A finance minister is an executive or cabinet position in charge of one or more of government finances, economic policy and financial regulation. It may also be a junior minister in the finance department, the British Treasury, for example has four junior ministers.
A finance minister's portfolio has a large variety of names across the world, such as "treasury", "finance", "financial affairs", "economy" or "economic affairs". The position of the finance minister might be named for this portfolio, but it may also have some other name, like "Treasurer" or, in the United Kingdom, "Chancellor of the Exchequer".
The duties of a finance minister differ between countries. Typically, they encompass one or more of government finance, fiscal policy, and financial regulation, but there are significant differences between countries:
The Netherlands (i/ˈnɛðərləndz/; Dutch: Nederland [ˈneːdərˌlɑnt]) is the main "constituent country" (Dutch: land) of the Kingdom of the Netherlands. It is a small, densely populated country located in Western Europe with three island territories in the Caribbean. The European part of the Netherlands borders Germany to the east, Belgium to the south, and the North Sea to the northwest, sharing maritime borders with Belgium, the United Kingdom and Germany. The largest and most important cities in the Netherlands are Amsterdam, The Hague and Rotterdam. Amsterdam is the country's capital, while The Hague holds the Dutch seat of government and parliament. The port of Rotterdam is the largest port in Europe – as large as the next three largest combined – and was the world's largest port between 1962 and 2004. The name Holland is also frequently used to informally refer to the whole of the country of the Netherlands.
"Netherlands" literally means "lower countries", influenced by its low land and flat geography, with only about 50% of its land exceeding one metre above sea level. Most of the areas below sea level are man-made. Since the late 16th century, large areas (polders) have been reclaimed from the sea and lakes, amounting to nearly 17% of the country's current land mass.

Finance is a field that deals with the study of investments. It includes the dynamics of assets and liabilities over time under conditions of different degrees of uncertainty and risk. Finance can also be defined as the science of money management. A key point in finance is the time value of money, which states that purchasing power of one unit of currency can vary over time. Finance aims to price assets based on their risk level and their expected rate of return. Finance can be broken into three different sub-categories: public finance, corporate finance and personal finance.

A ministry (usually preceded by the definite article, i.e., the ministry) refers to a collective body of government ministers headed by a prime minister or premier. It is described by the Oxford Dictionary as "a period of government under one prime minister”. Although the term "cabinet" can in some circumstances be a synonym, a ministry can be a broader concept which might include office-holders that do not participate in cabinet meetings. Other titles can include "administration" (in the United States) or "government" (in common usage among most parliamentary systems) to describe similar collectives.
The term is primarily used to describe the successive governments of the United Kingdom, Canada, Australia and New Zealand, which share a common parliamentary political heritage. In the United Kingdom, Australia and New Zealand, a new ministry begins after each election, regardless of whether the prime minister remains the same. For example, after winning the 1979 general election, Margaret Thatcher, as prime minister of the United Kingdom, began the First Thatcher ministry. After winning the 1983 general election, she began the Second Thatcher ministry, and so on. In Canada, a new ministry is only formed if the government loses an election.

CYFI is an non-profit organization established in July 2011 and in Amsterdam, the Netherlands. It launched the global movement in April 2012. Multiple stakeholders from various sectors have collaborated to tackle this global issue. This regional meeting is in response to a request by the participants that a regional-specific approach to Child and Youth Finance be taken on. Child & Youth Finance International has over more than 1000 stakeholders. The movement has reached 18,738,224 children around the world through 140 identified programs. CYFI has built global knowledge and shares resources on best practices and industry research. The first goal of CYFI is to provide financial access and education to 100 million children and youth in 100 countries by 2015.

About the Speech: In response to the euro sovereign crisis, the European Council decided in 2012 to create a banking union consisting of three pillars: a single supervisory mechanism, a single resolution mechanism and a common system for deposit guarantees. While the first two pillars are now fully operational, a common system for deposit guarantees has yet to be achieved. Professor Schoenmaker argued in his address that in order to complete Banking Union the lender-of-last-resort and deposit insurance functions should move to the euro-area level, breaking the sovereign-bank loop.
