Donald Trump unveiled his plan Saturday to reform the Department of Veterans Affairs on the USS Wisconsin in Norfolk Virginia. Donald Trump outlined an unreleased position paper to improve veterans’ health care and other services on Saturday, as he faces continued criticism for failing to provide policy specifics. The Republican presidential contender previewed his plans to reform the Department of Veterans Affairs at a campaign appearance in front of the battleship USS Wisconsin in Norfolk, Virginia — the same place where 2012 GOP nominee Mitt Romney announced his vice-presidential pick. Speaking in front of several thousand supporters Saturday, Trump argued that veterans should be able to receive treatment any time they want from any doctor or facility that accepts Medicare. The change, he said, would help improve wait times and services by adding competition. Also part of the plan is “firing the corrupt and incompetent VA executives who let our veterans down,” Trump said. Trump also said he wants to improve health services for female veterans, provide new incentives for companies to hire veterans and provide new assistance to help veterans adjust to civilian life. “We’re going to transform the VA to meet the needs of the 21st century,” Trump, who appeared to be reading his yet-to-be-released plans, said. “We’re going to make the VA great again.” Trump said that overall the changes he’d propose would cost less than the system now in place. Trump has made a point of criticizing the way veterans in the country are treated ever since he drew criticism by questioning Sen. John McCain’s status as a war hero early in his campaign. Trump has released policy papers on immigration, the Second Amendment and tax reform.Trump pledged at a campaign event here that he would cut down wait times, rein in bureaucracy and put the VA's health care centers in competition with private health care providers. Trump said under his presidency, veterans would be able to use their ID card to "get care immediately" at any private provider that accepts Medicare. He claimed that his plan would be more effective and "cost us less money." "They have earned the freedom to choose," Trump proclaimed. "We're going to transform the VA to meet the needs of the 21st century ... We're going to make the VA great again." Trump also talked up other proposals to help veterans returning from the wars in Iraq and Afghanistan, including providing incentives for companies to hire veterans, providing business loans to veterans and overall ensuring veterans enjoy a more seamless transition to civilian life. Speaking in a city that serves as a naval hub, Trump emphasized that his plan would modernize the department and ensure that services "support the whole veteran," including access to both physical and mental healthcare. He did not say how much his plan would cost the federal government or how he would pay for his proposals, but his campaign said it would send a document explaining Trump's plan in greater detail later on Saturday. The Department of Veterans Affairs has become a political lightning rod since a CNN investigation last year revealed that veterans were sometimes waiting months to get care, in some cases resulting in deaths in cases where illnesses were treatable. The scandal led to the resignation of the department's top official, the firing of several senior officials and drew the close scrutiny of Congress. Donald Trump
Donald John Trump, Sr. (born June 14, 1946) is an American businessperson and media personality. He is the chairman and president of The Trump Organization and the founder of Trump Entertainment Resorts. Trump's career, branding efforts, personal life, wealth, and outspoken manner have made him famous throughout the country. Since 2015, he is also a candidate for the Republican nomination for President of the United States in the 2016 election.
Trump is a native of New York City and a son of Fred Trump, who inspired him to enter real estate development. After two years at Fordham University and while studying at Wharton School of the University of Pennsylvania, Trump worked for his father's firm, Elizabeth Trump & Son. Upon graduating in 1968 he joined the company, and in 1971 was given control, renaming the company "The Trump Organization". Since then he has built hotels, golf courses, and other properties, many of which bear his name. He is a major figure in the American business scene and has received prominent media exposure. The NBC reality show The Apprentice bolstered his fame, and his three marriages were extensively reported in tabloids.

Donald Trump unveiled his plan Saturday to reform the Department of Veterans Affairs on the USS Wisconsin in Norfolk Virginia. Donald Trump outlined an unreleased position paper to improve veterans’ health care and other services on Saturday, as he faces continued criticism for failing to provide policy specifics. The Republican presidential contender previewed his plans to reform the Department of Veterans Affairs at a campaign appearance in front of the battleship USS Wisconsin in Norfolk, Virginia — the same place where 2012 GOP nominee Mitt Romney announced his vice-presidential pick. Speaking in front of several thousand supporters Saturday, Trump argued that veterans should be able to receive treatment any time they want from any doctor or facility that accepts Medicare. The change, he said, would help improve wait times and services by adding competition. Also part of the plan is “firing the corrupt and incompetent VA executives who let our veterans down,” Trump said. Trump also said he wants to improve health services for female veterans, provide new incentives for companies to hire veterans and provide new assistance to help veterans adjust to civilian life. “We’re going to transform the VA to meet the needs of the 21st century,” Trump, who appeared to be reading his yet-to-be-released plans, said. “We’re going to make the VA great again.” Trump said that overall the changes he’d propose would cost less than the system now in place. Trump has made a point of criticizing the way veterans in the country are treated ever since he drew criticism by questioning Sen. John McCain’s status as a war hero early in his campaign. Trump has released policy papers on immigration, the Second Amendment and tax reform.Trump pledged at a campaign event here that he would cut down wait times, rein in bureaucracy and put the VA's health care centers in competition with private health care providers. Trump said under his presidency, veterans would be able to use their ID card to "get care immediately" at any private provider that accepts Medicare. He claimed that his plan would be more effective and "cost us less money." "They have earned the freedom to choose," Trump proclaimed. "We're going to transform the VA to meet the needs of the 21st century ... We're going to make the VA great again." Trump also talked up other proposals to help veterans returning from the wars in Iraq and Afghanistan, including providing incentives for companies to hire veterans, providing business loans to veterans and overall ensuring veterans enjoy a more seamless transition to civilian life. Speaking in a city that serves as a naval hub, Trump emphasized that his plan would modernize the department and ensure that services "support the whole veteran," including access to both physical and mental healthcare. He did not say how much his plan would cost the federal government or how he would pay for his proposals, but his campaign said it would send a document explaining Trump's plan in greater detail later on Saturday. Trump has described himself as an advocate for veterans throughout this campaign. Being home to several military bases, it's obvious why why Hampton Roads is on his radar.
Trump is already calling for increased funding for post-traumatic stress disorder, traumatic brain injury, and suicide prevention. Job training and placement services for veterans is another big push. That includes incentives for companies hiring vets.
Trump also wants to reform the VA because of lingering health care access problems for veterans.
Trump's rival, Hillary Clinton, won't be in Hampton Roads today. But her campaign sent us a statement, saying he disrespects our veterans.
It says in part, "From attacking a Virginia Gold Star family, to firing employees because of their military service, to lying about donations to veterans' charities, or scamming them through Trump University, Trump has proven he's unqualified and temperamentally unfit to be commander-in-chief."

