SINGAPORE: Prime Minister Lee Hsien Loong has announced changes to his Cabinet line-up, which he said reflects the urgency of the need to prepare for leadership succession.
Three ministers will leave the Cabinet, and out of 14 ministries, 11 will have new ministers in charge.
Speaking at a news conference at the Istana on Wednesday, Mr Lee said it is an epochal change as Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Yew are leaving the Cabinet.
Mr Lee said he has accepted both former Prime Ministers' decisions to step down from Cabinet. They had announced on Saturday that they intended to make way for a younger generation of leaders to take over.
Both men had decided to step down after the elections, and Mr Lee rejected suggestions that it's because that could have had a negative impact on the PAP's performance in the election.
Mr Lee in particular thanked SM Goh for mentoring him in politics.
Mr Lee said Minister Mentor Lee Kuan Yew is appointed as the senior advisor to Government Investment Corporation of Singapore (GIC).
Senior Minister Goh Chok Tong is appointed as senior advisor to the Monetary Authority of Singapore (MAS) and been given the title Emeritus Senior Minister.
Three more ministers will be retiring.
They are Deputy Prime Minister and Co-ordinating Minister for National Security Wong Kan Seng, National Development Minister Mah Bow Tan and Transport Minister and Second Minister for Foreign Affairs Raymond Lim.
Out of 14 ministries, 11 will have new ministers in charge.
Mr Lee said this will be a fresh team that will look at the future with a clean slate.
PM Lee said: "I think this is a Cabinet we lined up after the elections. Certainly the outcome of the elections affected my thinking in deciding how to make this Cabinet. I wanted a fresh start, and that's why I've gone for a radical change.
"There is a significant continuity with the previous Cabinet in terms of key members who are involved. Tharman and Teo Chee Hean have worked with me for quite many years, and so have a good number of the ministers who are continuing. So it's a combination of continuity and change, but it's a fresh presentation, a fresh line-p and we're going to take a fresh approach."
Mr Lee said there will be two Deputy Prime Ministers.
They are current Deputy Prime Minister and Defence Minister Teo Chee Hean who will remain Deputy Prime Minister and will be Home Affairs Minister and Co-ordinating Minister for National Security.
PM Lee also said the three ministers who are retiring had asked to do so before the elections, but Mr Lee only agreed to let them retire now.
Mr Teo's Defence portfolio will be taken over by current Education Minister Ng Eng Hen.
The other Deputy Prime Minister is Finance Minister Tharman Shanmugaratnam who will retain his Finance portfolio and also be Manpower Minister.
The new Education Minister will be newly-elected MP Heng Swee Keat.
Newly-elected MP Major-General Chan Chun Sing will be Acting Minister for Community Development, Youth and Sports as well as Minister of State for Information, Communication and the Arts.
One of the big changes Mr Lee had to deal with is the loss of Mr George Yeo as Foreign Minister, which he described as "grievous". Mr Lee said he will speak to Mr Yeo to see how he can tap into his experience.
The new Foreign Minister is Mr K Shanmugam, who will concurrently hold the Law portfolio.
Health Minister Khaw Boon Wan will become National Development Minister, a portfolio he volunteered for, and Mr Lee said he's backing Mr Khaw with a very strong team.
It includes two Ministers of State, with a newly-elected MP, Tan Chuan-Jin.
Manpower Minister Gan Kim Yong will be the Health Minister.
The Minister for Environment and Water Resources, Dr Yaacob Ibrahim, will head the Ministry of Information, Communication and the Arts.
Information, Communication and the Arts Minister Lui Tuck Yew will be Transport Minister and Second Minister for Foreign Affairs.
Community Development, Youth and Sports Minister Vivian Balakrishnan will be the new Minister for Environment and Water Resources.
Education Minister Ng Eng Hen will be Defence Minister.
Mr Lim Hng Kiang will remain Trade and Industry Minister.
Mr Lim Swee Say will remain as Minister in the Prime Minister's Office.
Mr Lee said the team is prepared to look at everything from scratch, and explained what he's looking for in the new leadership.

