Carpenter, author of Reputation and Power:Organizational Image and Pharmaceutical Regulation at the FDA will join us to discuss the FDA and the pharmaceutical industry. The U.S. Food and Drug Administration is the most powerful regulatory agency in the world. How did the FDA become so influential? And how exactly does it wield its extraordinary power? Carpenter traces the history of FDA regulation of pharmaceuticals, revealing how the agency's organizational reputation has been the primary source of its power, yet also one of its ultimate constraints.

Daniel Carpenter is Allie S. Freed Professor of Government and Director of the Center for American Political Studies in the Faculty of Arts and Sciences at Harvard University. For the 2011-2012 academic year, he is a Walter Channing Cabot Faculty Fellow at Harvard, and a visiting researcher at the Institut d'Études Politiques at the Université de Strasbourg in France. He graduated from Georgetown University in 1989 with distinction in Honors Government and received his doctorate in political science from the University of Chicago in 1996. He taught previously at Princeton University (1995-1998) and the University of Michigan (1998-2002). He joined the Harvard University faculty in 2002. Dr. Carpenter mixes theoretical, historical, statistical and mathematical analyses to examine the development of political institutions, particularly in the United States. He focuses upon public bureaucracies and government regulation, particularly regulation of health and financial products. His dissertation received the 1998 Harold D. Lasswell Award from the American Political Science Association and as a book - The Forging of Bureaucratic Autonomy: Reputations, Networks and Policy Innovation in Executive Agencies, 1862-1928 (Princeton: Princeton University Press, 2001) - was awarded the APSA's Gladys Kammerer Prize as well as the Charles Levine Prize of the International Political Science Association. His recently published book on pharmaceutical regulation in the United States is entitled Reputation and Power: Organizational Image and Pharmaceutical Regulation at the FDA (Princeton: Princeton University Press, 2010), and has received the 2011 Allan Sharlin Memorial Award from the Social Science History Association.
Professor Carpenter has held fellowships from the John Simon Guggenheim Foundation, the Radcliffe Institute for Advanced Study, the Center for Advanced Study in the Behavioral Sciences, the Brookings Institution and the Santa Fe Institute. He has received grants from the National Endowment for the Humanities, the National Science Foundation, the Robert Wood Johnson Foundation (Scholars in Health Policy 1998-2000, Investigator Award in Health Policy Research 2004-2007), the Alfred Sloan Foundation, the Russell Sage Foundation and the Safra Center for Ethics. In the past few years, Professor Carpenter is the winner of both the 2011 Herbert Simon Award of the Midwest Political Science Association for a scholar "who has made a significant career contribution to the scientific study of bureaucracy", as well as the 2011 David Collier Award of the American Political Science Association for career contributions to qualitative and multi-method research.
In addition to his ongoing teaching and scholarship on the political economy of government regulation and health, Professor Carpenter has recently launched a long-term project on petitioning in North American political development, examining comparisons and connections to petitioning histories in Europe and India. He hopes to draw upon the millions of petitions in local, state and federal archives to create an educational, genealogical and scholarly resource for citizens, students and scholars.

Food and Drug Administration
The Food and Drug Administration (FDA or USFDA) is a federal agency of the United States Department of Health and Human Services, one of the United States federal executive departments. The FDA is responsible for protecting and promoting public health through the regulation and supervision of food safety, tobacco products, dietary supplements, prescription and over-the-counter pharmaceutical drugs (medications), vaccines, biopharmaceuticals, blood transfusions, medical devices, electromagnetic radiation emitting devices (ERED), cosmetics, animal foods & feed and veterinary products.
The FDA was empowered by the United States Congress to enforce the Federal Food, Drug, and Cosmetic Act, which serves as the primary focus for the Agency; the FDA also enforces other laws, notably Section 361 of the Public Health Service Act and associated regulations, many of which are not directly related to food or drugs. These include regulating lasers, cellular phones, condoms and control of disease on products ranging from certain household pets to sperm donation for assisted reproduction.

Pharmaceutical drug
A pharmaceutical drug (also referred to as a pharmaceutical, pharmaceutical preparation, pharmaceutical product, medicinal product, medicine, medication, medicament, or simply a drug) is a drug used to diagnose, cure, treat, or prevent disease. Drug therapy (pharmacotherapy) is an important part of the medical field and relies on the science of pharmacology for continual advancement and on pharmacy for appropriate management.
Drugs are classified in various ways. One of the key divisions is by level of control, which distinguishes prescription drugs (those that a pharmacist dispenses only on the order of a physician, physician assistant, or qualified nurse) from over-the-counter drugs (those that consumers can order for themselves). Another key distinction is between traditional small molecule drugs, usually derived from chemical synthesis, and biopharmaceuticals, which include recombinant proteins, vaccines, blood products used therapeutically (such as IVIG), gene therapy, and cell therapy (for instance, stem cell therapies). Other ways to classify medicines are by mode of action, route of administration, biological system affected, or therapeutic effects. An elaborate and widely used classification system is the Anatomical Therapeutic Chemical Classification System (ATC system). The World Health Organization keeps a list of essential medicines.

