The U.S. House Committee on the Budget, commonly known as the House Budget Committee, is a standing committee of the United States House of Representatives, the lower house of Congress. Its responsibilities include legislative oversight of the federal budget process, reviewing all bills and resolutions on the budget, and monitoring agencies and programs funded outside of the budgetary process. The committee briefly operated as a select committee in 1919 and 1921, during the 66th and 67th Congresses, before being made a standing committee in 1974.[1]
In early December 2013, House Budget Committee Chairman Rep. Paul Ryan (R-Wis.) and Senate Budget Committee Chairwoman Sen. Patty Murray (D-Wash.) reached a two-year budget agreement that would prevent a government shutdown and bolster national defense priorities by providing relief for sequester cuts.[2]
The primary responsibility of the Budget Committee is the drafting and preparation of the Concurrent Resolution on the Budget, commonly referred to as the "budget resolution." This resolution sets the aggregate levels of revenue and spending that is expected to occur in a given fiscal year. A budget resolution by law must be enacted by Congress by April 15. This target date is rarely met, and in at least four years (FY1999, FY2003, FY2005, and FY2007) no budget resolution was ultimately adopted. This resolution also gives to each committee of the House an "allocation" of "new budget authority." This allocation is important in the consideration of legislation on the floor of the House. If a bill comes to the floor to be considered and it causes an increase in spending above this allocation, it is subject to a point of order (under 302(f) of the Congressional Budget Act). This is true for discretionary spending (spending that is provided to the Federal Government each year) and mandatory spending (spending such as entitlements where a beneficiary class is defined and a benefit is provided). If an entitlement is expanded and it has not been budgeted for in the budget resolution, it is subject to a point of order on the floor and, if not waived, will prevent it from being called up for consideration (if a Member of Congress stands before the body and makes the point of order).
In general, legislation is cleared of such problems prior to consideration through discussions between the House Parliamentarian, the House Leadership, and the House Budget Committee.
The committee holds hearings on federal budget legislation and congressional resolutions related to the federal budget process. The committee holds hearings on the President's annual budget request to Congress and drafts the annual Congressional Budget Resolution, which sets overall spending guidelines for Congress as it develops the annual federal appropriations bills. The committee also reviews supplemental budget requests submitted by the President, which cover items which for one reason or another were not included in the original budget request, usually for emergency spending. Recently, emergency budget supplementals have been used to request funding for the wars in Iraq and Afghanistan as well as for disaster recovery after Hurricanes Katrina and Rita. The committee may amend, approve, or table budget-related bills. It also has the power to enforce established federal budget rules, hold budget-related investigations, and subpoena witnesses. Additionally, the committee has oversight of the Congressional Budget Office.
The Committee is chaired by Wisconsin Republican Paul Ryan and the Ranking Democrat is Chris Van Hollen of Maryland.
Also under House rules, unlike other committees of the House of Representatives, membership on the Budget Committee is term limited. Rank and file members must rotate off the committee after serving for three terms. Chairmen and Ranking members may serve no more than four terms. (See Clause 5 of Rule X of the Rules of the House of Representatives).[1] These limits are often waived, as they have been for Chairman John Kasich (R-OH), Chairman Jim Nussle (R-IA) and Chairman John M. Spratt, Jr.(D-SC). Such a waiver requires a vote of the whole House, and is usually included in the opening day "Rules Package" that sets the rules for each successive Congress. Such a resolution is normally introduced as "House Resolution 5" or "House Resolution 6."
Several high-profile budget committee members have gone on to serve as Director of the Office of Management and Budget - Leon Panetta (budget committee chairman 1989-1993), Rob Portman (budget committee vice chairman) and Jim Nussle (budget committee chairman 2001-2007).

On February 15, the President submitted his Fiscal Year 2012 budget. The disappointing proposal was roundly rejected across the political spectrum for its lack of seriousness given the fiscal and economic challenges before us.
On March 18, the CBO offered a preliminary analysis of the President's budget, noting that under the President's budget:
- Federal spending never falls below 23 percent of GDP -- Washington will spend over $46 trillion over the next decade;
- Cumulative deficits are $2.3 trillion higher than OMB estimated;
- The debt increases by $1.8 trillion more than OMB estimate, nearly tripling the debt at the end of the budget window.
On April 13, the President gave a speech in which he offered his opinion on The Path to Prosperity -- a budget that brought an unprecedented level of seriousness to Washington's budget debate. The President and spoke generally of deficit reduction proposals that his administration has sold as a new budget plan. But the President has not submitted a new budget to Congress. The President's initial budget proposal remains his budget plan for the United States.
While many have falsely framed his April 13 speech as a new budget plan, Congress has not received from the Office of Management and Budget any of the proposals mentioned in the speech. All that the Obama Administration has produced is a list of talking points issued by the White House Press Office.
As CBO Director Doug Elmendorf confirmed today at the House Budget Committee, the President's "framework" fails to meet the threshold of credibility that is required of serious federal budget plans. Until the President is willing to put forward a serious plan to avert a debt crisis -- a plan with real, credible numbers -- the nation will continue to suffer from a leadership deficit in Washington that is hindering our economic recovery and impeding job growth today.