Goh Chok Tong
Goh Chok Tong (born 20 May 1941; Chinese: 吴作栋; pinyin: Wú Zuò dòng, Wade–Giles: Wu2-tso4-tung4) is a Singaporean politician. A member of the People's Action Party (PAP), he became Singapore's second Prime Minister on 28 November 1990, succeeding Lee Kuan Yew, and served in the role until 12 August 2004, when he stepped down and was succeeded by Lee Hsien Loong. He subsequently served as Senior Minister until May 2011, and as Chairman of the Monetary Authority Of Singapore (MAS). He continues to serve as a Member of Parliament (MP) representing the Marine Parade Group Representation Constituency and holds the honorary title of "Emeritus Senior Minister".
Early life
Goh's father was from Yongchun County, Fujian province, China, while he was born in Singapore and his family belongs to the Hokkien dialect group, now more commonly known as Minnan. Goh studied at Raffles Institution from 1955 to 1960. He was a very competitive swimmer in his younger days and was given the nickname "Bold".

Senior Minister
Senior Minister (abbreviation: SM) is a political office in the Cabinet of Singapore. The holder of this office is typically a former Prime Minister or former Deputy Minister.
S Rajaratnam was one of the co-founders of the People’s Action Party. Upon Independence in 1965, he served as the country’s first Minister for Foreign Affairs before being appointed Deputy Prime Minister in 1980. He then took on the newly created role of Senior Minister in 1985, before his retirement in 1988.
Lee Kuan Yew was the country’s first Prime Minister. Upon his handover to Goh Chok Tong in 1990, he was appointed Senior Minister by his successor. He was ranked second in the order of precedence, superseding the country’s sitting Deputy PMs.
Goh Chok Tong was appointed Senior Minister in 2004, upon his handover to the country’s third Prime Minister Lee Hsien Loong. As SM, he was ranked second in the order of precedence, while Lee Kuan Yew, appointed Minister Mentor, was third in the order of precedence.

Emeritus Senior Minister
Senior Minister (abbreviation: SM) is a political office in the Cabinet of Singapore. It is taken by a retired Prime Minister or Deputy Prime Minister. This, however, implies a reliance on a dominant-party system, and several opposition critics find this as evidence for contempt for the political opposition in Singapore. Currently, this political post has been renamed as Emeritus Senior Minister (since May 2011). This is an unofficial new political post taken by Singapore's second Prime Minister Goh Chok Tong after his retirement from the cabinet.
The position of Senior Minister has only been held by four persons – Lee Kuan Yew and Goh Chok Tong, who were the first and second Prime Ministers of Singapore respectively; and S. Rajaratnam and S. Jayakumar, who served as Deputy Prime Ministers. Lee Kuan Yew was Senior Minister from 1990 to 2004, after which he became Minister Mentor in the Cabinet of Singapore's third Prime Minister Lee Hsien Loong. Goh Chok Tong replaced Lee Kuan Yew as Senior Minister in Lee Hsien Loong's Cabinet. On 26 March 2009, Lee Hsien Loong announced that S. Jayakumar would relinquish his post as Deputy Prime Minister and be appointed Senior Minister in the Prime Minister's Office.

Mr. Lee (rapper)
Mr. Lee (born Leroy Haggard Jr. in 1968), sometimes credited as Lee Haggard or Mr. Lee & Kompany, is an American DJ, producer and hip-house rapper from Chicago, Illinois. He is known in the Chicago house music scene as one of the pioneers who brought hip hop to the genre, which would later be coined as hip house.
Mr. Lee charted three times on the Billboard Hot Dance Music/Club Play chart with "Get Busy" (#2, 1989), "Pump That Body" (#1, 1990) and "Get Off" (#32, 1992). His tracks "Pump Up London" (#64, 1988) and "Get Busy" (#41, 1989) featured in the UK Singles Chart. Mr. Lee released two albums, Get Busy in 1990 and I Wanna Rock Right Now in 1992.

