Just why does the Gold Coast mayor Tom Tate seem so attracted and fixated on the idea of turning our broadwater and the Gold Coast into another Macau style foreign-owned casino city? He wants five casinos and has travelled to meet with casino big wigs in Macau and Las Vegas, hoping to do deals to attract operators here. There might be money in casinos, but for who? And at what risk? ABC Four Corners lifts the lid on the dark truth behind the direct links between organised crime and the casino industry in Macau, and the strong presence of mafia control and high-level criminal activity that has been evidently born of the gambling town's lust for the lights and bells of casino establishments. The ABC report sends an ominous warning to Australians about the risks associated with foreign casino operators and the concept of more casinos in Australia. We assume Tom Tate has also investigated this side of the industry and given it appropriate consideration - we hope so. FROM ABC: Australian casinos that target Asian VIP gamblers to boost their profits could run a serious risk of exposure to organised crime, according to a range of law enforcement and security experts. This week on Four Corners, reporter Linton Besser investigates the drive to entice foreign gamblers to Australia and the implications of that strategy. Running casinos can be a lucrative business. It's estimated that the industry here generates around five billion dollars a year. Much of that money comes from ordinary Australians, but increasingly companies that run casinos are seeking to boost their profits by attracting high rollers, particularly from China. VIP players are willing to bet hundreds of thousands of dollars in a single wager. These big gamblers are often brought to the casino by companies called junkets. In Asia's gambling epicentre of Macau, off the coast of China, they locate, transport and provide credit for the gamblers, and they have made local casino operators enormously wealthy. However, until recently Australia has only had a slender share of the VIP market. Now Crown, led by James Packer, has won approval to develop a six star hotel and casino complex at Barangaroo on the shores of Sydney Harbour. And this casino will cater solely to VIP players. Who are these high-rollers? Where do they get their money? And who is profiting from the junkets that bring them here? In Macau, the junket operators are major companies, with some listed on the stock exchange. Despite this, there is evidence that some have links to organised crime. In part, those links to criminals have been boosted by the fact that gambling is illegal in mainland China, and there is a limit to the amount of money high rollers can take out of the country. The fact that Chinese VIPs gamble on credit - which cannot be legally enforced in the mainland - can invite debt collection via extra-judicial means. As one gambling expert told the program: "They turn to organised crime to enforce gambling debts, using violence or threats of violence." The question is, how do Australian casino operators like Crown get the benefits of the junket industry but keep out the criminals? Those who know the gambling industry say it's very difficult: "That's easier, much easier said than done, because if the casino is totally focused on upper end VIP only, then that appeals to a small, a certain element, and that is difficult." - Gambling expert This leaves any casino operator relying on VIPs with a problem. Merseyside Police has arrested seven people as part of a day of action against those believed to be involving in serious and organised crime in Liverpool South today (Thursday, 5 March). Officers executed eight warrants in Toxteth and Wavertree areas at about 7am this morning. Seven males, six adults and a juvenile, have been arrested for a variety of drug related offences. Searches are on-going at these properties and officers have already recovered a quantity of, what are believed to be, Class A and B drugs and hydroponics. Working alongside partners including Liverpool city council the force has co-ordinated a range of supplementary action and initiatives aimed at improving the local area and engaging with the community, whilst targeting those believed to be involved in gun and gang crime. Bailed-out by the government and currently 83% taxpayer owned, one would hope that RBS is a responsible and customer-orientated bank; but is RBS "Here For You" or is it simply another corporate entity addicted to profit? For many Scots RBS signified a strong national institution, one with them in mind and working in the best interests of Scotland. This is evident by the vast number of Scots who still hold their money, investments and pensions through RBS. But the rapid expansion that led this Scottish national treasure to become one of the biggest banks in the world also lead to its sudden collapse and increasing nationalisation. The downward spiral for RBS happened on the watch of then-Chief Executive Fred Goodwin. While bad investments and unjustified spending can land the common man in hot water risking unmanageable debt, bankruptcy and even homelessness; Goodwin's reckless actions earned him an early retirement on just £342,500 a year (reduced from £700k), not to mention a generous £2.6m bonus and £2.8m lump sum. This week Goodwin was stripped of his honours, a step not yet taken even for convicted perjurer Jeffery Archer, yet was still defended by some as being 'not a criminal' and 'not intentionally malicious'. However, in recent months it has emerged that it was his management that had established a specialist tax-avoidance department allowing deals to slip through the cracks of tax laws in several countries. Utilising these loop holes allowed RBS to entangle £25bn in tax-avoidance schemes while the US and UK treasuries saw losses of £500m in tax revenue according to the Guardian. More recently, RBS drained £5bn from the European Central Bank, a quarter of the £20bn wholesale funding RBS aims to recoup this year. (Source: The Telegraph)

