Television footage showed heavy flooding in parts of Ulsan and Busan, with cars and buildings partially submerged and storm-surge waves hitting apartment blocks near the coast.
More than 80 flights at the Gimhae Airport serving Busan were canceled, an airport official said. The KTX bullet train service in the south was also suspended.
Chaba was expected to weaken and was likely to be a tropical storm by the time it reaches Japan, according to the Tropical Storm Risk tracker service.

In zijn nieuwste videoclip speelt Typhoon een tot slaaf gemaakte man. De indrukwekkende video is geschoten op Kaapverdië en ging gisteren in première in de grote zaal van de Amsterdamse Paradiso.
Typhoon en filmmaker Ivan Barbosa, zelf Kaapverdiaan, hebben voor dit bijzondere verhaal samengewerkt aan een korte film. Het thema van de film is de opener ‘We Zijn Er’ van Typhoon’s album Lobi Da Basi. Het is een associatieve tekst en song die in de film wordt gevisualiseerd; de reis van een slaaf, gespeeld door Typhoon zelf. De clip is opgenomen op Kaapverdië, dat een belangrijke rol speelde in de Trans-Atlantische slavenhandel, en is geproduceerd door Quba Republic.
Voor zowel Typhoon als Barbosa stond vooraf vast dat de video moest verbinden, niet afschrikken. Barbosa: “Het slavernijverleden is nu eenmaal een gezamenlijke geschiedenis van alle Nederlanders”.
De première van de video vond plaats op 14 maart in de grote zaal van Paradiso tijdens de avond Roofstaat, een presentatie van het gelijknamige boek over de Nederlandse overzeese geschiedenis. Dat boek is vanaf vandaag verkrijgbaar via Bol.com en de betere boekhandels.

Typhoon
A typhoon is a mature tropical cyclone that develops in the western part of the North Pacific Ocean between 180° and 100°E. This region is referred to as the Northwestern Pacific Basin, and is the most active tropical cyclone basin on Earth, accounting for almost one-third of the world's annual tropical cyclones. For organisational purposes, the northern Pacific Ocean is divided into three regions: the eastern (North America to 140°W), central (140° to 180°W), and western (180° to 100°E). The Regional Specialized Meteorological Center (RSMC) for tropical cyclone forecasts is in Japan, with other tropical cyclone warning centers for the northwest Pacific in Honolulu (the Joint Typhoon Warning Center), the Philippines and Hong Kong. While the RSMC names each system, the main name list itself is coordinated among 18 countries that have territories threatened by typhoons each year. The Philippines use their own naming list for systems approaching the country.

The storm hit the island of Jeju overnight and one person was reported missing amid widespread power outages and damage to homes and other buildings. Twenty-six flights linking the holiday island to the mainland and to China were canceled.
The port in the city of Busan was shut for a second day as Chaba whirled past and headed east towards Japan. An official at the country's biggest port said it was expected to reopen later in the day.
Work at Hyundai Motor's two factories in the city of Ulsan, which produce the Accent cars and Sante Fe sport utility vehicles, was suspended because of "inflow of water", a company spokeswoman said.
Operations were also suspended at some shipyards along the south coast, including at Daewoo Shipbuilding & Marine Engineering Co Ltd. in Geoje city, Yonhap news agency said.
Five people were killed in Busan and Ulsan, media reports said. The Ministry of Public Safety and Security put the death toll at three with three missing.
Television footage showed heavy flooding in parts of Ulsan and Busan, with cars and buildings partially submerged and storm-surge waves hitting apartment blocks near the coast.
More than 80 flights at the Gimhae Airport serving Busan were canceled, an airport official said. The KTX bullet train service in the south was also suspended.
Chaba was expected to weaken and was likely to be a tropical storm by the time it reaches Japan, according to the Tropical Storm Risk tracker service.