SINGAPORE: Prime Minister Lee Hsien Loong has announced changes to his Cabinet line-up, which he said reflects the urgency of the need to prepare for leadership succession.
Three ministers will leave the Cabinet, and out of 14 ministries, 11 will have new ministers in charge.
Speaking at a news conference at the Istana on Wednesday, Mr Lee said it is an epochal change as Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Yew are leaving the Cabinet.
Mr Lee said he has accepted both former Prime Ministers' decisions to step down from Cabinet. They had announced on Saturday that they intended to make way for a younger generation of leaders to take over.
Both men had decided to step down after the elections, and Mr Lee rejected suggestions that it's because that could have had a negative impact on the PAP's performance in the election.
Mr Lee in particular thanked SM Goh for mentoring him in politics.
Mr Lee said Minister Mentor Lee Kuan Yew is appointed as the senior advisor to Government Investment Corporation of Singapore (GIC).
Senior Minister Goh Chok Tong is appointed as senior advisor to the Monetary Authority of Singapore (MAS) and been given the title Emeritus Senior Minister.
Three more ministers will be retiring.
They are Deputy Prime Minister and Co-ordinating Minister for National Security Wong Kan Seng, National Development Minister Mah Bow Tan and Transport Minister and Second Minister for Foreign Affairs Raymond Lim.
Out of 14 ministries, 11 will have new ministers in charge.
Mr Lee said this will be a fresh team that will look at the future with a clean slate.
PM Lee said: "I think this is a Cabinet we lined up after the elections. Certainly the outcome of the elections affected my thinking in deciding how to make this Cabinet. I wanted a fresh start, and that's why I've gone for a radical change.
"There is a significant continuity with the previous Cabinet in terms of key members who are involved. Tharman and Teo Chee Hean have worked with me for quite many years, and so have a good number of the ministers who are continuing. So it's a combination of continuity and change, but it's a fresh presentation, a fresh line-p and we're going to take a fresh approach."
Mr Lee said there will be two Deputy Prime Ministers.
They are current Deputy Prime Minister and Defence Minister Teo Chee Hean who will remain Deputy Prime Minister and will be Home Affairs Minister and Co-ordinating Minister for National Security.
PM Lee also said the three ministers who are retiring had asked to do so before the elections, but Mr Lee only agreed to let them retire now.
Mr Teo's Defence portfolio will be taken over by current Education Minister Ng Eng Hen.
The other Deputy Prime Minister is Finance Minister Tharman Shanmugaratnam who will retain his Finance portfolio and also be Manpower Minister.
The new Education Minister will be newly-elected MP Heng Swee Keat.
Newly-elected MP Major-General Chan Chun Sing will be Acting Minister for Community Development, Youth and Sports as well as Minister of State for Information, Communication and the Arts.
One of the big changes Mr Lee had to deal with is the loss of Mr George Yeo as Foreign Minister, which he described as "grievous". Mr Lee said he will speak to Mr Yeo to see how he can tap into his experience.
The new Foreign Minister is Mr K Shanmugam, who will concurrently hold the Law portfolio.
Health Minister Khaw Boon Wan will become National Development Minister, a portfolio he volunteered for, and Mr Lee said he's backing Mr Khaw with a very strong team.
It includes two Ministers of State, with a newly-elected MP, Tan Chuan-Jin.
Manpower Minister Gan Kim Yong will be the Health Minister.
The Minister for Environment and Water Resources, Dr Yaacob Ibrahim, will head the Ministry of Information, Communication and the Arts.
Information, Communication and the Arts Minister Lui Tuck Yew will be Transport Minister and Second Minister for Foreign Affairs.

What is more useful to debate, SM Goh said, is the merits of a first-rate government. Singaporean Prime Minister Goh Chok Tong addressed an American think tank in Washington on Thursday on how to use democracy as a tool to fight terrorism, but he faced some pointed criticism of his own country's policies from the audience.
Goh spoke to a meeting of the Council on Foreign Relations, taking time out from a five-day trip where he was scheduled to meet with President Bush and several of his top administration officials.

Singaporean Prime Minister Goh Chok Tong addressed an American think tank in Washington on Thursday on how to use democracy as a tool to fight terrorism, but he faced some pointed criticism of his own country's policies from the audience.
Goh spoke to a meeting of the Council on Foreign Relations, taking time out from a five-day trip where he was scheduled to meet with President Bush and several of his top administration officials.