Paul Davis Ryan (born January 29, 1970) is the U.S. Representative for Wisconsin's 1st congressional district, serving since 1999. He is a member of the Republican Party, and has been ranked among the party's most influential voices on economic policy.
Born and raised in Janesville, Wisconsin, Ryan graduated from Miami University in Ohio and later worked as a marketing consultant for Ryan Incorporated Central, run by a branch of his family. In the mid to late 1990s, he worked as an aide to United States Senator Bob Kasten, as legislative director for Senator Sam Brownback of Kansas, and as a speechwriter for former U.S. Representative and 1996 Republican vice presidential nominee Jack Kemp of New York. In 1998, Ryan won election to the United States House of Representatives, succeeding the two-term incumbent, fellow Republican Mark Neumann.
Ryan currently chairs the House Budget Committee, where he has played a prominent public role in drafting and promoting the Republican Party's long-term budget proposal. He introduced a plan, The Path to Prosperity, in April 2011 as an alternative to the budget proposal of President Barack Obama, and helped introduce The Path to Prosperity: A Blueprint for American Renewal in March 2012, in response to Obama's 2013 budget. Ryan is one of the three co-founders of the Young Guns Program, an electoral recruitment and campaign effort by House Republicans. He endorsed Republican presidential candidate and former Governor of Massachusetts Mitt Romney for the 2012 United States presidential election. Ryan has been considered as a possible running mate for Romney.

On March 18, the CBO offered a preliminary analysis of the President's budget, noting that under the President's budget: - Federal spending never falls below 23 percent of GDP -- Washington will spend over $46 trillion over the next decade; - Cumulative deficits are $2.3 trillion higher than OMB estimated; - The debt increases by $1.8 trillion more than OMB estimate, nearly tripling the debt at the end of the budget window. On April 13, the President gave a speech in which he offered his opinion on The Path to Prosperity -- a budget that brought an unprecedented level of seriousness to Washington's budget debate. The President and spoke generally of deficit reduction proposals that his administration has sold as a new budget plan. But the President has not submitted a new budget to Congress. The President's initial budget proposal remains his budget plan for the United States. While many have falsely framed his April 13 speech as a new budget plan, Congress has not received from the Office of Management and Budget any of the proposals mentioned in the speech. All that the Obama Administration has produced is a list of talking points issued by the White House Press Office. As CBO Director Doug Elmendorf confirmed today at the House Budget Committee, the President's "framework" fails to meet the threshold of credibility that is required of serious federal budget plans. Until the President is willing to put forward a serious plan to avert a debt crisis -- a plan with real, credible numbers -- the nation will continue to suffer from a leadership deficit in Washington that is hindering our economic recovery and impeding job growth today. -

