New Delhi (i/ˌnjuː ˈdɛli/) is a municipality and district in Delhi which serves as the capital and seat of government of India. In addition, it also serves as the seat of Government of Delhi.
The foundation stone of the city was laid by George V, Emperor of India during the Delhi Durbar of 1911. It was designed by British architects, Sir Edwin Lutyens and Sir Herbert Baker. The new capital was inaugurated on 13 February 1931, by India's Viceroy Lord Irwin.
Although colloquially Delhi and New Delhi as names are used interchangeably to refer to the jurisdiction of NCT of Delhi, these are two distinct entities, and the latter is a small part of the former.
New Delhi has been selected as one of the hundred Indian cities to be developed as a smart city under PM Narendra Modi's flagship Smart Cities Mission.
Calcutta (now Kolkata) was the capital of India during the British Raj until December 1911. However, Delhi had served as the political and financial centre of several empires of ancient India and the Delhi Sultanate, most notably of the Mughal Empire from 1649 to 1857. During the early 1900s, a proposal was made to the British administration to shift the capital of the British Indian Empire (as it was officially called) from Calcutta to Delhi. Unlike Calcutta, which was located on the eastern coast of India, Delhi was at the center of northern India and the Government of British India felt that it would be logistically easier to administer India from the latter rather than the former.
Delhi (/ˈdɛli/, Hindustani pronunciation: [d̪ɪlliː] Dilli), officially the National Capital Territory of Delhi, is the capital territory of India. Delhi is historically and culturally connected to both the Upper Doab of the Yamuna-Ganges river system and the Punjab region. It is bordered by Haryana on three sides and by Uttar Pradesh to the east. It is the largest city in India in terms of geographical area - about 1,484 square kilometres (573 sq mi). It has a population of about 16.3 million, making it the second most populous city and second most populous urban agglomeration in India and 3rd largest urban area in the world. Such is the nature of urban expansion in Delhi that its growth has expanded beyond the NCT to incorporate towns in neighbouring states and at its largest extent can count a population of about 25 million residents as of 2014.
Delhi has been continuously inhabited since the 6th century BC. Through most of its history, Delhi has served as a capital of various kingdoms and empires. It has been captured, ransacked and rebuilt several times, particularly during the medieval period, and modern Delhi is a cluster of a number of cities spread across the metropolitan region.
A municipal council is the local government of a municipality. Specifically the term may refer to the institutions of various countries that may be translated by this term. In English, it may refer to what are also called city councils and town councils.
Despite enormous differences in populations, each of the communes of the French Republic possesses a mayor (French: maire) and a municipal council (French: conseil municipal), which manage the commune from the mairie (city hall), with exactly the same powers no matter the size of the commune and council. The one exception is the city of Paris, where the city police is in the hands of the central state, not in the hands of the mayor of Paris. This uniformity of status is a clear legacy of the French Revolution, which wanted to do away with the local idiosyncrasies and tremendous differences of status that existed in the kingdom of France.
The size of a commune still matters, however, in two domains: French law determines the size of the municipal council according to the population of the commune; and the size of the population determines which voting process is used for the election of the municipal council.
New Delhi Municipal Council (NDMC) is the municipal council of the city of New Delhi, India, and the area under its administration is referred to as the NDMC area. NDMC, covering an area of 43.7 km2, is governed by a council with a chairperson appointed by the central government, and includes the Chief Minister of Delhi. The state of Delhi is divided into three statutory urban regions: the Municipal Corporation of Delhi (MCD), the New Delhi Municipal Council (NDMC), and the Delhi Cantonment Board.
NDMC has its origins in the Imperial Delhi Committee which was constituted on 25 March 1913 to overlook the construction of the new capital of India. Thereafter in February 1916 the Chief Commissioner, Delhi, created the Raisina Municipal Committee, which was upgraded to a 2nd class Municipality under the Punjab Municipal Act on 7 April 1925. Then on 22 February 1927, the Committee passed a resolution adopting the name "New Delhi" giving it the name, "New Delhi Municipal Committee", approved by Chief Commissioner on 16 March 1927. In May 1994, the NDMC Act 1994, replaced the Punjab Municipal Act 1911, and the Committee was renamed as the New Delhi Municipal Council.

New Delhi Municipal Council planted 15,000 saplings -- taken from 20 countries -- on Saturday, and said the number will go up to some 50,000 by the time the monsoon ends. NDMC chairman Naresh Kumar said this after inaugurating the second phase of a tree plantation and sanitation drive at the Commonwealth Games Park in south Delhi. Saplings from 20 countries were planted in the drive. The countries included Bangladesh, Argentina, Sri Lanka, Pakistan, Thailand, the US, Brazil, Australia, Belize, Chile, Cuba, Indonesia, Laos, Macedonia, Saudi Arabia, Uruguay, Vietnam, India, Nepal and Myanmar. The 2.5 acre park came up in 2010 when New Delhi hosted the Commonwealth Games. It already has plants from 15 countries.

North Delhi Municipal Corporation has announced an ambitious project to install a waste-to-energy plant and a methane extractor plant at the Bhalswa landfill site by December. This is a bid to curb frequent fires at the sites and reduce its load. "The plant will have the capacity of processing over 1,200 metric tonnes of waste per day of which 94% will be converted into compost and fuel. The remaining 6% will be utilised in the construction of bricks," said Sanjeev Nayyar, mayor of the civic body.