SINGAPORE: Senior Minister Goh Chok Tong has questioned the originality of the Workers' Party's (WP) campaign slogan of a "First World Parliament".
What is more useful to debate, SM Goh said, is the merits of a first-rate government.
At a community event in his constituency at Marine Parade Promenade, Mr Goh noted the populist tactics used by the Opposition to attack the government.
Mr Goh said he did an online search on the WP's campaign slogan and found a reference to this by Lim Kit Siang of the Democratic Action Party in Malaysia, in a speech of 2004.
"So I took the liberty of checking on the definition on Google because in Google, you can find anything," Mr Goh said.
"And lo and behold, there were only two references to First World Parliament.
"The first was by (Malaysia's) Lim Kit Siang of the Democratic Action Party.
"He made a speech of First World Parliament in 2004.
"The second is WP's First World Parliament. So I do not know whether WP was inspired by the DAP's First World Parliament, or WP plagarised the slogan of First World Parliament.
"By definition, First World Parliament, according to Opposition Workers' Party, is a critical mass of opposition in Parliament.
"Because by definition almost every parliament in the world, is a First World Parliament.
"That includes Zimbabwe, that includes Myanmar, but that excludes Singapore. So I laugh at that is that a First World Parliament?
"That is too simplistic. That's nonsense."
Mr Goh said of more value for debate is to consider the merits of a first-rate government.
"First-rate government is a government which produces results," he said.
"First, it's got to have a vision. It must be able to deal with challenges and then most importantly, (be) able to serve the interests of the people."
Mr Goh said he noticed several other trends, such as the Opposition approach to attacking the ruling party - to undo the good work done by the government.
"The Opposition takes a shotgun approach; just fires away and hoping one of the bullets may hit a hot button issue which will resonate among voters," Mr Goh said.
He said it uses populist issues - such as reducing the GST and duration of National Service.
Mr Goh responded to his Marine Parade opponents, who said they want to focus on Mr Goh's accountability for the policies introduced when he was Prime Minister.
"In 1991, I fought my first battle as PM -- I won 61 per cent of votes," Mr Goh said.
"Then I put in place certain policies. In 1996, I won 65 per cent of votes. In 2001, my last election as PM, I won 75 per cent of votes.
"So I have been scrutinised by voters and accounted for my actions in Singapore".
Mr Goh said he would speak more at a rally on Saturday.

U-S Treasury chief Robert Rubin met Singapore's Prime Minister to discuss ways to tackle the economic troubles facing Asia - and which have caused markets nervousness in markets around the world.
The previous day, Rubin had met officials from Japan, whose ailing economy has slowed other Asian countries recovery from financial turmoil.
Prime Minister Goh had already voiced concern on Wednesday that political unrest in Malaysia may also stall any recovery.

Singapore's delicately choreographed transfer of power moved into high gear Tuesday as outgoing Prime Minister Goh Chok Tong handed his resignation letter to the president and his successor was invited to form the next government.
Lee Hsien Loong, the oldest son of modern Singapore's founding father Lee Kuan Yew, was set to be sworn in Thursday as the city-state's third prime minister since independence in 1965.
Although Goh's 14-year tenure was widely viewed as a place-holder for the younger Lee, he has insisted that the transfer of power does not represent a dynastic succession, and the government has stressed ahead of the handover that it hopes for greater openness and public input.
The incoming prime minister was expected to unveil his new Cabinet later Tuesday.
Lee, 52, who is currently deputy prime minister, finance minister and head of the central bank, "is ready to take over the helm of Singapore," Goh said in his resignation letter to President S.R. Nathan.
Nathan said Goh had "earned the people's trust, addressed their concerns and priorities and made them feel they were participating in making Singapore better."
Nathan said the new prime minister intended to appoint Goh a senior minister, the same Cabinet title currently held by Lee Kuan Yew.
63-year old Goh has suggested in recent days he would take the senior minister position in the new government to concentrate on international affairs, especially forging closer diplomatic and economic ties with the Middle East.
The elder Lee's new title and exact role is not yet known, and will be one of the main points of interest once the new line up is released.
Observers say he's likely to be named a special adviser, and will continue to wield great influence in the country that still bears the imprint of his tenure as prime minister from 1965 to 1990.
Singapore has been ruled by the People's Action Party since gaining independence from Britain in 1959. The party has won every general election since independence from Malaya, now Malaysia, in 1965.