In zijn nieuwste videoclip speelt Typhoon een tot slaaf gemaakte man. De indrukwekkende video is geschoten op Kaapverdië en ging gisteren in première in de grote zaal van de Amsterdamse Paradiso.
Typhoon en filmmaker Ivan Barbosa, zelf Kaapverdiaan, hebben voor dit bijzondere verhaal samengewerkt aan een korte film. Het thema van de film is de opener ‘We Zijn Er’ van Typhoon’s album Lobi Da Basi. Het is een associatieve tekst en song die in de film wordt gevisualiseerd; de reis van een slaaf, gespeeld door Typhoon zelf. De clip is opgenomen op Kaapverdië, dat een belangrijke rol speelde in de Trans-Atlantische slavenhandel, en is geproduceerd door Quba Republic.
Voor zowel Typhoon als Barbosa stond vooraf vast dat de video moest verbinden, niet afschrikken. Barbosa: “Het slavernijverleden is nu eenmaal een gezamenlijke geschiedenis van alle Nederlanders”.
De première van de video vond plaats op 14 maart in de grote zaal van Paradiso tijdens de avond Roofstaat, een presentatie van het gelijknamige boek over de Nederlandse overzeese geschiedenis. Dat boek is vanaf vandaag verkrijgbaar via Bol.com en de betere boekhandels.

President Rodrigo Roa Duterte personally visited Batanes after it suffered the onslaught of Super Typhoon Ferdie, one of the strongest typhoons that hit the province in more than two decades, after it made landfall last September 14.
Typhoon Ferdie (international name: Meranti) sustained maximum strength of 255 kilometers per hour (kph) that placed the Batanes Group of Islands under public storm warning signal no. 4. It brought extensive damage to the province’s agriculture sector and infrastructure, amounting to PhP 835 million.
It affected 2,891 families or 61% of the total population, mostly of which came from the municipalities of Basco and Itbayat that were the hardest hit areas. However, there were no reported cases of death, and only 12 minor injuries.
In his speech, President Duterte expressed his admiration to the people of Batanes for their resiliency and unity during the devastation of the typhoon, saying, “Iyong pinaka storm-battered na mga tao sa Pilipinas ay kayo po. So kung anumang hurricane o anumang bagyo ang dadating sa Pilipinas, kayo ang pinaka praktisado… because you are a resilient race.”
The President took time to listen to the concerns raised by the Ivatans. According to Batanes Governor Marilou Cayco, they are seeking for assistance to rebuild major infrastructures and financial aid for the farmers and fishermen.
President Duterte ordered his government, particularly the Department of Public Works and Highways (DPWH) and the Department of Agriculture (DA) to undertake immediate action for the redevelopment of the whole province. With an allotted budget for this, he promised an equal distribution of relief efforts to achieve faster results.
As of the moment, relief operations continue to pour in for Batanes. Rehabilitation in the whole province is also in full swing, with communication lines and power supply currently being restored. Likewise, families who were relocated earlier returned to their homes, some of which were given financial assistance to help them rebuild their houses destroyed by the super typhoon.

The President took time to listen to the concerns raised by the Ivatans. According to Batanes Governor Marilou Cayco, they are seeking for assistance to rebuild major infrastructures and financial aid for the farmers and fishermen.
President Duterte ordered his government, particularly the Department of Public Works and Highways (DPWH) and the Department of Agriculture (DA) to undertake immediate action for the redevelopment of the whole province. With an allotted budget for this, he promised an equal distribution of relief efforts to achieve faster results.
As of the moment, relief operations continue to pour in for Batanes. Rehabilitation in the whole province is also in full swing, with communication lines and power supply currently being restored. Likewise, families who were relocated earlier returned to their homes, some of which were given financial assistance to help them rebuild their houses destroyed by the super typhoon.

One reason is that more and more people are moving to coastlines around the world, drawn by a combination of jobs and lifestyle. In the United States, for example, 39% of the population lives in coastal counties.
A Columbia University report takes a global look at this trend by identifying major disaster hot spots: the east coast of North America, Bangladesh, the Philippines, the east coast of China. These hurricane-prone coastlines, with their dense population centers, hold enormous potential for economic loss and loss of life.
To make matters worse, the oceans have gotten steadily warmer over the last few decades, adding potency to the hurricane's fuel. Sea levels are expected to rise by as much as a meter by the end of the century, increasing the risks of storm surge.
