In the Commonwealth, the Republic of Ireland and the United States a green paper is a tentative government report and consultation document of policy proposals for debate and discussion, without any commitment to action; the first step in changing the law. Green papers may result in the production of a white paper.
A green paper in Canada, like a white paper, is an official document sponsored by the Crown. Green papers tend to be statements by the government, not of policy already determined, but of propositions put before the whole nation for discussion. They are produced early in the policy-making process, while ministerial proposals are still being formulated. Many white papers in Canada have been, in effect, green papers, while at least one green paper - that on immigration and population in 1975 - was released for public debate after the government had already drafted legislation.
A green paper released by the European Commission is a discussion document intended to stimulate debate and launch a process of consultation, at European level, on a particular topic. A green paper usually presents a range of ideas and is meant to invite interested individuals or organizations to contribute views and information. It may be followed by a white paper, an official set of proposals that is used as a vehicle for their development into law.
Cara Delevingne (born 22 August 1992) is a British model and socialite.
Delevingne is currently the face of Burberry's Spring Summer 2012 campaign alongside actor Eddie Redmayne, shot by Mario Testino. Delevingne was also featured in the brand's Spring Summer 2011 and Burberry Beauty campaigns.
She was recently described by British Vogue as the "star face" of the autumn/winter 2012-2013 show season, having walked the runway for brands such as Shiatzy Chen, Jason Wu, Oscar de la Renta, Burberry, Dolce & Gabbana, Fendi, Stella McCartney and Chanel.

Delevingne is the granddaughter of former English Heritage boss Sir Jocelyn Stevens. Her mother Pandora is a personal shopper, and her father Charles is a property developer. Delevingne grew up in a Belgravia mansion, and attended the independent Bedales School. Her older sister is the model Poppy Delevingne.
Ann Nesby is an American R&B, gospel, and dance music singer and actress. She is the former lead singer of Sounds of Blackness; a songwriter with credits including hits sung by Patti Labelle and Gladys Knight; plus she co-starred in the 2003 romance musical The Fighting Temptations with Cuba Gooding Jr. and Beyonce Knowles. Nesby had various appearances on the hit television series American Idol. Nesby has been nominated four times since her departure from the Sounds of Blackness, most recently for her 2007 album This Is Love; plus the lead single "I Apologize" was nominated for a Grammy at the 2008 Grammy Awards.
Nesby joined Sounds of Blackness in the late 1980s. The Sounds of Blackness were awarded two Grammys in 1991 and 1993, and Nesby sang on a number of their tracks including "I Believe," "Optimistic," "I'm Going All The Way," "Soul Holiday," and "The Pressure."
In 1996 Nesby released her debut solo album, I'm Here for You. Her "Witness Ep peaked at #42 in the UK Singles Chart in December 1996.
Albert Greene (born April 13, 1946), better known as Al Green, is an American gospel and soul music singer. He reached the peak of his popularity in the 1970s, with hit singles such as "You Oughta Be With Me", "I'm Still In Love With You", "Love and Happiness", and "Let's Stay Together". In 2005, Rolling Stone named him #66 in their list of the '100 Greatest Artists of All Time'. The nomination stated that "people are born to do certain things, and Al was born to make us smile." The Rock and Roll Hall of Fame inducted Green in 1995, referring to him as "one of the most gifted purveyors of soul music." Green has sold more than 20 million records.
Green was born in Forrest City, Arkansas. He was the sixth of ten children born to Robert and Cora Greene. The son of a sharecropper, he started performing at age ten in a Forrest City quartet called the Greene Brothers; he dropped the final "E" from his last name years later as a solo artist. They toured extensively in the mid-1950s in the South until the Greenes moved to Grand Rapids, Michigan, when they began to tour around Michigan. His father kicked him out of the group because he caught Green listening to Jackie Wilson.
