What Does it Mean to Lead IT?
Mark Schwartz, Author, The Art of Business Value and A Seat at the Table
In an era of autonomous teams working directly with business users and product owners, what is the role of IT Leadership? We talk a lot about the role of CIOs in leading the transformation to DevOps and to digital services, but what then? What does an IT Leader do once an organization has embraced DevOps? And what does it mean to be an Agile CIO?
For Mark Schwartz, this is a pressing issue. As a CIO leading a DevOps transformation in the most challenging of environments, he is facing an existential question. As he puts it: “um, what do I do now?” The literature on IT leadership does not concern itself with today’s advances in Agility and DevOps, and the Agile and DevOps worlds do not seem to talk much about what they expect IT leaders to be doing.
An Agile CIO must do more than oversee Agile projects. In this session, Mr. Schwartz will bring the principles of Agility to bear on the practice of IT Leadership, and show just how deep a change is required in how we think about not just the craft of the IT leader, but the very basis of how IT fits into the enterprise. How DevOps Can Fix Federal Government IT
The Federal Government spends more than $80 billion each year on information technology. As the fiasco with healthcare.gov demonstrates, the results are not always good. Government IT programs are expensive and monolithic, and the lead time from a “mission need” to a deployed capability is often measured in years (in one of our agency’s programs, about 12 years!). IT systems are often difficult to use, and the US government’s online service offerings to citizens are far from meeting the expectations of a public that is used to Google, Facebook, and Twitter.
The US government has only recently begun to adopt agile approaches, and only in a few agencies. But the results have been encouraging, and show that it is possible for the bureaucracy to be agile. DevOps, however is a game changer. At USCIS we have moved to a continuous integration, continuous delivery approach, and have begun experimenting with a DevOps model tailored to the needs of the government.
By combining DevOps with some ideas taken from the Lean Startup movement, I believe we can cause a radical change in how the government does IT. We can dramatically reduce lead times and costs, improve the usability of systems, provide more transparency, create citizen-centric online services, and – importantly – significantly improve the government’s security posture.

We talk a lot about the role of CIOs in leading the transformation to DevOps and to digital services, but what then? What does an IT Leader do once an organization has embraced DevOps? And what does it mean to be an Agile CIO?

As he puts it: “um, what do I do now?” The literature on IT leadership does not concern itself with today’s advances in Agility and DevOps, and the Agile and DevOps worlds do not seem to talk much about what they expect IT leaders to be doing.

For over 30 years, Mr. Schwartz has produced unique and compelling designs of shoes, considered by him to be the most artistic and important accessory in a woman’s wardrobe. His shoe designs have graced the runways of Paris, Milan and New York, as well as the pages of fashion publications such as Vogue, Elle, W.
As a young man in the early 1980’s, Mark Schwartz launched his shoe design career by assisting shoe design master Roger Vivier, and within two years Mr. Schwartz rose to become the creative director for Roger Vivier International. Mr. Schwartz aided with the design of many eclectic collections during his 6 years with the company. Roger Vivier introduced Mr. Schwartz to many of the influential players of the 1980’s New York art scene such as Andy Warhol, who mentored Schwartz until his death and was the one who urged Mr. Schwartz to paint his shoe designs. Today, Mark Schwartz creates private collections for those looking for something unique, among whom have been Oprah, Madonna, Katie Couric, Sharon Stone, Lady Gaga, and Julia Roberts. He is a partner with two other Italian shoemakers of a thriving shoe manufacturer in Parabiago, a suburb of Milan, Italy.