SINGAPORE: Prime Minister Lee Hsien Loong has announced changes to his Cabinet line-up, which he said reflects the urgency of the need to prepare for leadership succession.
Three ministers will leave the Cabinet, and out of 14 ministries, 11 will have new ministers in charge.
Speaking at a news conference at the Istana on Wednesday, Mr Lee said it is an epochal change as Senior Minister Goh Chok Tong and Minister Mentor Lee Kuan Yew are leaving the Cabinet.
Mr Lee said he has accepted both former Prime Ministers' decisions to step down from Cabinet. They had announced on Saturday that they intended to make way for a younger generation of leaders to take over.
Both men had decided to step down after the elections, and Mr Lee rejected suggestions that it's because that could have had a negative impact on the PAP's performance in the election.
Mr Lee in particular thanked SM Goh for mentoring him in politics.
Mr Lee said Minister Mentor Lee Kuan Yew is appointed as the senior advisor to Government Investment Corporation of Singapore (GIC).
Senior Minister Goh Chok Tong is appointed as senior advisor to the Monetary Authority of Singapore (MAS) and been given the title Emeritus Senior Minister.
Three more ministers will be retiring.
They are Deputy Prime Minister and Co-ordinating Minister for National Security Wong Kan Seng, National Development Minister Mah Bow Tan and Transport Minister and Second Minister for Foreign Affairs Raymond Lim.
Out of 14 ministries, 11 will have new ministers in charge.
Mr Lee said this will be a fresh team that will look at the future with a clean slate.
PM Lee said: "I think this is a Cabinet we lined up after the elections. Certainly the outcome of the elections affected my thinking in deciding how to make this Cabinet. I wanted a fresh start, and that's why I've gone for a radical change.
"There is a significant continuity with the previous Cabinet in terms of key members who are involved. Tharman and Teo Chee Hean have worked with me for quite many years, and so have a good number of the ministers who are continuing. So it's a combination of continuity and change, but it's a fresh presentation, a fresh line-p and we're going to take a fresh approach."
Mr Lee said there will be two Deputy Prime Ministers.
They are current Deputy Prime Minister and Defence Minister Teo Chee Hean who will remain Deputy Prime Minister and will be Home Affairs Minister and Co-ordinating Minister for National Security.
PM Lee also said the three ministers who are retiring had asked to do so before the elections, but Mr Lee only agreed to let them retire now.
Mr Teo's Defence portfolio will be taken over by current Education Minister Ng Eng Hen.
The other Deputy Prime Minister is Finance Minister Tharman Shanmugaratnam who will retain his Finance portfolio and also be Manpower Minister.
The new Education Minister will be newly-elected MP Heng Swee Keat.
Newly-elected MP Major-General Chan Chun Sing will be Acting Minister for Community Development, Youth and Sports as well as Minister of State for Information, Communication and the Arts.
One of the big changes Mr Lee had to deal with is the loss of Mr George Yeo as Foreign Minister, which he described as "grievous". Mr Lee said he will speak to Mr Yeo to see how he can tap into his experience.
The new Foreign Minister is Mr K Shanmugam, who will concurrently hold the Law portfolio.
Health Minister Khaw Boon Wan will become National Development Minister, a portfolio he volunteered for, and Mr Lee said he's backing Mr Khaw with a very strong team.
It includes two Ministers of State, with a newly-elected MP, Tan Chuan-Jin.
Manpower Minister Gan Kim Yong will be the Health Minister.
The Minister for Environment and Water Resources, Dr Yaacob Ibrahim, will head the Ministry of Information, Communication and the Arts.
Information, Communication and the Arts Minister Lui Tuck Yew will be Transport Minister and Second Minister for Foreign Affairs.
Community Development, Youth and Sports Minister Vivian Balakrishnan will be the new Minister for Environment and Water Resources.

