A Department of Corrections is a governmental agency responsible for overseeing the incarceration of persons convicted of crimes within a particular jurisdiction. Entities serving that purpose include:
The California Department of Corrections and Rehabilitation (CDCR) is responsible for the operation of the California state prison and parole systems. Its headquarters are in Sacramento.
CDCR is the second largest law enforcement or (police agency) in the United States behind the New York City Police Department, which employs approximately 40,000 police officers. CDCR correctional officers are sworn law enforcement officers (CA state peace officers) with peace officer powers, while on duty.
As of 2013, CDCR employed approximately 24,000 peace officers (state correctional officers), 1,500 state parole agents, and 700 criminal investigators/special agents.
In 1851, California activated its first state run institutions. This institution was a 268-ton wooden ship named "The Waban", and was anchored in the San Francisco Bay. The prison ship housed 30 inmates who subsequently constructed San Quentin State Prison, which opened in 1852 with approximately 68 inmates.
The First Amendment (Amendment I) to the United States Constitution prohibits the making of any law respecting an establishment of religion, impeding the free exercise of religion, abridging the freedom of speech, infringing on the freedom of the press, interfering with the right to peaceably assemble or prohibiting the petitioning for a governmental redress of grievances. It was adopted on December 15, 1791, as one of the ten amendments that constitute the Bill of Rights.
The Bill of Rights was originally proposed as a measure to assuage Anti-Federalist opposition to Constitutional ratification. Initially, the First Amendment applied only to laws enacted by the Congress, and many of its provisions were interpreted more narrowly than they are today. Beginning with Gitlow v. New York (1925), the Supreme Court applied the First Amendment to states—a process known as incorporation—through the Due Process Clause of the Fourteenth Amendment.

The California Department of Corrections and Rehabilitation has phased out so-called "bad beds," which had become symbolic of the overcrowding problems in prisons across the state. Officials spoke about the changes at Deuel Vocational Institution in Tracy on March 2. Reductions in DVI's inmate population will allow the facility to reintroduce vocational and recreational activities.
The Youthful Offender Program (YOP) took effect on July 1, 2015 and gave the California Department of Corrections and Rehabilitation (CDCR) the authority to afford special classification consideration for youthful offenders under the age of 22, who entered prison on or after July 1, 2015. For nearly two weeks, California inmates at 24 state prisons have refused meals to protest extended solitary confinement, among other administrative abuses. Since 2011, mass protests have been an instrument of resistance for prisoners frustrated with California's failure to address the systemic problems with the correctional system. The strike in 2011 ended after officials promised reform, but now inmates are demanding a legally-binding agreement after those promises have failed to adequately manifest. The hunger strike, which began at Pelican Bay near the Oregon border, has spread to other state facilities in solidarity, and some are also refusing work assignments. The strike began with 30,000 participants, a number which has fallen to 4,487 according to an L.A. Times report on July 14. ...

San Quentin State Prison (SQ) is a California Department of Corrections and Rehabilitation state prison for men, located north of San Francisco in the unincorporated town of San Quentin in Marin County. Opened in July 1852, it is the oldest prison in California. The state's only death row for male inmates, the largest in the United States, is located at the prison. It has a gas chamber, but since 1996, executions at the prison have been carried out by lethal injection. The prison has been featured on film, video, and television; is the subject of many books; has hosted concerts; and has housed many notorious inmates.
