the attack. Timothy McVeigh cited the Waco incident as a primary motivation for the 1995 Oklahoma City bombing.

The possibility of intentional causes is not being ruled out at the chemical fertilizer factory in Texas. Until more is known, the town of West is designated as a crime scene.
Given the national mood, there is some unofficial 'reviewing' going on of sinister connections with the past.

The Alcohol, Tobacco and Firearms Bureau had attempted to execute a search warrant at a ranch. A gun battle followed, and then the FBI siege, which went on for 50 days. The death toll was more than 80, after the fire, most of those who died men, women and children in the sect.
April 19 was also the date in 1995 of a truck bomb attack that claimed 168 lives at a US government office complex in Oklahoma City.
That was the deadliest act of domestic terrorism in American history. More than 600 people were injured. The main author of the crime, Timothy McVeigh, said the Waco deaths were one reason he did it. He was executed in June 2001.
Other coincidences between 1993 and 2013 are the strong pressures brought by Democrat presidents to legislate to control fire-arms.
Bill Clinton in February 1993 began waging his defence of the Brady Bill against the pro-gun lobby; it was adopted at the end of that year. The Brady Handgun Violence Prevention Act instituted federal background checks on purchasers. The National Rifle Association fought it, and tried to have it ruled unconstitutional.
Twenty years later, opposition to Obama's control campaign has defeated plans to expand background checks to sales made online and at gun shows, and to limit assault weapons and high-capacity magazines. The revived debate had followed the massacre by a gunman in December in Newtown, Connecticut, of 20 children and six adults.
Obama said: "This was a pretty shameful day for Washington. But this effort is not over. I want to make it clear to the American people we can still bring about meaningful changes that reduce gun violence."
Family members of gun violence victims were barely consolable. A few hours after the failure on Wednesday to muster enough votes in the US Senate, West, Texas, exploded.

Other coincidences between 1993 and 2013 are the strong pressures brought by Democrat presidents to legislate to control fire-arms.
Bill Clinton in February 1993 began waging his defence of the Brady Bill against the pro-gun lobby; it was adopted at the end of that year. The Brady Handgun Violence Prevention Act instituted federal background checks on purchasers. The National Rifle Association fought it, and tried to have it ruled unconstitutional.
Twenty years later, opposition to Obama's control campaign has defeated plans to expand background checks to sales made online and at gun shows, and to limit assault weapons and high-capacity magazines. The revived debate had followed the massacre by a gunman in December in Newtown, Connecticut, of 20 children and six adults.
Obama said: "This was a pretty shameful day for Washington. But this effort is not over. I want to make it clear to the American people we can still bring about meaningful changes that reduce gun violence."
Family members of gun violence victims were barely consolable. A few hours after the failure on Wednesday to muster enough votes in the US Senate, West, Texas, exploded.
