As the refugee crisis in Europe worsens, new political divisions have emerged across the continent with several member states trading blame on how to cope with the swelling numbers of people arriving from war-torn countries.
We have hard divisions within Europe on internal policies, and I have warned not only interior ministers but leaders of European member states that this is weakening our unity and our credibility in our external actions

Germany, which hosts the largest number of refugees, has been hailed as a model for the rest of Europe after offering to take in 800,000 asylum seekers.
Cheering crowds have greeted refugees in cities and towns, as buses teeming with tired men, women and children have been welcomed by locals.
In other countries of the 28-member EU bloc, however, refugees have been subject to degrading and inhumane treatment at detention camps likened to concentration camps during the Holocaust.
Earlier this month, French Foreign Minister Laurent Fabius criticised Hungary for its decision to erect a 175km razor-wire fence on its border, saying the move was not in line with "European values".
As thousands continue to embark on the perilous, dangerous and costly journey to reach safety in Europe; on this week's Talk to Al Jazeera we speak to Federica Mogherini, the woman in charge of the European Union's foreign policy on how the region plans to address the current crisis.
In the interview, Mogherini talks about the refugee crisis, how it is the result of the war in Syria, and what the EU plans to do to end the conflict.

EXTRACTS from the transcript - "(On France invoking the Mutual defence clause - article 42.7) The fact that France decided to invoke the use of article 42.7 was something we discussed just in the hours after the attack in Paris last year, and it was an important political step, because for the first time a member state uses an article of the treaty that has some obligations for the other member states of assistance and aid, not only a military one, but also a logistical support or other kinds of support that bilaterally member states give to France, in this case to respond to an armed attack. And in this there is a role that the European Union is playing, through our military structures, to accompany the process and make sure that things are done in a proper way. (...)
(On cooperation against Islamic State) What we are doing now is, as I said, bilaterally, some member states, at the request of France through a European mechanism, some support on their attacks on DAESH in Iraq and Syria. I do not see a future EU military intervention in Syria or in Iraq. I said it several times, the European Union is having a role, a crucial one on Syria and the fight against DAESH on two tracks: one is the humanitarian assistance we give inside Syria and around Syria. And second is the support and the facilitation we are providing for the political talks to try to solve the crisis in Syria. (...)
What we've done immediately after having reached an agreement in Iran on their nuclear programme after the summer, we have pushed for forming an international support group for Syria with all the relevant actors, in the region and the international scene: As you said, Russia, US, EU, the UN, but also the regional players. Normally we do not sit at the same table, Iran, Saudi Arabia, Turkey, Egypt, Jordan, Lebanon, others.This unity of the international community produced already a UN Security Council resolution that was passed unanimously on Syria. (...)
The talks among the Syrians, they are supposed to start in a few days in Geneva, are going to be the starting point of on one side a political transition. (...) Rather than simply stating, as we have done for 4-5 years now, that Bashar AL ASSAD has to leave and he is still there, we start a process that allows a transition. (...) The only way of defeating, not only fighting but defeating DAESH, is to stop civil war and unite forces against this major threat. (...)
(On diplomatic progress with Iran) Europe has always been the strongest actor in an economic or commercial scene in Iran before the sanctions were introduced, and you see this very clearly already. It's mainly for the European businesses to go back and invest. (...)
I see a lot of possible fields of cooperation between the EU and Iran in the field of research, science and technology or culture. (...) But the major success for Europe is the fact that we have managed to have diplomacy winning in this process. So it's a result for diplomacy, it's result for Europe, in terms of preventing nuclear proliferation, so it's a safety and security issue for us. But it is also something that could open the way for a more cooperative approach in the region. (...)
(On sanctions against Russia) Sanctions on Russia have just been rolled over in December. The European Union was, is and stays united on this, on the fact that this is linked to a full implementation of the Minsk agreement. There is no change in policy there, and our work is not simply to keep the unity on the sanctions, sanctions are not a policy on themselves, sanctions are an instrument to put pressure and try to achieve the real objective that is the full implementation of the Minsk agreement. Russians have some influence in this, that can do a lot to implement their part of the Minsk agreement. We are obviously working also with the Ukrainians to make sure their part of the Minsk agreement is fully implemented, and this is our real work as Europeans, to try and have a full implementation of all aspects of the Minsk agreement, to have it fast, to bring back peace in Ukraine, to make the country work. (...)
We work in a constructive way with Russia. Think of the Iranian deal, I just mentioned we did it together, think of the situation in the Middle East, we worked together, think of the situation in Libya, all the work we do in the UN Security Council we do it together. On the Ukrainian issue, on the annexation of Crimea, our policy stays the same. But our wish is that our relations with Russia could improve, and that the Minks agreement could be fully implemented. (...)"

