Four Corners reporter Stephen Long exposes the highly questionable business practices of so called 'payday' lenders.
Payday lending is now a major business with some companies listed on the stock exchange. The industry defends itself, claiming it provides a service the banks aren't interested in delivering.
"There are 10 million Australians that don't have access to a credit card. Where are they going to get credit?" - Payday Lending Company CEO
But as Long tests this claim he uncovers a trail of misery, meeting people like Anna. A hard working mother of three, she took a short-term loan from a payday lender to buy her daughter's school computer. Borrowing the money was easy, too easy, and before long she borrowed more money, sinking ever deeper into debt.
Anna had discovered what thousands of other short-term borrowers already knew; the system encourages dependency and the windfall profits come not from any one loan but by sucking people into multiple loans, sometimes with effective interest rates of more than 300 percent.
"The whole business model relies on trapping people in debt. You get the first loan and you get the second loan and you get the third loan to pay off the second loan." - Financial Advisor.
The questionable practices don't end there. Reporter Stephen Long spoke to industry insiders who confirmed that lenders provided credit to heroin addicts, doling out loans at one end of the shop after the addicted person had pawned goods at the front desk.
In another case, a man suffering a brain injury was signed up to multiple loans even though he didn't understand the documents he was signing.
In 2013 the Federal Government tried to rein in the worst excesses of the industry with new legislation. After an intensive industry lobbying campaign the laws were watered down but still capped interest and establishment fees.
Despite this, a recent survey by the Australian Securities and Investments Commission reveals that two thirds of payday lenders were highly likely to breach credit laws relating to responsible lending. Some gave loans to people already in default while more than half issued loans to customers who already had multiple loans.
All the evidence suggests the industry is now expanding massively online. Will the authorities and Government act to control the industry mavericks?

Four Corners
The Four Corners is a region of the United States consisting of the southwestern corner of Colorado, southeastern corner of Utah, northeastern corner of Arizona, and northwestern corner of New Mexico. The Four Corners area is named after the quadripoint where the boundaries of the four states meet, where the Four Corners Monument is located. It is the only location in the United States where four states meet. Four Corners reporter Stephen Long exposes the highly questionable business practices of so called 'payday' lenders.
Payday lending is now a major business with some companies listed on the stock exchange. The industry defends itself, claiming it provides a service the banks aren't interested in delivering.
"There are 10 million Australians that don't have access to a credit card. Where are they going to get credit?" - Payday Lending Company CEO
But as Long tests this claim he uncovers a trail of misery, meeting people like Anna. A hard working mother of three, she took a short-term loan from a payday lender to buy her daughter's school computer. Borrowing the money was easy, too easy, and before long she borrowed more money, sinking ever deeper into debt.
Anna had discovered what thousands of other short-term borrowers already knew; the system encourages dependency and the windfall profits come not from any one loan but by sucking people into multiple loans, sometimes with effective interest rates of more than 300 percent.
"The whole business model relies on trapping people in debt. You get the first loan and you get the second loan and you get the third loan to pay off the second loan." - Financial Advisor.
The questionable practices don't end there. Reporter Stephen Long spoke to industry insiders who confirmed that lenders provided credit to heroin addicts, doling out loans at one end of the shop after the addicted person had pawned goods at the front desk.
In another case, a man suffering a brain injury was signed up to multiple loans even though he didn't understand the documents he was signing.
In 2013 the Federal Government tried to rein in the worst excesses of the industry with new legislation. After an intensive industry lobbying campaign the laws were watered down but still capped interest and establishment fees.
Despite this, a recent survey by the Australian Securities and Investments Commission reveals that two thirds of payday lenders were highly likely to breach credit laws relating to responsible lending. Some gave loans to people already in default while more than half issued loans to customers who already had multiple loans.
All the evidence suggests the industry is now expanding massively online. Will the authorities and Government act to control the industry mavericks?

They're the big game animals that symbolise Africa - lions, rhinos and elephants. And they're top of the list for the big game hunters with deep pockets who travel to Africa to hunt and kill.

For $22,000, you can shoot a lion, $120,000 will get you a rhinoceros. Some safari hunts even let you choose the size and colour of the animal, right out of a catalogue.