Mark Schwartz
Mark Schwartz is a retired American soccer forward who played in the United Soccer League and the third American Soccer League. He was the 1984 USL Rookie of the Year.
In 1979, Schwartz graduated from Miramar High School where he was a star soccer player. During his three high school seasons, he scored 104 goals. He then attended Appalachian State University where he played on the men's soccer team. He graduated in 1982 and was inducted into the school's Athletic Hall of Fame in 2005. In 1984, Schwartz turned professional Fort Lauderdale Sun of the United Soccer League. He was the Rookie of the Year and playoff MVP. In the fall of 1984, Schwartz had an unsuccessful trial with the Dallas Sidekicks of the Major Indoor Soccer League. He then returned to Florida where he coached the Hollywood Hills High School girls team and played for the amateur Lowenbrau Lions of the Gold Coast Soccer League's First Division. In 1985, the Sun moved and changed their name to the South Florida Sun. The team and the league collapsed six games into the season. Schwartz then worked as a carpenter, coached Hollywood High and played for the Lowenbrau Lions. In 1986, Andrew College hired Schwartz took start a women's soccer team at the college. In 1986, he played for the Houston Dynamos. In March 1988, he signed with the Fort Lauderdale Strikers of the American Soccer League. He then started the Strikers first game of the 1989 season, but didn't play after that. He asked for and was granted his release from the team in May. Starting in August of 2015, Mark has been working as a Project Engineer for Bernhard Design in Lenoir, North Carolina.

Goldman Sachs
The Goldman Sachs Group, Inc. is an American multinational investment banking firm that engages in global investment banking, securities, investment management, and other financial services primarily with institutional clients.
Goldman Sachs was founded in 1869 and is headquartered at 200 West Street in the Lower Manhattan area of New York City, with additional offices in international financial centers. The firm provides mergers and acquisitions advice, underwriting services, asset management, and prime brokerage to its clients, which include corporations, governments and individuals. The firm also engages in market making and private equity deals, and is a primary dealer in the United States Treasury security market.
Goldman Sachs was hit hard by the 2008 economic crisis, because of its involvement in subprime mortgages, and was subsequently rescued as part of a massive U.S. government bailout.
Former Goldman executives who moved on to government positions include: Robert Rubin and Henry Paulson who served as United States Secretary of the Treasury under Presidents Bill Clinton and George W. Bush, respectively; Mario Draghi, President of the European Central Bank; Mark Carney, Governor of the Bank of Canada 2008–13 and Governor of the Bank of England from July 2013 and Malcolm Turnbull, Prime Minister of Australia.

Social responsibility
Social responsibility is an ethical framework which suggests that an entity, be it an organization or individual, has an obligation to act for the benefit of society at large. Social responsibility is a duty every individual has to perform so as to maintain a balance between the economy and the ecosystems. A trade-off may exist between economic development, in the material sense, and the welfare of the society and environment, though this has been challenged by many reports over the past decade. Social responsibility means sustaining the equilibrium between the two. It pertains not only to business organizations but also to everyone whose any action impacts the environment. This responsibility can be passive, by avoiding engaging in socially harmful acts, or active, by performing activities that directly advance social goals.
Businesses can use ethical decision making to secure their businesses by making decisions that allow for government agencies to minimize their involvement with the corporation. For instance if a company follows the United States Environmental Protection Agency (EPA) guidelines for emissions on dangerous pollutants and even goes an extra step to get involved in the community and address those concerns that the public might have; they would be less likely to have the EPA investigate them for environmental concerns. "A significant element of current thinking about privacy, however, stresses "self-regulation" rather than market or government mechanisms for protecting personal information". According to some experts, most rules and regulations are formed due to public outcry, which threatens profit maximization and therefore the well-being of the shareholder, and that if there is not outcry there often will be limited regulation.

Corporate social responsibility
Corporate social responsibility (CSR, also called corporate conscience, corporate citizenship or responsible business) is a form of corporate self-regulation integrated into a business model. CSR policy functions as a self-regulatory mechanism whereby a business monitors and ensures its active compliance with the spirit of the law, ethical standards and national or international norms. With some models, a firm's implementation of CSR goes beyond compliance and engages in "actions that appear to further some social good, beyond the interests of the firm and that which is required by law." The aim is to increase long-term profits through positive public relations, high ethical standards to reduce business and legal risk, and shareholder trust by taking responsibility for corporate actions. CSR strategies encourage the company to make a positive impact on the environment and stakeholders including consumers, employees, investors, communities, and others.
Proponents argue that corporations increase long-term profits by operating with a CSR perspective, while critics argue that CSR distracts from businesses' economic role. A 2000 study compared existing econometric studies of the relationship between social and financial performance, concluding that the contradictory results of previous studies reporting positive, negative, and neutral financial impact, were due to flawed empirical analysis and claimed when the study is properly specified, CSR has a neutral impact on financial outcomes.