So I thank you very much for this opportunity, and I really wish this can be (...) for us in particular the beginning of a long and strong partnership, friendship, and the first one of many agreements we can sign in the future."

Federica Mogherini
Federica Mogherini (Italian pronunciation: [fedeˈriːka moɡeˈriːni]; born 16 June 1973) is an Italian politician and the current High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission in the Juncker Commission since 1 November 2014.
Mogherini was Italy's Minister for Foreign Affairs and International Cooperation from 22 February 2014 until 31 October 2014 in the centre-left Cabinet of Matteo Renzi.
She is a member of the Italian Democratic Party and the Party of European Socialists.
Early life and education
Federica Mogherini was born on 16 June 1973 in Rome, Italy, to the family of the film director and set designer Flavio Mogherini (1922–1994).
Mogherini attended the Sapienza University of Rome where she studied Political Science graduating with a Diploma in Political Philosophy with a thesis entitled "Relationship between religion and politics in Islam", which she wrote whilst on the Erasmus programme at Aix-en-Provence, France.

As the refugee crisis in Europe worsens, new political divisions have emerged across the continent with several member states trading blame on how to cope with the swelling numbers of people arriving from war-torn countries.

Germany, which hosts the largest number of refugees, has been hailed as a model for the rest of Europe after offering to take in 800,000 asylum seekers.
Cheering crowds have greeted refugees in cities and towns, as buses teeming with tired men, women and children have been welcomed by locals.
In other countries of the 28-member EU bloc, however, refugees have been subject to degrading and inhumane treatment at detention camps likened to concentration camps during the Holocaust.
Earlier this month, French Foreign Minister Laurent Fabius criticised Hungary for its decision to erect a 175km razor-wire fence on its border, saying the move was not in line with "European values".
As thousands continue to embark on the perilous, dangerous and costly journey to reach safety in Europe; on this week's Talk to Al Jazeera we speak to Federica Mogherini, the woman in charge of the European Union's foreign policy on how the region plans to address the current crisis.
In the interview, Mogherini talks about the refugee crisis, how it is the result of the war in Syria, and what the EU plans to do to end the conflict.