This week, reporter Linton Besser also provides alarming evidence of corruption among the network of overseas agents who tout for business on universities' behalf.
"The risk is they're going to put applicants through to the university with fake qualifications or who they know have cheated on tests, or who are trying to undertake some sort of visa fraud." - Corruption investigator
Ironically, these forces are also placing international students under enormous pressure.
Despite the promises of agents, and after meeting universities' entry requirements, many don't have the level of English needed to successfully undertake a degree course.
It's a situation that leaves students isolated and desperate; a scenario fuelling a thriving blackmarket in plagiarism and the corruption of some academics.
An experienced lecturer has told Four Corners the failure to maintain standards in the course she teaches means graduates could put lives in danger when they begin working.
"They might find themselves being the only registered nurse on duty. And that is something that frightens me." - University Nursing lecturer
With universities now hooked on the income derived from foreign students, very few university employees can openly acknowledge these problems. Those who do, say that they face the possibility they will lose their job.

A Four Corners investigation has unearthed alarming new evidence of a decline in academic standards at institutions around the country.

Whether it's waterfront trophy homes or apartments off the plan, or even massive commercial developments, Chinese investment in our real estate has surged by more than 400 per cent in just five years, with as much as A$12 billion spent in the previous financial year alone. Property is now the number one Chinese investment in Australia.
So who are these investors and what do they see in Australia?
On Four Corners you'll meet members of China's super rich, the new generation of global property investors who call Australia home:
"I think this is the best period of time in Australia's history. The vast capital from China, including entrepreneurs like us, have been looking for investment opportunities worldwide." Chinese multi-millionaire property investor
And they're clear about what they want:
"The priority is view ... so waterfront with a view, with a nice house on it and preferably with a boat marina. You know, it's something money cannot buy in China." Real estate agent
There are also Chinese middle class buyers looking for a holiday home, a place to retire to, or just a good investment:
"Compared to Shanghai property, Sydney property is not that expensive." Chinese investor
And developers: from a billion dollar megaresort on the Gold Coast; to Melbourne's tallest residential tower; marquee sites in Sydney and whole city blocks in Perth - they're shaping our city skylines.
"I came over 17 years ago, my parents send me to here to study high school, university. After my graduation I fall in love with the country, loved the lifestyle, decided to stay, make something good out of it." Chinese property developer
Some are the progeny of China's political elite, known as 'princelings', whose links here begin with an Australian school or university:
"You'll find at the top universities across this country, a whole influx of young people of Chinese background who have been sent here by parents. Safe investment, they don't live in fear of the State taking their assets from them." Former Australian Federal Minister and China business specialist
But there are hidden dangers in doing business with China: endemic corruption; a lack of transparency in both business and the legal system, and questions about where the money is coming from and whether ill-gotten gains are being laundered.
"China (is) by far the biggest exporter of illicit capital." International money laundering expert
With billions of dollars flowing out of China, international money laundering experts are warning that some of it is making its way into Australia:
"Real estate is recognised internationally as one of the means by which people will launder money." Former money laundering investigator

Australians love their cars. And for much of the past six decades the cars they've loved most have been home-grown. In that time, Australia has been one of a select group of countries with the capacity to design, engineer and build its own cars. For 60 years that capacity has been a cornerstone of the country's industrial capacity. Now all that is about to change.
When the new Coalition Government made it clear it wasn't prepared to spend more money assisting the car industry, the big manufacturers Holden and Toyota said goodbye. Next on Four Corners, reporter Stephen Long looks at the impact as the car industry heads to the end of the road.
Long finds that for some, this represents a triumph of good policy with limited fallout:
"This form of restructuring will have quite profound effects on individual regions... but not necessarily have a significant effect on the economy as a whole." Bill Scales, Former Head Automotive Industry Authority
Others see it as the road to potential economic ruin - a decision which, when taken to its logical conclusion, would make the economy vulnerable to external shocks:
"Australia will start to become a third world country in its living standard." Professor Goran Roos, Advanced Manufacturing Council
Travelling to key industrial centres, Long reveals startling new research describing the likely impact of the car industry's demise. He talks to the workers who've already been pushed onto the unemployment lines and he goes into the factories of car-part makers desperately seeking new markets outside the automotive industry.
Respected industry experts warn that although manufacturers know they need to stop relying on making car components, as few as ten per cent might survive the transition.
Four Corners also looks at Britain's response to a failing car industry. Initially, like Australia, Britain took the view it didn't need car manufacturing. The Global Financial Crisis changed all that. Realising the folly of simply relying on service industries to supply jobs, the Government backed car makers in a way that has turned them into the country's biggest export sector.