Trump has described himself as an advocate for veterans throughout this campaign. Being home to several military bases, it's obvious why why Hampton Roads is on his radar.
Trump is already calling for increased funding for post-traumatic stress disorder, traumatic brain injury, and suicide prevention. Job training and placement services for veterans is another big push. That includes incentives for companies hiring vets.
Trump also wants to reform the VA because of lingering health care access problems for veterans.
Trump's rival, Hillary Clinton, won't be in Hampton Roads today. But her campaign sent us a statement, saying he disrespects our veterans.
It says in part, "From attacking a Virginia Gold Star family, to firing employees because of their military service, to lying about donations to veterans' charities, or scamming them through Trump University, Trump has proven he's unqualified and temperamentally unfit to be commander-in-chief."

The Undersecretary is the highest official directly responsible for the largest agency within the department, the Veterans Health Administration, commonly called the 'VA'. The position has been frequently held by a licensed physician.
Before 1992, the Under Secretary of Veterans Affairs for Health was known as the Chief Medical Director of Veterans Health.
Dr. Robert Petzel was sworn in on February 18th, 2010, and resigned, on 16 May 2014, amid criticism of long appointment waits, treatment delays, and falsification of records.

The Veterans Health Administration (VHA) is the component of the United States Department of Veterans Affairs (VA) led by the Under Secretary of Veterans Affairs for Health[3] that implements the medical assistance program of the VA through the administration and operation of numerous VA Medical Centers (VAMC), Outpatient Clinics (OPC), Community Based Outpatient Clinics (CBOC), and VA Community Living Centers (VA Nursing Home) Programs.
The VHA is distinct from the U.S. Department of Defense Military Health System of which it is not a part.
The VHA division has more employees than all other elements of the VA combined.
The first Federal agency to provide medical care to veterans was the Naval Home in Philadelphia, PA. The home was created in 1812 and was followed by the creation of Soldiers Home in 1853 and St. Elizabeth's Hospital in 1855. Congress created the National Home for Disabled Volunteer Soldiers in 1865 in response to the high number of Civil War casualties. These homes were initially intended to be room and board for disabled veterans. However, by the late 1920s, the homes were providing a level of care comparable to hospital care.
President Hoover created the Veterans Administration (VA) in 1930 to consolidate all veteran services. General Omar N. Bradley was appointed to VA administrator and Bradley appointed Major General Paul Hawley as director of VA medicine, both in 1945. Hawley successfully established a policy that affiliated new VA hospitals with medical schools. Hawley also promoted resident and teaching fellowships at VA hospitals. Ultimately, Hawley was responsible for starting the hospital-based research program at the VA. Bradley resigned in 1947. However, upon resignation, 97 hospitals were in operation and 29 new hospitals had been built. As a result, the VA health system was able to serve a much larger population of veterans than it had served in previous years.
President Reagan Elevated the VA to cabinet status in 1988, which became known as the Department of Veterans Affairs. The Department of Veterans Affairs oversees the Veterans Health Administration.[4]
In the mid-1980s the VHA was criticized for their high operative mortality. To that end, Congress passed Public Law 99-166 in December 1985 which mandated the VHA to report their outcomes in comparison to national averages and the information must be risk-adjusted to account for the severity of illness of the VHA surgical patient population. In 1991 the National VA Surgical Risk Study (NVASRS) began in 44 Veterans Administration Medical Centers. By 31 December 1993 there was information for 500,000 non-cardiac surgical procedures. In 1994 NVASRS was expanded to all 128 VHA hospitals that performed surgery. The name was then changed to the National Surgical Quality Improvement Program.[5]
Beginning in the mid-1990s VHA underwent what the agency characterizes as a major transformation aimed at improving the quality and efficiency of care it provides to its patients. That transformation included eliminating underutilized inpatient beds and facilities, expanding outpatient clinics, and restructuring eligibility rules. A major focus of the transformation was the tracking of a number of performance indicators—including quality-of-care measures—and holding senior managers accountable for improvements in those measures.[6]