EXTRACTS from the transcript - "(On France invoking the Mutual defence clause - article 42.7) The fact that France decided to invoke the use of article 42.7 was something we discussed just in the hours after the attack in Paris last year, and it was an important political step, because for the first time a member state uses an article of the treaty that has some obligations for the other member states of assistance and aid, not only a military one, but also a logistical support or other kinds of support that bilaterally member states give to France, in this case to respond to an armed attack. And in this there is a role that the European Union is playing, through our military structures, to accompany the process and make sure that things are done in a proper way. (...)
(On cooperation against Islamic State) What we are doing now is, as I said, bilaterally, some member states, at the request of France through a European mechanism, some support on their attacks on DAESH in Iraq and Syria. I do not see a future EU military intervention in Syria or in Iraq. I said it several times, the European Union is having a role, a crucial one on Syria and the fight against DAESH on two tracks: one is the humanitarian assistance we give inside Syria and around Syria. And second is the support and the facilitation we are providing for the political talks to try to solve the crisis in Syria. (...)
What we've done immediately after having reached an agreement in Iran on their nuclear programme after the summer, we have pushed for forming an international support group for Syria with all the relevant actors, in the region and the international scene: As you said, Russia, US, EU, the UN, but also the regional players. Normally we do not sit at the same table, Iran, Saudi Arabia, Turkey, Egypt, Jordan, Lebanon, others.This unity of the international community produced already a UN Security Council resolution that was passed unanimously on Syria. (...)
The talks among the Syrians, they are supposed to start in a few days in Geneva, are going to be the starting point of on one side a political transition. (...) Rather than simply stating, as we have done for 4-5 years now, that Bashar AL ASSAD has to leave and he is still there, we start a process that allows a transition. (...) The only way of defeating, not only fighting but defeating DAESH, is to stop civil war and unite forces against this major threat. (...)
(On diplomatic progress with Iran) Europe has always been the strongest actor in an economic or commercial scene in Iran before the sanctions were introduced, and you see this very clearly already. It's mainly for the European businesses to go back and invest. (...)
I see a lot of possible fields of cooperation between the EU and Iran in the field of research, science and technology or culture. (...) But the major success for Europe is the fact that we have managed to have diplomacy winning in this process. So it's a result for diplomacy, it's result for Europe, in terms of preventing nuclear proliferation, so it's a safety and security issue for us. But it is also something that could open the way for a more cooperative approach in the region. (...)
(On sanctions against Russia) Sanctions on Russia have just been rolled over in December. The European Union was, is and stays united on this, on the fact that this is linked to a full implementation of the Minsk agreement. There is no change in policy there, and our work is not simply to keep the unity on the sanctions, sanctions are not a policy on themselves, sanctions are an instrument to put pressure and try to achieve the real objective that is the full implementation of the Minsk agreement. Russians have some influence in this, that can do a lot to implement their part of the Minsk agreement. We are obviously working also with the Ukrainians to make sure their part of the Minsk agreement is fully implemented, and this is our real work as Europeans, to try and have a full implementation of all aspects of the Minsk agreement, to have it fast, to bring back peace in Ukraine, to make the country work. (...)
We work in a constructive way with Russia. Think of the Iranian deal, I just mentioned we did it together, think of the situation in the Middle East, we worked together, think of the situation in Libya, all the work we do in the UN Security Council we do it together. On the Ukrainian issue, on the annexation of Crimea, our policy stays the same. But our wish is that our relations with Russia could improve, and that the Minks agreement could be fully implemented. (...)"

High Representative Federica Mogherini presented on June 21, 2016 the EU Global Strategy on foreign and security policy to EU leaders, meeting in Brussels at the EU summit.
Mogherini was mandated to prepare the new strategy by the European Council in June 2015 and invited to present it to leaders in June of this year. The strategy is the result of an open and transparent process: over the past year, extensive consultations took place with the EU Member States, the European institutions (including the European Commission and the European Parliament), and European civil society at large, including think thanks.
The strategy, under the title Shared Vision, Common Action: A Stronger Europe, has been elaborated under the leadership of the High Representative.

So there is a lot that the European Union will bring to the NATO summit in Warsaw, and this has been indeed at the core of our exchanges with the President. We have also discussed the many crises that Europe has in its neighbourhood unfortunately and the role that the European Union, with a strong contribution of Poland, is having in trying to solve some of them and trying to prevent some others: for sure, the crisis in Ukraine, as the President has mentioned, where for the European Union the full implementation by all sides of the Minsk Agreements and our active support to Ukraine in its difficult endeavours and in its reform agenda stay essential. And on this, we know that we always can count on Polish active and strong contribution as well as on strong Polish input in our relations to all our Eastern partners.
The contribution that Poland is giving to the EU foreign policy and security policy is strong, essential, and let me say that I know very well that this is also a strong feeling of the Polish people. From what I see in Brussels, Poland is a strong Member State, a strong member of the family. I know very well how strongly the Polish people feel about that, about being part of the Union, about being part of the family. Part of the reason of my visit here is also to send a very clear message that this feeling is fully shared in all different angles of the European Union. The fact that Poland is contributing to the European Union in such a determined way is something that we appreciate very much. (...) Thank you very much."

