Regulatory Panel

ARMA agents are regulated by an independent panel made up of seven lay members. Each has been specially selected for their knowledge of the industry. They have a collective experience spanning law, accounting, consumer, surveying and regulatory professions. Most importantly, leaseholders are represented on the panel.

The role of the panel is to determine the outcome of unresolved complaints against ARMA members.

Right Honourable Keith Hill (Chair)

Keith has a sound knowledge of the leasehold sector. He has been involved as consumer, manager and policymaker and was a leaseholder for many years. As a constituency MP he handled a number of leasehold cases and as a government minister was responsible for implementing the Commonhold and Leasehold Reform Act 2002. Keith currently chairs the Lambeth Living ALMO which manages over 8,000 leasehold properties in the London Borough of Lambeth.

Keith has had an extensive career in public life. He became Tony Blairs Parliamentary Private Secretary in 2005. Previously he was Minister for Housing & Planning, during which time he was responsible for pushing through the Housing Act 2004 and he took the Planning Bill through the House of Commons. During his time as London Minister (a post which he held twice) Keith introduced the Greater London Authority.

Claire Andrews: Barrister

Claire has a background in consumer and regulatory law spanning more than 30 years and is also experienced in landlord and tenant matters. She sits as a first tier tribunal judge for mental health and has been an assistant boundary commissioner and chair of the former Beef Assurance Scheme Membership Panel. She is also a qualified arbitrator, accredited mediator and an adjudicator on a tenancy deposit dispute panel. Claire has written several publications on consumer and regulatory law and on landlord and tenant law.

Carolyn Carter: Accountant

Carolyn is a qualified accountant and a Fellow of the Association of Chartered Certified Accountants. Her working life has been varied having worked in the private sector for major retail companies, in the public sector for a local authority and more recently in the not-for-profit sector as Group Finance Director. She was then a consultant for housing associations managing over 50,000 residential properties. She has also been a member of a key industry finance group and has sat on working parties for a housing regulatory body.

In her role as Group Finance Director, Carolyn had direct experience of accounting for rents, service charges, sinking funds and tenant and leaseholder accounts and of working within a highly regulated regime.

She has also been a leaseholder and a landlord and therefore has personal experience of both sides of the fence.

Judith Goulden: Solicitor

Judith is a solicitor with many years' experience in private practice predominantly relating to property issues. Her relevant appointments have included Judge, First-tier Tribunal Property Chamber (Residential Property); Member of the Regulatory Decisions Committee; Financial Services Authority; Member of the Disciplinary Panel and subsequently the Disciplinary Board, The Institute and Faculty of Actuaries and Member of Disciplinary Panel and Consultancy Scheme, Chartered Institute of Public Finance and Accountancy.

Alun Jones: Barrister

Alun is a barrister with a predominantly civil practice background. In the past, he has worked in housing, landlord and tenant, and property law. More recently, his practice has focused on regulatory and disciplinary law, with an emphasis on the medical and healthcare sectors. He still undertakes commercial work.

Alan Walker: RMC Director and leaseholder

Alan first lived in a leasehold property in 1999 and has been a lessee since 2001. Over the last 10 years he has built up a combined experience as an RMC Director across two boards, including time on each serving as Chairman.

In his day job he works at Kantar Media, the media monitoring and analysis arm of the WPP Group.

Steve Winfield: Independent Director

Steve has spent over 30 years in the financial services industry holding a number of positions at board and senior management level. He has been involved in property-based lending, credit and risk management, regulatory compliance, sales & relationship management as well as project managing major business-wide corporate development projects.

Steve has significant experience of new regulatory regimes having seen the introduction of the first such regulation into the mortgage market in recent years. In 2008, he took on a new role as an Independent Director of Administration of Gambling on Tracks Ltd in the horse racing industry. This role has also involved overseeing the regulatory impact of the new Gambling Act upon on-course bookmakers. Between 2008 and 2012 he was Chair of the Greyhound Regulatory Board with overall responsibility for all regulatory and integrity issues.
