A clerk is a senior official of many municipal governments in the English-speaking world. In some communities, the position is elected, but in many others, the clerk is appointed to their post. In almost all cases, the actual title of the clerk reflects the type of municipality he or she works for, thus, instead of simply being known as the clerk, the position is generally referred to as the town clerk, township clerk, city clerk, village clerk, borough clerk, board secretary, or county clerk. Other titles also exist. The office has existed for centuries, though in some places it is now being merged with other positions.
The duties of a municipal clerk vary even more than their titles. Particularly in the United States, it is difficult to fully describe a clerk's duties, because there are hundreds of different jobs a clerk may fulfill. In some U.S. states, there are provisions in the state constitutions delineating the clerk's duties, but in other states, each municipality decides for itself what role the clerk plays, or even, if there need be a clerk at all.

Plot: Chuck Levine and Larry Valentine are friends and Brooklyn firefighting partners. Widower Larry, who still mourns the death of his wife Paula, is having problems changing the beneficiary on his insurance policy from Paula's name to his children's. He is worried about his children's future if he were to be killed in the line of duty, and is contemplating quitting his job for something less risky, but he also does not want to forfeit his firefighter's pension as he also see it as a safety net for his children. Larry saves Chuck's life on one of their calls. So when Chuck tells Larry that he owes him one, Larry takes him up on his offer. Larry's favor: despite both being heterosexual, that they enter into a domestic partnership, in name and paper only, to provide that much needed protection for Larry's children. Chronic womanizer Chuck reluctantly but eventually agrees. The one person who knows for a certainty that they are both straight is their boss, Captain Phineas J. Tucker. Their plan hits a snag when Larry believes that they are being investigated by the pension department for possible fraud, which means that Chuck has to move in with him and his kids. They consult the advice of a lawyer, Alex McDonough, who adds an extra layer of complexity to the situation as Chuck in particular is attracted to her and believes she could be the one and only for him. Her legal advice coupled with her wanting Chuck to be her new best girlfriend makes it even harder on him.

Video Transcript: A gay couple on Tuesday sought a marriage license from the Rowan County clerk’s office in Kentucky. The clerk, Kim Davis, informed David Ermold and David Moore they would not be getting one. Davis: We are not issuing marriage licenses today. David: Based on what? Davis: I would ask you all to go ahead and… David: Why are you not issuing marriage licenses today? Davis: Because I’m not. David: Why? David: Under whose authority are you not issuing licenses? Davis: Under God’s authority. Media: Did the lawyers tell you… David: I don’t believe in your god. David: Did God tell you to do this? David: Did God tell you to treat us like this? "On June 26, the Supreme Court made the landmark decision to legalize gay marriage nationwide. At the time, the court said it was granting same-sex couples 'equal dignity in the eyes of the law.' But as this recent video of two men being denied a marriage license in Kentucky shows, not all couples are being granted this right. David Moore and his fiancé have been together for 17 years, and have lived in Rowan County, Kentucky for 10. “We feel it’s our right as citizens, according to the Supreme Court and according to the governor of Kentucky, that we should be able to get married,” said the couple in a video uploaded to YouTube Tuesday.” * Cenk Uygur and Ana Kasparian (The Point) discuss on The Young Turks.