But again, it is very important for me to be here and work together, especially on the preparation of the NATO Summit.
I know that Jens Stoltenberg was here very recently. And you are perfectly right when you say that the cooperation between the European Union and NATO, being two different organisations, with different memberships and different "raison d'être", as we say in French, are cooperating more and more together on many different fields, all beneficial for both our memberships. (...)
You mentioned the issues we discussed the most, in particular I would like to mention the knowledge, the experience, the understanding that Poland brings to the European table when it comes to our Eastern Partners, especially in the moment when Poland is preparing to take the presidency of the Visegrad 4.
It will be a very good, important contribution to the common work of the European Union, the work that the Visegrad 4 under your leadership will do in the coming year. And obviously in particular the work we do with Ukraine and on Ukraine, (...) and also with Armenia and Azerbaijan where our aim is to help the parties to find a solution to the issue of Nagorno Karabakh.

This is the sixth Sub-Saharan country I visit in one year, and wherever I travel to Africa I meet young people who are eager to learn, to share what they know, to do something good, and to build a better life for themselves and their families. (...)
(Security, development, regional integration): Investing in your security that goes together with investing in your growth and in your people, investing also in regional cooperation; all these priorities are central to our work today.
FR - 02:15-03:25 L’Union européenne est consciente des défis multidimensionnels, c’est pour ça qu’on a approuvé, l’Union européenne, 50 millions d’euros pour le soutient à la force multinationale mixte contre Boko Haram, et aujourd’hui je suis heureuse de pouvoir l’annoncer, avec l’Union Africaine, ça va devenir opérationnel ces jours-ci. Au total, 90 projets, avec une valeur de 1,4 milliard d’euros seront financés par l’Union européenne dans les 5 prochaines années pour soutenir le développement de la région du Lac Tchad. Les efforts des pays de la région de travailler d’avantage ensemble et de faire face à la menace de Boko Haram sont très importants pour nous, et je voudrais souligner l’importance d’élargir cette coopération à d’autres domaines, tels que la migration, la lutte contre le crime organisé, la dégradation des ressources naturelles, le changement, les défis sociaux-économiques, parce qu’ils sont tous des facteurs qui rendent difficiles sinon impossibles de développer le potentiel extraordinaire de cette région et de l’Afrique en général.
(Radicalisation as a common challenge): Security threats and terrorism are clearly holding back your potential. And this is a battle we can only fight together, as partners and friends. Our youth, both in Europe and here, are being targeted by the terrorists’ propaganda. Of course our societies are very different.
But the path to radicalisation is sometimes similar – it is built on disillusion, the lack of hopes of good jobs, the lack of positive role models, and also the lack of appropriate role that our youth can find in the societies, in the communities they live in. Radicalisation is a common challenge taking different shapes.
(Terrorism as a common challenge): We have all been targeted by terrorist attacks. My office in Brussels is just 200 meters away from the Metro station where one of the attacks took place on the 22nd of March. And here, in Nigeria, you know the face of terrorism all too well. And today I will meet the families of the Chibok girls. We must never forget two things: one, why terrorist organisations are so scared of girls in education: Because education is what makes girls – and also boys by the way, – powerful. (...)
(No clash of civilisations): And we must also not forget this has nothing to do with a clash of civilisations. (...)
(Unity): So what the terrorists want to divide us. They want us to look at each other, even in this room, with fear, with suspect. This makes our cooperation today, yesterday and in the future, even more important, and our responsibility so big. And this is why this Summit is so crucial, because we need to bring together countries and partners to build, as we say in the Summit, “to build peace and development through the consolidation of collective efforts.”
(Comprehensive approach): So our work against terrorism begins with security, but goes well beyond that. To invest in our security, we need first of all to invest in our people. They are the recipe to win the fight. We can’t win without good schools and hospitals, good vocational training and good jobs (especially for young people, both boys and girls), good governance against corruption, good tribunals with the guarantee of no impunity and justice for all. (Trust Fund): (...)Take our work on migration. The idea behind the European Union’s Trust Fund for Africa is to address the root causes of migration. (...)"