The committee briefly operated as a select committee in 1919 and 1921, during the 66th and 67th Congresses, before being made a standing committee in 1974.[1]
In early December 2013, House Budget Committee Chairman Rep. Paul Ryan (R-Wis.) and Senate Budget Committee Chairwoman Sen. Patty Murray (D-Wash.) reached a two-year budget agreement that would prevent a government shutdown and bolster national defense priorities by providing relief for sequester cuts.[2]
The primary responsibility of the Budget Committee is the drafting and preparation of the Concurrent Resolution on the Budget, commonly referred to as the "budget resolution." This resolution sets the aggregate levels of revenue and spending that is expected to occur in a given fiscal year. A budget resolution by law must be enacted by Congress by April 15. This target date is rarely met, and in at least four years (FY1999, FY2003, FY2005, and FY2007) no budget resolution was ultimately adopted. This resolution also gives to each committee of the House an "allocation" of "new budget authority." This allocation is important in the consideration of legislation on the floor of the House. If a bill comes to the floor to be considered and it causes an increase in spending above this allocation, it is subject to a point of order (under 302(f) of the Congressional Budget Act). This is true for discretionary spending (spending that is provided to the Federal Government each year) and mandatory spending (spending such as entitlements where a beneficiary class is defined and a benefit is provided). If an entitlement is expanded and it has not been budgeted for in the budget resolution, it is subject to a point of order on the floor and, if not waived, will prevent it from being called up for consideration (if a Member of Congress stands before the body and makes the point of order).
In general, legislation is cleared of such problems prior to consideration through discussions between the House Parliamentarian, the House Leadership, and the House Budget Committee.
The committee holds hearings on federal budget legislation and congressional resolutions related to the federal budget process. The committee holds hearings on the President's annual budget request to Congress and drafts the annual Congressional Budget Resolution, which sets overall spending guidelines for Congress as it develops the annual federal appropriations bills. The committee also reviews supplemental budget requests submitted by the President, which cover items which for one reason or another were not included in the original budget request, usually for emergency spending. Recently, emergency budget supplementals have been used to request funding for the wars in Iraq and Afghanistan as well as for disaster recovery after Hurricanes Katrina and Rita. The committee may amend, approve, or table budget-related bills. It also has the power to enforce established federal budget rules, hold budget-related investigations, and subpoena witnesses. Additionally, the committee has oversight of the Congressional Budget Office.
The Committee is chaired by Wisconsin Republican Paul Ryan and the Ranking Democrat is Chris Van Hollen of Maryland.
Also under House rules, unlike other committees of the House of Representatives, membership on the Budget Committee is term limited. Rank and file members must rotate off the committee after serving for three terms. Chairmen and Ranking members may serve no more than four terms. (See Clause 5 of Rule X of the Rules of the House of Representatives).[1] These limits are often waived, as they have been for Chairman John Kasich (R-OH), Chairman Jim Nussle (R-IA) and Chairman John M. Spratt, Jr.(D-SC). Such a waiver requires a vote of the whole House, and is usually included in the opening day "Rules Package" that sets the rules for each successive Congress. On February 15, the President submitted his Fiscal Year 2012 budget. The disappointing proposal was roundly rejected across the political spectrum for its lack of seriousness given the fiscal and economic challenges before us.
On March 18, the CBO offered a preliminary analysis of the President's budget, noting that under the President's budget:
- Federal spending never falls below 23 percent of GDP -- Washington will spend over $46 trillion over the next decade;
- Cumulative deficits are $2.3 trillion higher than OMB estimated;
- The debt increases by $1.8 trillion more than OMB estimate, nearly tripling the debt at the end of the budget window.
On April 13, the President gave a speech in which he offered his opinion on The Path to Prosperity -- a budget that brought an unprecedented level of seriousness to Washington's budget debate. The President and spoke generally of deficit reduction proposals that his administration has sold as a new budget plan. But the President has not submitted a new budget to Congress. The President's initial budget proposal remains his budget plan for the United States.
While many have falsely framed his April 13 speech as a new budget plan, Congress has not received from the Office of Management and Budget any of the proposals mentioned in the speech. All that the Obama Administration has produced is a list of talking points issued by the White House Press Office.
As CBO Director Doug Elmendorf confirmed today at the House Budget Committee, the President's "framework" fails to meet the threshold of credibility that is required of serious federal budget plans. Until the President is willing to put forward a serious plan to avert a debt crisis -- a plan with real, credible numbers -- the nation will continue to suffer from a leadership deficit in Washington that is hindering our economic recovery and impeding job growth today.

Our recent week in New York City was an action-packed one. We decided to set ourselves a challenge to see and do as much as we possibly could, and that gave way to this travel video guide which highlights 50 of the top attractions. In a city like New York this means we barely scratched the surface, but hopefully this video will highlight the cornucopia of possibilities that is the Big Apple.
We try our best to cover all of the top attractions including fine arts, entertainment, festivals, dining, architecture and museums as well as focusing on lesser known off the beaten path attractions to cover all forms of tourism. If you only have time to visit only one city in the United States it ought to be NYC, USA:

Most journeys begin at Penn Station or Grand Central, and if you arrive at the later you'll be wowed by the building. The Meatpacking District was once home to markets, slaughterhouses, and packaging plants, but times have changed. Today you'll find a mixture of trendy restaurants, clubs and boutiques. The Village used to be a bohemian neighborhood that drew artists and musicians, but today you're more likely to find upper middle class families living here. Completed in 1883, Brooklyn Bridge is one of the oldest suspension bridges in the United States. Williamsburg has become popular given its lower rent prices. University students and young professionals have been flocking to this part of town.
You can walk along the riverfront for a great view of the Brooklyn and Manhattan Bridges and the Manhattan skyline. During the summer months, Bryant Park also becomes a popular hangout spot people looking to relax and even work on their tans. The Staten Island Ferry is free of charge and this makes it really popular with visitors who want to catch a glimpse of the Statue of Liberty from a distance. Battery Park is located on the southern tip of Manhattan. Having both lived in South Korea, we were thrilled to come across Manhattan's own Little Korea. Coney Island is all about good old fashioned fun. You can ride roller coasters, stroll down the boardwalk, enjoy some beach time, and then head over the Nathan's Famous hot dogs. The Cloisters will make you feel like you've travelled over to Europe. Central Park is massive and there are so many places to visit within its boundaries. We managed to visit Belvedere Castle, the Great Lawn, Shakespeare Garden, The Ramble, The Jackie Onassis Reservoir, the Alice in Wonderland Statue, and we still left feeling like we barely scratched the surface. Strawberry Fields is a section of Central Park dedicated to the memory of John Lennon.
And that concludes a look at our very busy week in New York City. I'm still shocked we managed to cover so many attractions, but the great thing about this city is that distances aren't very long and there's always something really cool worth checking out around each corner.