Up until recently relegated to the status of tactical issue, organised crime is now a recognised strategic threat with detrimental effects on security, stability, governance and development. As for the latter, countries on the way to meeting their Millennium Development Goals, may now not do so due to the damaging effects of organised criminal activities, most notably narcotics trafficking. In West Africa, these problems are linked to the dramatic surge in cocaine, and to a lesser extent heroin, trafficking through the region over the past decade. This has prompted former UN Secretary-General Kofi Annan to establish the West Africa Commission on the Impact of Drugs on Governance, Security and Development (WACD), in January 2013. The IISS welcomed Professor Stephen Ellis and Ms Camino Kavanagh, both advisors to the WACD and accomplished experts in this area of work, to present the findings of some of their most recent field research.

In that time warehouses linked to other tobacco seizures were all part of a suspected network of organised criminals. Other swoops were made in Essex, Preston and Blackburn - netting 11 tonnes of raw tobacco in total last year. A warehouse in Bury was raided by HM Revenue and Customs officers at the same time as two domestic houses and a garage in the area, which were all searched as part of Operation Eel last April. The tobacco was found wrapped in boxes and bags and is believed to have been illegally brought into the UK without excise duty being paid. Thirteen suspected members of a prolific south Manchester organised crime group have been arrested by Greater Manchester Police. Following a four-month investigation into the activities of a suspected OCG operating in the south Manchester area, police have today executed a series of warrants across Manchester. As a result, 12 men and one woman have been arrested in connection with a string of offences, including ram raids, burglaries, and vehicle crime. The thirteen people have been arrested on suspicion of conspiracy to steal and conspiracy to handle stolen property and remain in custody for questioning. The raids were executed under the banner of Operation Ingot which was set up to tackle the activities of the suspected OCG. Some of the victims of those crimes accompanied officers on the raids so they could see the suspected offenders being arrested and put into the back of police vans. Cash, mobile phones and stolen property have been seized after the raids. As part of the operation but not directly connected to the overall investigation, a further three arrests were also made today – a man for possession of a stun gun, another man for possession of drugs and a woman for assisting an offender. To date, officers believe this OCG may be responsible for up to 50 crimes between July and December of last year, during which more than £400,000 worth of goods have been stolen from innocent members of numerous communities. Detective Sergeant Alan Hamlin said: "This operation has been four months in the making and is a result of a lengthy investigation into the activities of a suspected organised criminal network - based in south Manchester - that has been causing real heartache and misery in Greater Manchester and beyond its borders. "Clearly I cannot go into too much detail at this stage given we have made so many arrests, but we believe members of the gang may be responsible for up to 40 crimes including burglaries, ram raids and the supply of drugs. "As a result, many innocent and law-abiding people have fallen victim to this gang, losing not only money and goods worth up to £400,000 but also being put through huge emotional strain. "I hope today's action shows those who have been victims of this gang that we will use every available weapon we and other agencies have to disrupt and dismantle these organised criminal networks. "We know all too well from speaking to residents how destructive and pernicious these gangs can be, and the corrosive effect they can have in our communities. We also know that the answers to tackling organised crime lie in the communities where these people operate, so I would continue to ask residents to take a stand with us and together we can bring about real change. "These are your communities. They belong to you, not the criminal gangs who try and rule with an iron fist. I want today's action to give residents the confidence that things are different and you can come forward. If you tell us what action needs taking, then through your local police officers and the local authority, we will take it and together we will dismantle these criminal networks."

