The State Duma (Russian: Госуда́рственная ду́ма (Gosudarstvennaya Duma), common abbreviation: Госду́ма (Gosduma)) in the Russian Federation is the lower house of the Federal Assembly of Russia (legislature), the upper house being the Federation Council of Russia. The Duma headquarters are located in central Moscow, a few steps from Manege Square. Its members are referred to as deputies. The State Duma replaced the Supreme Soviet as a result of the new constitution introduced by Boris Yeltsin in the aftermath of the Russian constitutional crisis of 1993, and approved by the Russian public in a referendum.
The State Duma was introduced in 1906 and was Russia's first elected parliament. The first two attempts by Tsar Nicholas II to make it active were ineffective. Subsequently, each of these Dumas was dissolved after only a few months. The third Duma was the only one to last to the end of its 5 year term. After the 1907 electoral reform, the third Duma, elected in November 1907, was largely made up of members of the upper classes, as radical influences in the Duma had almost entirely been removed. The establishment of the Duma after the 1905 Revolution was to herald significant changes to the Russian autocratic system. Furthermore, the Duma was later to have an important effect on Russian history, as it was one of the contributing factors in the February Revolution, which led to the abolition of autocracy in Russia.
A duma (дума) is a Russian assembly with advisory or legislative functions. The term comes from the Russian verb думать (dumat’) meaning "to think" or "to consider". The first formally constituted duma was the State Duma introduced into the Russian Empire by Tsar Nicholas II in 1906. It was dissolved in 1917 during the Russian Revolution. Since 1993, the State Duma is the lower legislative house of the Russian Federation.
The term "Boyar Duma" is used by historians to denote the class of boyars and junior boyars (okol'nichii) collectively within the Russian Tsardom. In 1721, Peter the Great transferred its functions to the Governing Senate. In contemporary sources it is always called simply "the boyars" or "the duma", but never the "boyar duma". Originally there were ten to twelve boyars and five or six okol'nichii. By 1613 it had increased to twenty boyars and eight okol'nichii. Lesser nobles, "duma gentlemen" (dumnye dvoriane) and secretaries, were added to the duma and the number of okol'nichii rose in the latter half of the 17th century. In 1676 the number of boyars was increased to 50 and was by then constituted only a third of the duma.
Vladimir Vladimirovich Putin (/ˈpuːtɪn/; Russian: Влади́мир Влади́мирович Пу́тин; IPA: [vlɐˈdʲimʲɪr vlɐˈdʲimʲɪrəvʲɪtɕ ˈputʲɪn], born 7 October 1952) has been the President of Russia since 7 May 2012, succeeding Dmitry Medvedev. Putin previously served as President from 2000 to 2008, and as Prime Minister from 1999 to 2000 and again from 2008 to 2012. During his last term as Prime Minister, he was also the chairman of United Russia, the ruling party.
For 16 years, Putin was an officer in the KGB, rising to the rank of lieutenant colonel before he retired to enter politics in his native Saint Petersburg in 1991. He moved to Moscow in 1996 and joined President Boris Yeltsin's administration where he rose quickly, becoming Acting President on 31 December 1999 when Yeltsin unexpectedly resigned. Putin easily won the subsequent 2000 presidential election and was reelected in 2004. Because of constitutionally mandated term limits, Putin was ineligible to run for a third consecutive presidential term in 2008. Dmitry Medvedev won the 2008 presidential election and appointed Putin as Prime Minister, beginning a period of so-called "tandemocracy". In September 2011, following a change in the law extending the presidential term from four years to six, Putin announced that he would seek a third, non-consecutive term as President in the 2012 presidential election, an announcement which led to large-scale protests in many Russian cities. In March 2012, he won the election, which was criticized for procedural irregularities, and is serving a six-year term.

The agenda of the session was to review the ratification of the Russian-Syrian agreement on an open-ended deployment. The Russian State Duma is expected to approve an agreement on the deployment of Russian Air Force personnel to Syria during a Moscow session on Friday, October 7. The agreement, which was signed in Damascus on August 26 by Russian military representatives and the Syrian government, specifies that members of the Russian air force will be deployed at the Hmeymim airfield in Latakia province to maintain peace and stability in the region. Dmitri Svishchev, the head of the sports and physical culture committee of the lower house of the Russian Parliament, the State Duma, has called an extraordinary meeting of the organisation to discuss the issue of doping in Moscow on Friday, March 11. The meeting takes place only a few days after Russian tennis player Maria Sharapova announced that she had failed a drugs test at the Australian Open for taking ‘Meldonium,’ during a statement to the press in Los Angeles on Monday. The meeting also follows reports in the Russian media that other Russian athletes have tested positive for Meldonium, which was only added to the list of banned substances by the World Anti-Doping Agency (WADA) earlier this year.
