Did you know that bombing from the air was banned in the First Hague Convention? Disclaimer: This is a summary of the first Hague Convention, condensed for timeliness and convenience, not a complete report of the content of the treaty. The Hague Convention of 1899 was called by Russian Czar Nicholas II, and it met on his birthday. His goal was to make war obsolete by finding peaceful methods of solving international disputes. To this end, the Permanent Court of Arbitration was established. Another goal of the Hague Convention was to limit the armaments permissible in warfare to reduce some of the violence of war. Three armaments, in particular, were mentioned. The first banned dropping bombs from the air. The specific language of the document prohibits loosing explosives from "balloons or other new methods of similar nature," because, at the time, airplanes were not the primary delivery method of ordnance from the air, as they are today. The second armament mentioned was to ban the use of harmful gases, like mustard gas, which was used extensively in World War I. Lastly, the Hague Convention banned the use of hollowpoint rounds, or similar bullets which expand in the body and cause excess damage. This was a summary of the First Hague Convention, but there was a second held in 1907. I'll cover that in a future 60 Seconds with Professor Des.
