Rafael Quintero

Rafael "Chi Chi" Quintero Ibaria (September 16, 1940 – October 1, 2006) was a CIA operative.

Biography

Quintero was born in Camagüey, Cuba on September 16, 1940. In the 1950s, he joined the resistance movement against Cuban dictator Fulgencio Batista. A few days prior to the Cuban Revolution he joined Fidel Castro's group in the Sierra Maestra.

After becoming dissatisfied with the Castro regime he joined Manuel Artime against Castro. Artime's group was supported by Frank Sturgis and the CIA as related by Fabian Escalante in CIA Covert Operations: 1959 - 1962. Sturgis flew a CIA plane over Havana dropping thousands of pamphlets urging the Cuban people to overthrow the Castro regime on October 21, 1959 as part of Artime's operations. About December 1959, Manuel Artime left Cuba with a hundred thousand pesos when nothing happened. Quintero moved to the United States the next month.

On June 5, 1960, The Movement for the Recovery of the Revolution or (MRR) was created by Manuel Artime, Tony Varona, Aureliano Arango, Jose Miro Cardona and Quintero. About the same time Quintero became a member of Operation 40 along with other anti-Castro Cubans. In 1961 Quintero secretly re-entered Cuba and was arrested just prior to the Bay of Pigs Invasion, was released and returned to the U.S.

Rafael Caro Quintero

Rafael Caro Quintero (born October 3, 1952) is a Mexican drug trafficker who founded the now-disintegrated Guadalajara Cartel with Miguel Ángel Félix Gallardo and other drug traffickers in the 1970s. He is the brother of fellow drug trafficker Miguel Caro Quintero, the founder and former leader of the extinct Sonora Cartel who remains incarcerated.

Having formed the Guadalajara Cartel in the 1970s, Caro Quintero worked with Gallardo, Ernesto Fonseca Carrillo, and Pedro Avilés Pérez by shipping large sums of marijuana to the United States from Mexico. He was allegedly responsible for the kidnapping and murder of the U.S. Drug Enforcement Administration (DEA) agent Enrique Camarena Salazar, his pilot Alfredo Zavala Avelar, American writer John Clay Walker and dentistry student Alberto Radelat in 1985. After the alleged murders, he fled to Costa Rica but was later arrested and extradited back to Mexico, where he was sentenced to 40-years in prison for murder. Following his arrest, the Guadalajara Cartel disintegrated, and its leaders were incorporated into the Tijuana Cartel and Sinaloa Cartel and Juárez Cartels.

Quintero

Quintero is a Chilean city and commune in Valparaíso Province, in the Valparaíso Region, 30 kilometers north of Valparaíso. The commune spans an area of 147.5 km² (57 sq mi). It was the first port in the country, created during the expedition of Don Diego de Almagro .

History

The name of the city comes from Alonso Quintero, the Spanish navigator who discovered the bay in 1536 when he arrived on the ship Santiaguillo.

Demographics

According to the 2002 census of the National Statistics Institute, Quintero had 21,174 inhabitants (10,390 men and 10,784 women). Of these, 18,719 (88.4%) lived in urban areas and 2,455 (11.6%) in rural areas. The population grew by 19% (3,378 persons) between the 1992 and 2002 censuses. The demonym for a man from Quintero is Quinterano and Quinterana for a woman.

Administration

As a commune, Quintero is a third-level administrative division of Chile administered by a communal council, headed by an alcalde who is directly elected every four years. The 2008-2012 alcalde is José Varas Zuñiga.