Milton Friedman
Milton Friedman (July 31, 1912 – November 16, 2006) was an American economist who received the 1976 Nobel Memorial Prize in Economic Sciences for his research on consumption analysis, monetary history and theory and the complexity of stabilization policy. With George Stigler and others, Friedman was among the intellectual leaders of the second generation of Chicago price theory, a methodological movement at the University of Chicago's Department of Economics, Law School, and Graduate School of Business from the 1940s onward. Several students and young professors that were recruited or mentored by Friedman at Chicago went on to become leading economists; they include Gary Becker, Robert Fogel, and Robert Lucas, Jr..
Friedman's challenges to what he later called "naive Keynesian" theory began with his 1950s reinterpretation of the consumption function. In the 1960s, he became the main advocate opposing Keynesian government policies, and described his approach (along with mainstream economics) as using "Keynesian language and apparatus" yet rejecting its "initial" conclusions. He theorized that there existed a "natural" rate of unemployment, and argued that employment above this rate would cause inflation to accelerate. He argued that the Phillips curve was, in the long run, vertical at the "natural rate" and predicted what would come to be known as stagflation. Friedman promoted an alternative macroeconomic viewpoint known as "monetarism", and argued that a steady, small expansion of the money supply was the preferred policy. His ideas concerning monetary policy, taxation, privatization and deregulation influenced government policies, especially during the 1980s. His monetary theory influenced the Federal Reserve's response to the global financial crisis of 2007–08.

Carpenter traces the history of FDA regulation of pharmaceuticals, revealing how the agency's organizational reputation has been the primary source of its power, yet also one of its ultimate constraints.

Daniel Carpenter is Allie S. Freed Professor of Government and Director of the Center for American Political Studies in the Faculty of Arts and Sciences at Harvard University. For the 2011-2012 academic year, he is a Walter Channing Cabot Faculty Fellow at Harvard, and a visiting researcher at the Institut d'Études Politiques at the Université de Strasbourg in France. He graduated from Georgetown University in 1989 with distinction in Honors Government and received his doctorate in political science from the University of Chicago in 1996. He taught previously at Princeton University (1995-1998) and the University of Michigan (1998-2002). He joined the Harvard University faculty in 2002. Dr. Carpenter mixes theoretical, historical, statistical and mathematical analyses to examine the development of political institutions, particularly in the United States. He focuses upon public bureaucracies and government regulation, particularly regulation of health and financial products. His dissertation received the 1998 Harold D. Lasswell Award from the American Political Science Association and as a book - The Forging of Bureaucratic Autonomy: Reputations, Networks and Policy Innovation in Executive Agencies, 1862-1928 (Princeton: Princeton University Press, 2001) - was awarded the APSA's Gladys Kammerer Prize as well as the Charles Levine Prize of the International Political Science Association. His recently published book on pharmaceutical regulation in the United States is entitled Reputation and Power: Organizational Image and Pharmaceutical Regulation at the FDA (Princeton: Princeton University Press, 2010), and has received the 2011 Allan Sharlin Memorial Award from the Social Science History Association.
Professor Carpenter has held fellowships from the John Simon Guggenheim Foundation, the Radcliffe Institute for Advanced Study, the Center for Advanced Study in the Behavioral Sciences, the Brookings Institution and the Santa Fe Institute. He has received grants from the National Endowment for the Humanities, the National Science Foundation, the Robert Wood Johnson Foundation (Scholars in Health Policy 1998-2000, Investigator Award in Health Policy Research 2004-2007), the Alfred Sloan Foundation, the Russell Sage Foundation and the Safra Center for Ethics. In the past few years, Professor Carpenter is the winner of both the 2011 Herbert Simon Award of the Midwest Political Science Association for a scholar "who has made a significant career contribution to the scientific study of bureaucracy", as well as the 2011 David Collier Award of the American Political Science Association for career contributions to qualitative and multi-method research.
In addition to his ongoing teaching and scholarship on the political economy of government regulation and health, Professor Carpenter has recently launched a long-term project on petitioning in North American political development, examining comparisons and connections to petitioning histories in Europe and India. He hopes to draw upon the millions of petitions in local, state and federal archives to create an educational, genealogical and scholarly resource for citizens, students and scholars.