Carnegie has been involved very, very closely in the preparation of the Strategy. You have hosted a number of events and contributed actively to our experts’ consultation. As you know very well, the drafting of this Strategy has been a very open process. Of course our European institutions and our Member States have played a crucial role. But the whole process wasn’t simply at government level, and it never happened behind closed doors. This is a Strategy for all our European citizens, and it is a Strategy that speaks to our partners in the world. You had to be involved. And you will have to be involved in the next stages of this process – so I am particularly grateful for your comments, and I look forward to our discussion tonight.
But I also wanted to discuss the Strategy here in the United States, because our transatlantic bond is an essential element not only of this document, but of our policies and our daily work. Our friendship with the United States will be crucial to turning our vision into action both in Europe and here in America, and especially when you look at regional and global governance.
In fact, the key principles of the Strategy match perfectly the work we have been doing together with the US administration over the past few years. I can speak only for the last year and a half, almost two years, in office. But just two days ago John Kerry was in Brussels, we were commenting together what was happening in Turkey and I am sure we will have the occasion to discuss this in the Q&A; session so I will not stop on that particularly issue at the moment. But with his presence in Brussels on Monday – we had the Foreign Affairs Council meeting ongoing – he became the first ever Secretary of State of the United States to join our EU Foreign Affairs Council. This tells you something. When you look at the Global Strategy, and read about “partnership,” this is exactly what it means: that we need each other. I know this should be taken for granted, but maybe it is not, in these days.
None of us – neither our European Union nor the United States – could deal with our common challenges alone and it is a long list of common challenges unfortunately. No super-power could solve the crisis in Syria or in Libya alone. None of us, alone, could bring peace between Israel and the Palestinians, or ensure that the nuclear deal with Iran – that we concluded just exactly one year ago – is strictly implemented. None of us, alone, can counter Da’esh and prevent radicalization effectively. And by the way, this is the reason I am me in DC today for a very important ministerial meeting of the global coalition to counter Da’esh and the strength of this work is exactly in partnership and cooperation across the Atlantic and further beyond the Atlantic.
So we need each other. That’s the main message that is also the core of the Strategy. We need each other, Europe and the United States, and we need all global and regional powers to play their role.
We need to invest in partnerships. Partnership means also that we need to invest in the strength of our partners. Sometimes we believe that having a weak interlocutor, a week partner on the other side of the sea – in some cases the Mediterranean, in the European case – could have been easier for Europe. I think we have learnt the lesson and we know today that the strength of our neighbors is our own strength. But we also need to invest in new formats for regional and global cooperation and engagement.
Think of the International Syria Support Group: it was only last year, just few months after the Iran deal, that we managed to gather all the relevant powers around the same table – the United States, Russia, Europe, Saudi Arabia, Iran... We all know how difficult this process is. But there is simply no other way to bring peace in Syria other than working together, even if it is very difficult. Actually through the difficulties we face around the table, we understand better the difficulties we face on the ground. And such possibility for peace would not exist without our deal with Iran, and without the close cooperation between Europe and America which made it possible. (...)"

