This is my first video. I'm trying to make video series for Public Administration Optional of UPSC exam in Hindi Language. I've experienced that it becomes very hard for people from rural background to understand Public Administration books easily, as most of them are in English language. Thus, this series may be helpful to them. Also, it will be giving a broad insight in all topics systematically.
In this particular video, the meaning of Public Administration is discussed.

Question - What is difference between Private and Public Administration?
Question - What is difference between Managerial View of Administration and Integral View of Administration?
Question - Is management and administration done in upper levels of hierarchy only? Critically comment.
Question - Judiciary and Legislature are part of Government, but are not part of Administration. Only executive does the administrative work. Critically examine.

Public administration
Public administration is the implementation of government policy and also an academic discipline that studies this implementation and prepares civil servants for working in the public service. As a "field of inquiry with a diverse scope" its "fundamental goal... is to advance management and policies so that government can function." Public administration is "centrally concerned with the organization of government policies and programmes as well as the behavior of officials (usually non-elected) formally responsible for their conduct" Many unelected public servants can be considered to be public administrators, including heads of city, county, regional, state and federal departments such as municipal budget directors, human resources (H.R.) administrators, city managers, census managers, state mental health directors, and cabinet secretaries. Public administrators are public servants working in public departments and agencies, at all levels of government.
