An El Paso county detention officer and his wife are brutally murdered just moments away from the U.S. border. The rise of violent murders such as this have made Juarez the murder capital of Mexico. Inside the El Paso County Jail, detention officers are hit hard by the tragedy, holding the line hour by hour against the deadly gang accused of the murders. The jail's special response team is on constant alert ready to respond to outbursts of the gang bangers, housed in a volatile unit of the jail.

El Paso (/ɛlˈpæsoʊ/; from Spanish, "the pass") is the county seat of El Paso County, Texas, United States, and lies in far West Texas. In 1659, Fray Garcia de San Francisco, established Our Lady of Guadalupe Mission of El Paso del Norte. Around this mission, the village of El Paso del Norte grew into what is now the El Paso–Juárez region. El Paso stands on the Rio Grande (Río Bravo del Norte), across the border from Ciudad Juárez, Chihuahua, Mexico. The two cities, along with Las Cruces (in the neighboring state of New Mexico), form a combined international metropolitan area, sometimes referred as the Paso del Norte or El Paso–Juárez–Las Cruces. The region of over 2.7 million people constitutes the largest bilingual-binational work force in the Western Hemisphere.
The city is the headquarters of one Fortune 500 and three publicly traded companies, as well as home to the Medical Center of the Americas, the only medical research and care provider complex in West Texas and southern New Mexico, and the University of Texas at El Paso, the city's primary university. US Border Patrol Mexican Incursion Video - El Paso, Texas
Judicial Watch obtained video from the US Border Patrol (under the provisions of the Freedom of Information Act) depicting a May 1, 2008 incident near the American Levee Road at the end of the West Railroad Bridge along the El Paso, TX/Juarez, Mexico border. During the incident, a number of unidentified persons cross into the United States, being pursued by Mexican Police Officers. A single USBP agent in a USBP truck responds to the area of the incursion, but is clearly outmanned and outgunned. The Mexican Police apprehend the persons they were chasing on US soil and then bring them back across the border into Mexico. A second USBP truck eventually responds to the Mexican incursion, but at a point when the Mexicans are withdrawing back to their side of the international boundry.

The Barrio Azteca or Los Aztecas (pronounced: [los asˈtekas]), is a Mexican-American gang originally based in El Paso, Texas. The gang was formed in the jails of El Paso in 1986 and expanded into a transnational criminal organization. They are currently one of the most violent gangs in the United States and are said to have over 3,000 members in the U.S. in locations such as New Mexico, Texas, Massachusetts and Pennsylvania and at least 5,000 members in Ciudad Juarez, Mexico.
In 2008, Barrio Azteca formed an alliance with La Línea, the armed wing of the Juárez Cartel, to fight off the forces of the Sinaloa Cartel, who were attempting to take over the drug smuggling routes in the area. The control of the routes in Ciudad Juárez, known as the "Juárez plaza," are vital for the drug trafficking organizations since they are the major illicit conduit into the United States. The DEA estimates that about 70% of the cocaine that enters the United States flows through the area. The gang's main source of income derives from smuggling drugs across the border from Mexico into the United States. They are also responsible for the distribution and sale of narcotics in and outside of prisons. Aside from drug trafficking, they have been charged with a number of different crimes.
The gang, which operates in the U.S. and Mexico, has morphed into a prime example of the "cross-border nature of Mexico's drug war." Members of the Barrio Azteca gang usually have U.S. citizenship, making them ideal cross-border killers that move back and forth across the U.S.-Mexico border.
