Leadership, ethics, and Africa's role in global security were among the topics discussed when nearly 60 professionals from 40 African nations met for the opening of the Next Generation of African Security Sector Leaders (NextGen) course October 21, 2013, just outside of Washington, D.C. The three-week program is conducted by the Africa Center for Strategic Studies (ACSS) and runs through November 8.
Mr. Michael Garrison, acting Director of the Africa Center, stressed that one of most important aspects of the program is candid discussion among the dozens of participants.
"We will not provide you answers," he said. "We will provide you issues for you to discuss. You will provide the answers. Africa is yours, not ours. Africa's challenges need to be solved by African leaders."

David M. Rodriguez (born 23 May 1954) is a United States Army General who currently serves as the Commander, United States Africa Command (AFRICOM). Previously, he served as the Commanding General, U.S. Army Forces Command from 12 September 2011 until 15 March 2013. Rodriguez has also served as Commander, International Security Assistance Force Joint Command (IJC) and Deputy Commander, U.S. Forces - Afghanistan (USFOR-A) from 12 November 2009 to 11 July 2011. Approved by the U.S. Senate on 5 March 2013, to take over AFRICOM from General Carter F. Ham, Rodriguez assumed command on 5 April 2013.

STORYLINE:
A senior US official said on Friday evening that the soldier accused in the killing of 16 Afghan civilians is Army Staff Sergeant Robert Bales.
The official spoke on condition of anonymity because of the sensitivity of the investigation into an incident that has roiled relations with Afghanistan.
American officials had said previously that the suspect was a 38-year-old staff sergeant and that he had spent 11 years in the Army.
But they had refused to release his name, saying it is military policy to identify a suspect only after he has been charged with an offence.
Bales has not yet been charged. He was being flown Friday from Kuwait to a military detention centre at Fort Leavenworth, Kansas.
Meanwhile, a top US military commander said on Friday that the shooting of Afghan civilians was a "tragedy" and that the military would hold people accountable.
General David M. Rodriguez, commanding general of US Army Forces Command, was speaking at Joint Base Lewis-McChord, where Army Staff Sergeant Bales was based.
Rodriguez added that the US Army was adequately dealing with mental health and other issues related to multiple deployments.
A lawyer for Bales had said his client had been injured twice during three previous deployments to Iraq and didn't want to go to Afghanistan.
The Lewis-McChord base has been in the news for several violent incidents involving soldiers who've been in and out of war zones several times.
Rodriguez said there was "sufficient screening" for post-traumatic stress disorders at the base.
"I'm confident there is sufficient screening going on prior to repeated... during the repeated deployments," he said.