I believe that today we moved from the phase where the Minister and myself were reading joint statements on the JCPOA in Farsi and in English, to joint statements on our respective cooperation in different sectors and I think here comes the symbolism of this visit but also what makes it very concrete.
This is my second time for an official visit in Tehran. The first time I was alone, with obviously my team, but not accompanied by seven colleagues and our focus was mainly, just a few days after the agreement was reached in July, on the Iranian nuclear programme and the implementation of the JCPOA. Today, I am here with seven Commissioners covering a very broad spectrum of issues from economy to science, from education to transport, from migration to environment and energy and obviously our political dialogue on the regional and international situation and our focus is mainly on this. We cover a broad spectrum of issues that lay the ground for our renewed bilateral relations.
So, we are turning the page. In July, we were saying that diplomacy works; in January, we were saying that diplomacy can deliver with the Implementation Day and today my message to Iran and to the Iranian people would like to be that diplomacy is worthy. We want, as Europeans, Iranian people to have and to see the benefits of this Agreement turning into changes in their everyday lives. We are on the same side on this and here I do not speak on my personal capacity, I am sure I speak on behalf of all my colleagues in the Commission but I dare to say that I speak on behalf on the 500 million Europeans that are supporting our new era in our relations.
We obviously have not finished the work on implementation of the JCPOA. We still have to make sure that the work continues, it is an ongoing task. I take my role as the coordinator of the Joint Commission very seriously because the continuous monitoring of the implementation and also the continuous dialogue on the difficulties we might encounter on different parts and different sides on the implementation of the agreement is something that is in the interest of all. We have had already two meetings of the Joint Commission, we will have another one coming up very soon and again I, in my capacity as coordinator of the Joint Commission, do the utmost to make sure that this is the case.
Iran has delivered on its side of the deal. The European Union has also delivered on its commitments. We have lifted the nuclear-related economic and financial sanctions, and we come here today to resume constructive dialogue with Iran on many different fields, in very concrete ways and the dialogue that we just had - and the ones that are going to follow in the afternoon and tomorrow -are aiming at concrete results.
Europe and Iran have a very long history of relations, historically, culturally and economically. We have cooperated many times in our histories; long histories in both cases, and some other times we have had difficulties. But we never experienced the challenge of being alien to each other. The channels among our people have always been there.
Obviously today the fact that we are engaging in this constructive relationship does not mean that any difference, any distance, any disagreement has disappeared; but it means that we are willing and committed to discuss and face these issues, all of them, in an open and constructive manner.
We aim at a dialogue that is comprehensive in scope, cooperative in the fields where we have mutual interest, and our citizens have mutual interest, a dialogue that can be critical and open in the areas where we know we disagree, looking for common ground, and overall constructive in tone and in practice. So you can call it a "dialogue of the 4 Cs": comprehensive, cooperative, critical if needed, constructive always. (....) "