Government IT programs are expensive and monolithic, and the lead time from a “mission need” to a deployed capability is often measured in years (in one of our agency’s programs, about 12 years!). IT systems are often difficult to use, and the US government’s online service offerings to citizens are far from meeting the expectations of a public that is used to Google, Facebook, and Twitter.
The US government has only recently begun to adopt agile approaches, and only in a few agencies. But the results have been encouraging, and show that it is possible for the bureaucracy to be agile. DevOps, however is a game changer. At USCIS we have moved to a continuous integration, continuous delivery approach, and have begun experimenting with a DevOps model tailored to the needs of the government.
By combining DevOps with some ideas taken from the Lean Startup movement, I believe we can cause a radical change in how the government does IT. We can dramatically reduce lead times and costs, improve the usability of systems, provide more transparency, create citizen-centric online services, and – importantly – significantly improve the government’s security posture.

With an eye for design, shoe designer and artist Mark Schwartz has transformed the way the world looks at shoes today. . .
For over 30 years, Mr. Schwartz has produced unique and compelling designs of shoes, considered by him to be the most artistic and important accessory in a woman’s wardrobe. His shoe designs have graced the runways of Paris, Milan and New York, as well as the pages of fashion publications such as Vogue, Elle, W.
As a young man in the early 1980’s, Mark Schwartz launched his shoe design career by assisting shoe design master Roger Vivier, and within two years Mr. Schwartz rose to become the creative director for Roger Vivier International. Mr. Schwartz aided with the design of many eclectic collections during his 6 years with the company. Roger Vivier introduced Mr. Schwartz to many of the influential players of the 1980’s New York art scene such as Andy Warhol, who mentored Schwartz until his death and was the one who urged Mr. Schwartz to paint his shoe designs. Today, Mark Schwartz creates private collections for those looking for something unique, among whom have been Oprah, Madonna, Katie Couric, Sharon Stone, Lady Gaga, and Julia Roberts. He is a partner with two other Italian shoemakers of a thriving shoe manufacturer in Parabiago, a suburb of Milan, Italy.

In an era of autonomous teams working directly with business users and product owners, what is the role of IT Leadership? We talk a lot about the role of CIOs in leading the transformation to DevOps and to digital services, but what then? What does an IT Leader do once an organization has embraced DevOps? And what does it mean to be an Agile CIO?
For Mark Schwartz, this is a pressing issue. As a CIO leading a DevOps transformation in the most challenging of environments, he is facing an existential question. As he puts it: “um, what do I do now?” The literature on IT leadership does not concern itself with today’s advances in Agility and DevOps, and the Agile and DevOps worlds do not seem to talk much about what they expect IT leaders to be doing.
An Agile CIO must do more than oversee Agile projects. How DevOps Can Fix Federal Government IT
The Federal Government spends more than $80 billion each year on information technology. As the fiasco with healthcare.gov demonstrates, the results are not always good. Government IT programs are expensive and monolithic, and the lead time from a “mission need” to a deployed capability is often measured in years (in one of our agency’s programs, about 12 years!). IT systems are often difficult to use, and the US government’s online service offerings to citizens are far from meeting the expectations of a public that is used to Google, Facebook, and Twitter.
The US government has only recently begun to adopt agile approaches, and only in a few agencies. But the results have been encouraging, and show that it is possible for the bureaucracy to be agile. DevOps, however is a game changer. At USCIS we have moved to a continuous integration, continuous delivery approach, and have begun experimenting with a DevOps model tailored to the needs of the government.
By combining DevOps with some ideas taken from the Lean Startup movement, I believe we can cause a radical change in how the government does IT. We can dramatically reduce lead times and costs, improve the usability of systems, provide more transparency, create citizen-centric online services, and – importantly – significantly improve the government’s security posture.