The parade then welcomed President Tony Tan Keng Yam and spectators watched in awe as 20 fighter jets flew past in a '50' formation in the sky.
The show of might had plenty of heart, highlighting military personnel alongside family members.
As the parade drew to a close, performances by the likes of Stefanie Sun, Corrine May, JJ Lin and Kit Chan kept the crowds entertained and singing along, especially when it came to the rousing song Home.
Before long, the nation stood still, hand to heart, pledging to live up to the ideals the nation's pioneers strove for. They sang in one proud voice, the National Anthem – a call for the country to aspire for success as it has in the last 50 years.
Then the fireworks lit the sky in a burst of glorious colours, capping off a record pyrotechnics display that punctuated the show and kept hundreds of thousands around the Marina Bay at wowed throughout the evening.

SINGAPORE: Tens of thousands surrounded the Padang to mark the day in 1965 when Singapore separated from Malaysia and took its first step towards independence. More than 26,000 gathered at the Padang itself where the first National Day Parade took place in 1966, while many more thronged its surroundings such as Marina Bay and the Marina Barrage.
Fifty years since that fateful day on Aug 9, 1965, the nation threw its biggest party to celebrate its journey, but not without paying a touching tribute to its late founding Prime Minister, Lee Kuan Yew.
This year, crowd-favourites, the Red Lions were unable to make the jump due to bad weather – the second time since 2013.

Session 4 of the SG50+ conference on 3 July saw The Rt Hon Sir John Major KG CH, former Prime Minister of the United Kingdom, and Mr Goh Chok Tong, Emeritus Senior Minister and Patron at the Institute of Policy Studies discuss new challenges in governance. The session was chaired by Dean of the Lee Kuan Yew School of Public Policy Kishore Mahbubani.
Summary: In the diverse polities that are emerging in societies like Singapore, traditional notions of authority and hierarchy are changing. The ability of those in positions of authority to set the agenda and the terms of the debate is diminishing. Developments in communications technology are enabling citizens to put their governments under greater scrutiny. But the same technologies also offer citizens opportunities to collaborate and find collective solutions to public problems. Even as governments find themselves under greater pressures to account to their citizens, their ability to harness the intelligence of their citizens has never been greater.
This session examines the potentially disruptive forces in democratic governance that are emerging today, especially as a result of advances in communications technology and the growth of social media. It will explore whether the diminution of state-centred authority reduces the quality of governance and of public goods, or if this might be offset by new forms of governance such as citizen co-creation and co-production. The session also looks at how Singapore’s system of governance and its state-society relations would have to evolve such that citizens’ expectations of good government are met alongside rising demands for representation, accountability and transparency.

As the scope of globalization is widening and technology is developing at an unprecedented rate, the society demands new skills and knowledge for diverse career trajectories and jobs that did not exist in the past. The truth calls for a paradigm shift in education in order to train the future workforce to have a clear understanding of the rapidly evolving world and to be prepared to respond to changes. Applying today’s standards and traditional education system to tomorrow’s generation seems inappropriate. Young students in school today will be joining the workforce in ten to twenty years’ time, and the world will be largely different from what it is now. Therefore, we need to propose a new direction of education, one that can guide how we educate and train leaders of tomorrow and hence strengthen national competitiveness.

For literally decades the world has seen books, blogs, Ted talks, executive development efforts, conferences, and similar activities—some estimates place the size of the leadership education and development budget in the U.S. at $20 billion annually. Nonetheless, almost every piece of evidence—on job satisfaction, trust in leaders, employee engagement, leadership success, the efficacy of leadership development efforts—shows persistent failure and problems with leader tenures getting shorter and things getting worse. Why? And more importantly, what might organizations do to fix the ongoing crises in leadership? This lecture takes on the simplistic nostrums that have beset the leadership industry and offers evidence-based, practical suggestions for enhancing both personal and organizational success.