"Friends, Jens (Stoltenberg), Elzbieta (Bienkowska), first of all, let me say that I really appreciate this opportunity to be here together, to address all of you at this important forum at what is, I would say, a turning point for our common European defence, but also, especially today, for global politics.
Let me say that, at least myself but I guess all of us, had maybe to review a little bit the text of our speeches this morning, checking which parts were still up-to-date and valid, which parts had to be underlined even more and I am glad to say no part of my speech had to be deleted which is I think a good sign. But let me say very clearly that I think that being here together today is more important than ever and I really appreciate, Jens, the possibility of doing so not only for the work we do together but also for the symbol. And sometimes symbols and images and messages are important in today's world. And being here today, working together, EU and NATO on our common industrial basis but also on our common defence across the Atlantic is something that today is more important than ever.
And then it is very important for me to share this opportunity to address you together with Jens and Elzbieta because each of us can provide you with a different perspective on our common work to make the Europe of defence stronger with the assumption that making the Europe of defence stronger is also a way of making NATO stronger.
Elzbieta has just spoken about the European Defence Action Plan, so I will not go back to that in details, that will focus on our industrial base, on innovation, on new technologies. But there is much more on which we are working. The Action Plan goes together with the implementation of our Global Strategy, and also with the follow-up to the EU-NATO Joint Declaration we signed in Warsaw last summer. And these three processes go hand in hand and reinforce and complement each other. And this is why we have been working so much in the last three, four months together with Jens, together with all our teams to make sure that things really are coordinated and proceed in parallel.
Jens always says that a stronger European Union makes NATO stronger. And I obviously share this message very much. And of course, I would like also to share this, on the other side, saying that a stronger NATO makes Europe safer. Obviously, it goes without saying, at least on this side of the Atlantic for sure, that a stronger NATO makes also the US, Canada, all of us, safer.
We both follow our own path, the European Union and NATO are two different organisations, different in nature, different in mandate, but we run side by side and it is very important that we keep this parallel track very carefully in mind, as we are doing. Last June, Jens was the first person to receive our Global Strategy: I will remember that very well forever, because I gave him a copy just a few minutes after I had presented it to the Heads of States and Governments of the European Union in the European Council. Since then, we have met and consulted constantly, and our teams did, to make both the European Union and the Alliance stronger, with no duplications and in the closest possible cooperation.
Now, the Global Strategy has spelled out a vision for a stronger European Union. And today, we are already turning this vision into action. I will present very ambitious and pragmatic Implementation Plan on Security and Defence to the European Ministers of Foreign Affairs and Defence – one is here with us today, and we are moving fast, for once, indeed it can happen,– not only on defence. The implementation of the Strategy is making fast progress also in other fields, connected with the work we are doing on security and defence, for instance on building resilience for societies and countries that are around us, or on connecting our internal and external policies, starting from those on counterterrorism or those on migration.
Security today requires much more than the traditional military tools. This is very clear to NATO, this is very clear to the European Union. But we also know very well that development policies – or other instruments that the European Union has in its toolbox - often require to be supported by security and defence tools, and that our civilian and military operations often go hand in hand. So that there is no contradiction between the soft power and the hard power we dispose of. (...)"

Federica Mogherini: " (On Aleppo & Syria) We have united, clear and strong position, EU position on Syria, first of all the priority is to stop the bombing in Aleppo, and with this respect we call Syrian regime and Russia to stop the bombing and avoid further humanitarian catastrophe. (...)
The European Union supports and encourages all efforts in all formats to stop, not only the bombing in Aleppo but also supports all efforts to avoid any further military escalation, any further military confrontation at military level and also supports all efforts in all formats to agree implement and monitor an effective cease-fire. (...)
The EU agrees, and this is our common basis, to call urgently for an end of all military fights over Aleppo, immediate cessation of hostilities to be monitored by strong and transparent mechanisms, sieges to be lifted, and countries with humanitarian access to be guaranteed, because our priority in this moment is to save Aleppo and to save human lives. (...)
Let me use this opportunity to say that the news of today is the offensive on Mosul that has started this morning, a crucial element for the in the campaign to defeat Da’esh. We will discuss this tomorrow also with the Iraqi Foreign Minister [Ibrahim Abdul-Kareem Al-Jaafari] who will be tomorrow with me in Brussels. The Iraqi authorities and the Iraqi people have our full support in this difficult time and we will need to work on prioritising protection of civilian population of Mosul and the full respect of international humanitarian law. (...)
And we urge the Syrian regime to give authorisation for humanitarian convoys to be delivered, in particular and starting from Eastern Aleppo. This is an issue that I have discussed in these last days repeatedly with [Sergey] Lavrov [Russian Foreign Minister], [Mohammad Javad] Zarif [Foreign Minister of Islamic Republic of Iran] and with other players and we really have the one priority today which is saving Aleppo and saving human lives in Aleppo. (...)
(On Migration Compacts) Tomorrow the European Commission will adopt the report on the Migration Partnership Frameworks - the Migration Compacts - that will be presented at the European Council later this week. (...) If we have now already a positive trend on the implementation of migration compacts, it's thanks to the active team work that all member states have played together with EU institutions with the five priority countries. (...)
(On Tunisia) We decided to allocate up to 300 million euros for the next year, 2017 for Tunisia, specially to create the social economic conditions for the Tunisian youth, to find their own way in life, in their country, in security and prevent all possible dangers that the country can face in challenging times especially given the risk of tensions spilling over from Libya. (...)"