Dr. Carpenter mixes theoretical, historical, statistical and mathematical analyses to examine the development of political institutions, particularly in the United States. He focuses upon public bureaucracies and government regulation, particularly regulation of health and financial products. His dissertation received the 1998 Harold D. Lasswell Award from the American Political Science Association and as a book - The Forging of Bureaucratic Autonomy: Reputations, Networks and Policy Innovation in Executive Agencies, 1862-1928 (Princeton: Princeton University Press, 2001) - was awarded the APSA's Gladys Kammerer Prize as well as the Charles Levine Prize of the International Political Science Association. His recently published book on pharmaceutical regulation in the United States is entitled Reputation and Power: Organizational Image and Pharmaceutical Regulation at the FDA (Princeton: Princeton University Press, 2010), and has received the 2011 Allan Sharlin Memorial Award from the Social Science History Association.
Professor Carpenter has held fellowships from the John Simon Guggenheim Foundation, the Radcliffe Institute for Advanced Study, the Center for Advanced Study in the Behavioral Sciences, the Brookings Institution and the Santa Fe Institute. He has received grants from the National Endowment for the Humanities, the National Science Foundation, the Robert Wood Johnson Foundation (Scholars in Health Policy 1998-2000, Investigator Award in Health Policy Research 2004-2007), the Alfred Sloan Foundation, the Russell Sage Foundation and the Safra Center for Ethics. In the past few years, Professor Carpenter is the winner of both the 2011 Herbert Simon Award of the Midwest Political Science Association for a scholar "who has made a significant career contribution to the scientific study of bureaucracy", as well as the 2011 David Collier Award of the American Political Science Association for career contributions to qualitative and multi-method research.
In addition to his ongoing teaching and scholarship on the political economy of government regulation and health, Professor Carpenter has recently launched a long-term project on petitioning in North American political development, examining comparisons and connections to petitioning histories in Europe and India. He hopes to draw upon the millions of petitions in local, state and federal archives to create an educational, genealogical and scholarly resource for citizens, students and scholars.

This law requires all food facilities registered with the U.S. Food and Drug Administration to renew their registrations between October 1st and December 31st of each even-numbered year.
Failure to renew a facility registration, update required elements, or cancel a registration
in accordance with this regulation, is a prohibited act.
As part of a facility’s registration renewal, food facilities located outside the United States must provide contact details for a U.S. Agent for FDA communications. The function and responsibility of a U.S. Agent for FDA communications are different from those of a commercial agent, such as an importer or broker.
A U.S. Agent for FDA purposes facilitates communication between FDA and the foreign food facility. The U.S. Agent must be available for FDA to contact 24 hours a day, 7 days a week. FDA will contact the U.S. Agent to schedule inspections of the foreign facility, or even to ask questions about a specific shipment of food to the U.S.
It is important to designate a U.S. Agent with expertise in FDA regulations, since the U.S. Agent may speak on behalf of the registered foreign facility.
By renewing your FDA registration, you also grant FDA the right to inspect your facility. Not only will the inspector seek to verify that your registration information is accurate, but he will also verify other FDA requirements, such as Good Manufacturing Practices, Labeling Compliance, and compliance with the Food Safety Modernization Act.
Under the Food Safety Modernization Act, FDA has been ordered to increase the number of foreign facility inspections it conducts.

It involves jerky treats for pets that the FDA has linked to illness in 3,600 dogs and ten cats since 2007

In a notice to consumers and veterinarians published Tuesday, the Center for Veterinary Medicine has run more than 1,200 tests, visited pet treat manufacturing plants in China and worked with researchers, state labs and foreign governments.

The doctor letter, which has already gone out to 4,000 doctors and will go to another 6000 this week, alerts health care providers to the disabling adverse reactions like tendon ruptures and permanent nerve damage. The letter also details the FDA’’s labeling changes, which now advises doctors not to prescribe fluoroquinolones for acute sinuitis, chronic bronchitis and urinary tract infections unless there is no other alternative treatment.
“The effects of these drugs are so devastating and insidious, we felt a personal responsibility to do whatever we could to get as much accurate information we could to as many people as possible.”

In fact, this scheme will be led by British-based biotech company Oxitec, who has just released a press release on this issue.
CEO of Oxitec, Hadyn Parry, has stated: “We’ve been developing this approach for many years, and from these results we are convinced that our solution is both highly effective and has sound environmental credentials. We’re delighted with the announcement today that the FDA, after their extensive review of our dossier and thousands of public comments for a trial in the Florida Keys, have published their final view that this will not have a significant impact on the environment. We are now looking forward to working with the community in the Florida Keys moving forward.”
While this may sound fine and dandy, there’s something more sinister going on here. Genetically modified foods have been linked to various diseases — and have been proven to trigger diseases such as cancer, Alzheimer’s, diabetes, and many others (See Journal of Organic System’s November 2014 Report Below).
Not to mention the national stockpiling of vaccines, antibiotics, and other medical supplies — courtesy the Centers for Disease Control and Prevention (CDC).