The officer in charge of the Serious and Organised Crime Branch, Detective Superintendent Graham Goodwin, speaks to the media about Operation Prismatic which resulted in the seizure of a large amount of ecstasy and 13 people facing court. Read more below: More than 4,000 ecstasy tablets have been seized and 13 people are to face the courts after a long-running operation by the Drug and Organised Crime Task Force concluded at the weekend. On Friday, police working as part of Operation Prismatic searched 16 properties across the Adelaide metropolitan area. Two men – a 22-year-old from Mawson Lakes and a 23-year-old man from Warradale – were arrested at Croydon and West Croydon respectively and were charged with trafficking in a commercial quantity of a controlled drug. The younger man was charged with 12 counts, while the 23-year-old was charged with two. Both were refused bail and are due to appear in the Adelaide Magistrates Court today. Following their arrest on Friday police raids were conducted on 13 premises across the metropolitan area, which resulted in an additional seven people being arrested for trafficking in MDMA tablets. The following day (Saturday) three further addresses were searched resulting in three people being reported for drug offences, including two for possessing three pallets of prescribed equipment (pictured below), which police allege was to be used in the manufacture of hydroponic cannabis. A Seacombe Gardens woman was also arrested this morning and charged with trafficking. In total police have seized about 4,215 MDMA tablets (commonly known as ecstasy), $5,764 in cash, a significant amount of prescribed equipment and smaller quantities of methylamphetamine, steroids, cannabis plants and dried cannabis. The officer in charge of the Serious and Organised Crime Branch, Detective Superintendent Graham Goodwin, said the operation had begun in December 2014. "Detectives are reviewing evidentiary material in relation to this operation and further arrests may be made," he noted. "Police are pleased that thousands of potentially dangerous pills have been removed from the South Australian community and would remind the public there are significant risks posed by taking these types of drugs. "I would urge anyone with information regarding the manufacture, possession and sale of illegal drugs is urged to call Crime Stoppers on 1800 333 000." In addition to the two men charged with trafficking the following arrests and reports have been made in connection with Operation Prismatic: Arrested: A 24-year-old man from Kidman Park charged with trafficking in a controlled drug. Two men have been charged after a joint operation between the NSW Police Force’s Organised Crime Squad, Australian Federal Police (AFP) and the Australian Crime Commission (ACC) resulted in the drugs worth $27 million, $4.3 million in cash, and a firearm were seized. Last month, officers attached to Strike Force Aldred and the ACC-led Eligo National Task Force commenced investigations into money-laundering activities in Sydney. As a result of those investigations, two men – aged 41 and 25 – were arrested at Clyde Railway Station last Thursday (5 February 2015) after they allegedly exchanged a bag containing $200,000 cash. A search warrant was then executed at a unit in Sydney’s CBD, where detectives from the Organised Crime Squad seized a further $4.1 million cash, as well as 25kg of methamphetamine (ICE), 2kg of cocaine, 300g of MDMA, 280 LSD tabs, cash counters and a .45 calibre six-shot revolver with ammunition. The seized drugs have an estimated potential street value of $27 million. The 41-year-old man – who is from Melbourne – has been charged with recklessly dealing with proceeds of crime. The younger man – from Queensland – was charged with two counts of knowingly dealing with proceeds of crime, supplying a large commercial quantity of prohibited drugs, and supplying a commercial quantity of prohibited drugs. Both men have been refused bail and will appear Parramatta Local Court on Thursday 19 March 2015. NSW Police Deputy Commissioner, Nick Kaldas, said this seizure demonstrated the commitment of police and partner agencies to crack down on organised crime. “This is again a major breakthrough and a great example of what we can achieve with the seamless cooperation between law enforcement agencies,” Deputy Commissioner Kaldas said. “We will not only arrest those who are involved in this type of organised crime but we are committed to going further and targeting their illicit profits and assets,” he said. Australian Crime Commission acting Executive Director, Operations, Warren Gray, said intelligence was provided by the Eligo National Task Force, which tracks organised criminals through their illicit money flows. “The seizure of methylamphetamine is particularly significant as it would have resulted in 250,000 individual hits,’ Mr Gray said. “This is one of the most damaging drugs available in Australia, so to have more than 25kg removed before it hits our streets is a massive win for law enforcement, but more importantly, the Australian community,” Mr Gray said.