David (/ˈdeɪvɪd/; Hebrew: דָּוִד, Modern David, Tiberian Dāwîḏ;ISO 259-3 Dawid; Arabic: داوُد Dāwūd; Syriac: ܕܘܝܕ Dawid; Ancient Greek: Δαυίδ; Latin: Davidus, David; Strong's: Daveed) was, according to the Books of Samuel, the second king of the United Kingdom of Israel, and according to the New Testament, an ancestor of Jesus. His life is conventionally dated to c. 1040 – 970 BCE, his reign over Judah c. 1010–970 BCE.
The Books of Samuel, 1 Kings, and 1 Chronicles are the only Old Testament sources of information on David, although the Tel Dan Stele (dated c. 850–835 BCE) contains the phrase בית דוד (bytdwd), read as "House of David", which many scholars confirm to be a likely plausible match to the existence in the mid-9th century BCE of a Judean royal dynasty called the House of David.
Depicted as a valorous warrior of great renown, and a poet and musician credited for composing much of the psalms contained in the Book of Psalms, King David is widely viewed as a righteous and effective king in battle and civil justice. Leadership, ethics, and Africa's role in global security were among the topics discussed when nearly 60 professionals from 40 African nations met for the opening of the Next Generation of African Security Sector Leaders (NextGen) course October 21, 2013, just outside of Washington, D.C. The three-week program is conducted by the Africa Center for Strategic Studies (ACSS) and runs through November 8. Mr. Michael Garrison, acting Director of the Africa Center, stressed that one of most important aspects of the program is candid discussion among the dozens of participants. "We will not provide you answers," he said. "We will provide you issues for you to discuss. You will provide the answers. Africa is yours, not ours. David M. Rodriguez (born 23 May 1954) is a United States Army General who currently serves as the Commander, United States Africa Command (AFRICOM). Previously, he served as the Commanding General, U.S. Army Forces Command from 12 September 2011 until 15 March 2013. Rodriguez has also served as Commander, International Security Assistance Force Joint Command (IJC) and Deputy Commander, U.S. Forces - Afghanistan (USFOR-A) from 12 November 2009 to 11 July 2011. Approved by the U.S. Senate on 5 March 2013, to take over AFRICOM from General Carter F. Ham, Rodriguez assumed command on 5 April 2013. This video is targeted to blind users. Leadership, ethics, and Africa's role in global security were among the topics discussed when nearly 60 professionals from 40 African nations met for the opening of the Next Generation of African Security Sector Leaders (NextGen) course October 21, 2013, just outside of Washington, D.C. The three-week program is conducted by the Africa Center for Strategic Studies (ACSS) and runs through November 8.
Mr. Michael Garrison, acting Director of the Africa Center, stressed that one of most important aspects of the program is candid discussion among the dozens of participants.
"We will not provide you answers," he said. "We will provide you issues for you to discuss. You will provide the answers. Africa is yours, not ours. Africa's challenges need to be solved by African leaders."

STORYLINE:
A senior US official said on Friday evening that the soldier accused in the killing of 16 Afghan civilians is Army Staff Sergeant Robert Bales.
The official spoke on condition of anonymity because of the sensitivity of the investigation into an incident that has roiled relations with Afghanistan.
American officials had said previously that the suspect was a 38-year-old staff sergeant and that he had spent 11 years in the Army.
But they had refused to release his name, saying it is military policy to identify a suspect only after he has been charged with an offence.
Bales has not yet been charged. He was being flown Friday from Kuwait to a military detention centre at Fort Leavenworth, Kansas.
Meanwhile, a top US military commander said on Friday that the shooting of Afghan civilians was a "tragedy" and that the military would hold people accountable.
General David M. Rodriguez, commanding general of US Army Forces Command, was speaking at Joint Base Lewis-McChord, where Army Staff Sergeant Bales was based.
Rodriguez added that the US Army was adequately dealing with mental health and other issues related to multiple deployments.
A lawyer for Bales had said his client had been injured twice during three previous deployments to Iraq and didn't want to go to Afghanistan.
The Lewis-McChord base has been in the news for several violent incidents involving soldiers who've been in and out of war zones several times.
Rodriguez said there was "sufficient screening" for post-traumatic stress disorders at the base.
"I'm confident there is sufficient screening going on prior to repeated... during the repeated deployments," he said.

The U.S. military mission to help contain the Ebola crisis in Africa will cost $750 million over six months but could last "about a year," Gen. David M. Rodriguez, commander of U.S. troops in Africa, told a news conference Tuesday.
Rodriguez also commented a small number of troops involved in the operation would directly treat Ebola patients in mobile laboratories, contradicting the Obama administration's earlier claim that U.S. troops would not interact with patients but would focus on building treatment centers and offering other logistical support. But Rodriguez walked back his comments in a statement released Tuesday afternoon.
"In response to comments I made today about U.S. military personnel potentially coming in direct contact with Ebola infected individuals, specific to lab testing, I want to clarify my remarks. U.S. military personnel working in the labs are not interacting with patients, only samples," Rodriguez said in the statement. "The testing labs are manned by highly skilled and trained personnel from the U.S. Naval Medical Research Center. These labs provide 24-hour turnaround results on samples received from area clinics and healthcare providers, with the capability to process up to 100 samples per day.”
