This documentary presents an account of Central Intelligence Agency (CIA) activities that had previously been covert, including activities in Iran, Guatemala, Cuba, Congo, Vietnam and Laos. The film includes interviews with CIA director Allen Dulles and Dick Bissel.
About the CIA:
The Central Intelligence Agency (CIA) is an independent civilian intelligence agency of the United States government. It is an executive agency and reports directly to the Director of National Intelligence, with responsibility for providing national security intelligence assessment to senior United States policymakers. The CIA also oversees and sometimes engages in tactical and covert activities at the request of the President of the United States.
The CIA succeeded the Office of Strategic Services (OSS), formed in 1942 to coordinate espionage activities against the Axis Powers for the branches of the United States Armed Forces. The National Security Act of 1947 established the CIA, affording it "no police or law enforcement functions, either at home or abroad".
The primary function of the CIA is to collect information about foreign governments, corporations, and individuals, and to advise public policymakers, but it does conduct tactical operations and carries out covert operations, and exerts foreign political influence through its tactical divisions, such as the Special Activities Division. Often, when field operations are organized, the U.S. military carry these operations out on behalf of the agency while the CIA oversees them. Intelligence-gathering is performed by non-military commissioned civilian intelligence agents, many of whom are trained to avoid tactical situations.
Sometimes, the CIA is referred to euphemistically in government and military parlance as Other Government Agency, particularly when its operations in a particular area are an open secret. Other terms include The Company, Langley, and The Agency.
The CIA from 1953 till 1965:
Allen Dulles, who had been a key OSS operations officer in Switzerland, became director of the CIA in 1953, at a time where U.S. policy was dominated by intense anticommunism. Dulles enjoyed a high degree of flexibility, as his brother, John Foster Dulles, was simultaneously Secretary of State.
During this period, there were numerous covert actions against left-wing movements perceived as communist. The CIA overthrew a foreign government for the first time during the 1953 Iranian coup d'état, at the request of Winston Churchill. Some of the largest operations were aimed at Cuba after the overthrow of the Batista regime, including the failed Bay of Pigs Invasion (1961) and attempts to remove Fidel Castro from power. In 1962, there have been suggestions that the Soviet attempt to put missiles into Cuba came, indirectly, when they realized how badly they had been compromised by a U.S.-UK defector in place, Oleg Penkovsky. One of the biggest operations ever undertaken by the CIA took place in Congo in support of Mobutu Sese Seko to become president in 1965.

In 1933, Marine Corps Maj. Gen. Smedley Butler was approached by a wealthy and secretive group of industrialists
and bankers to overthrow President FDR and establish a fascist dictatorship in the United States. The plan to install
a fascist state by force was exposed when Butler blew the whistle and identified the ringleaders in a testimony given
to the U.S. House Committee on Un-American Activities.
Senator Prescott Bush went on to help finance Hitler's rise to power and continued business dealings with the Nazi's
even after America entered the second World war.
At the end of WWII Operation Paperclip was launched by the OSS to smuggle Nazi war criminals into the United States.
The OSS provided the perfect model for the CIA which was established in 1947. The CIA's sudden rise to power gave birth to the Military Industrial Complex. By the end of Eisenhower's presidency in 1961 it had become evident that the Federal Govt. could no longer control the agency. The CIA had gone rogue.

Aldrich Hazen Ames (born May 26, 1941) is a former Central Intelligence Agency counterintelligence officer and analyst, who in 1994 was convicted of spying for the Soviet Union and Russia. So far as is known, Ames compromised the second-largest number of CIA assets—second only to those betrayed by Robert Hanssen.
While spending nine years working in CIA counter-intelligence, he declared an annual income of $60,000 but his credit card spending of up to $30,000 a month funded a lifestyle that included a new Jaguar and a $540,000 house that was paid for in cash.[2]
Other agents in place in the U.S. government or military who worked as a mole for either the KGB or the SVR, include:
James Hall III - An Army warrant officer and intelligence analyst in Germany who sold eavesdropping and code secrets to East Germany and the Soviet Union from 1983 to 1988.
Robert Hanssen - Arrested for spying for the Soviet Union and Russia for more than 15 of his 27 years with the Federal Bureau of Investigation.
Earl Edwin Pitts - An FBI agent charged with providing Top Secret documents to the Soviet Union and then Russia from 1987 until 1992.
Harold James Nicholson - A senior-ranking Central Intelligence Agency officer arrested while attempting to take Top Secret documents out of the country. He began spying for Russia in 1994.
George Trofimoff - A then-retired Army Reserve colonel, charged in June 2000 of spying for the KGB and the Russian Foreign Intelligence Service (or SVR) for over 25 years.
William Kampiles - A CIA clerk who sold a KH-11 spy satellite manual to the Soviet Union.
David Henry Barnett - A CIA officer convicted of spying for the Soviet Union in 1980. He volunteered to spy in 1976.
John Anthony Walker - A Navy Warrant Officer convicted of providing massive amounts of classified information to the USSR during his Naval career. Several members of his family were involved in his spying activities as well.

