The Panama Canal expansion project, also called the Third Set of Locks Project, is intended to double the capacity of the Panama Canal by 2016 by creating a new lane of traffic and allowing more and larger ships, the New Panamax size, which are about one and a half times the current maximum width and length (known as Panamax) and can carry over twice as much cargo.

Then-Panamanian President Martín Torrijos formally proposed the project on 24 April 2006, saying it would transform Panama into a First World country. A national referendum approved the proposal by a 76.8 percent majority on 22 October, and the Cabinet and National Assembly followed suit. The project formally began in 2007. It was initially announced that the Canal expansion would be completed by August 2014 to coincide with the 100th anniversary of the opening of the Panama Canal but various setbacks, including strikes and disputes with the construction consortium over cost overruns, pushed the completion date first to June 2015 then December 2015. On 14 April 2015, Canal Project Minister Roberto Roy announced that the Canal expansion would be operational by 1 April 2016.

The canal cuts across the Isthmus of Panama and is a key conduit for international maritime trade. France began work on the canal in 1881, but had to stop because of engineering problems and high mortality due to disease. The United States took over the project in 1904, and took a decade to complete the canal, which was officially opened on August 15, 1914. One of the largest and most difficult engineering projects ever undertaken, the Panama Canal shortcut greatly reduced the time for ships to travel between the Atlantic and Pacific Oceans, enabling them to avoid the lengthy, hazardous Cape Horn route around the southernmost tip of South America via the Drake Passage or Strait of Magellan. The shorter, faster, and safer route to the U.S. West Coast and to nations in and around the Pacific Ocean allowed those places to become more integrated with the world economy.

Panama was inhabited by several indigenous tribes prior to settlement by the Spanish in the 16th century. When Gran Colombia dissolved in 1831, Panama and Nueva Granada remained joined, eventually becoming the Republic of Colombia. With the backing of the United States, Panama seceded from Colombia in 1903, allowing the Panama Canal to be built by the U.S. Army Corps of Engineers between 1904 and 1914. In 1977, an agreement was signed for the total transfer of the Canal from the United States to Panama by the end of the 20th century, which culminated on 31 December 1999.

All of the canal-widening studies since the 1930s have determined that the best way to increase canal capacity and allow the Panamanian maritime route to continue to grow is by building a third set of locks larger than the 1914 locks. When the Panama Canal Authority (ACP) needed help transferring water from a nearby lake to test the new locks for the Panama Canal Expansion project, they called on Xylem. This was a large water transfer project with a very tight deadline. To meet the time challenge, Xylem chartered five 747’s to transport Godwin Dri-Prime rental pumps and equipment from the USA to Panama.