The CIA also oversees and sometimes engages in tactical and covert activities at the request of the President of the United States.
The CIA succeeded the Office of Strategic Services (OSS), formed in 1942 to coordinate espionage activities against the Axis Powers for the branches of the United States Armed Forces. The National Security Act of 1947 established the CIA, affording it "no police or law enforcement functions, either at home or abroad".
The primary function of the CIA is to collect information about foreign governments, corporations, and individuals, and to advise public policymakers, but it does conduct tactical operations and carries out covert operations, and exerts foreign political influence through its tactical divisions, such as the Special Activities Division. Often, when field operations are organized, the U.S. military carry these operations out on behalf of the agency while the CIA oversees them. Intelligence-gathering is performed by non-military commissioned civilian intelligence agents, many of whom are trained to avoid tactical situations.
Sometimes, the CIA is referred to euphemistically in government and military parlance as Other Government Agency, particularly when its operations in a particular area are an open secret. Other terms include The Company, Langley, and The Agency.
The CIA from 1953 till 1965:
Allen Dulles, who had been a key OSS operations officer in Switzerland, became director of the CIA in 1953, at a time where U.S. policy was dominated by intense anticommunism. Dulles enjoyed a high degree of flexibility, as his brother, John Foster Dulles, was simultaneously Secretary of State.
During this period, there were numerous covert actions against left-wing movements perceived as communist. The CIA overthrew a foreign government for the first time during the 1953 Iranian coup d'état, at the request of Winston Churchill. Some of the largest operations were aimed at Cuba after the overthrow of the Batista regime, including the failed Bay of Pigs Invasion (1961) and attempts to remove Fidel Castro from power. In 1962, there have been suggestions that the Soviet attempt to put missiles into Cuba came, indirectly, when they realized how badly they had been compromised by a U.S.-UK defector in place, Oleg Penkovsky. One of the biggest operations ever undertaken by the CIA took place in Congo in support of Mobutu Sese Seko to become president in 1965.

Mike McConnell, former Director of National Intelligence, was about to publicize an investigation report of outsourcing by U.S. intelligence agencies, as required by Congress.[125] However, this report was then classified. Hillhouse speculates that this report includes requirements for the CIA to report:
different standards for government employees and contractors;
contractors providing similar services to government workers;
analysis of costs of contractors vs. employees;
an assessment of the appropriateness of outsourced activities;
an estimate of the number of contracts and contractors;
comparison of compensation for contractors and government employees;
attrition analysis of government employees;
descriptions of positions to be converted back to the employee model;
an evaluation of accountability mechanisms;
an evaluation of procedures for "conducting oversight of contractors to ensure identification and prosecution of criminal violations, financial waste, fraud, or other abuses committed by contractors or contract personnel"; and
an "identification of best practices of accountability mechanisms within service contracts."
According to investigative journalist Tim Shorrock:
...what we have today with the intelligence business is something far more systemic: senior officials leaving their national security and counterterrorism jobs for positions where they are basically doing the same jobs they once held at the CIA, the NSA and other agencies — but for double or triple the salary, and for profit. It's a privatization of the highest order, in which our collective memory and experience in intelligence — our crown jewels of spying, so to speak — are owned by corporate America. Yet, there is essentially no government oversight of this private sector at the heart of our intelligence empire. And the lines between public and private have become so blurred as to be nonexistent.[129][130]

The National Reconnaissance Office (NRO), responsible for the development and operation of airborne and spaceborne sensors, long was a joint operation of the CIA and the United States Department of Defense. NRO had been significantly involved in the design of such sensors, but the NRO, then under DCI authority, contracted more of the design that had been their tradition, and to a contractor without extensive reconnaissance experience, Boeing. The next-generation satellite Future Imagery Architecture project "how does heaven look", which missed objectives after $4 billion in cost overruns, was the result of this contract.[131][132]
