A University of Central Florida police officer is under investigation after video of a traffic stop showed him smash a car window when he said the driver started to roll it up on his hand.
The traffic stop happened Wednesday, Sept. 4 along Gemini Boulevard on the UCF campus.
Video from UCF Police Officer Timothy Isaacs's lapel camera showed him pull over Victoria King for a broken brake light. King, who was 25 at the time, said the car was her mother's, and she did not have the vehicle's registration card.
After Isaacs processed King's information and walked back to her car to give her a ticket, King, who was identified as a UCF student, became upset and refused to roll down the window when the officer asked multiple times.
When she refused to roll down her window all the way, Isaacs then asked King to step out of the car. The video showed King asking the officer what law said that she must obey those orders. Isaacs told her she was being detained for a traffic infraction, and warned her he would break the window if she didn't comply.
Isaacs then put his hand on the top of the window, which was rolled down about a quarter of the way. After he did that, Isaacs said King started to roll up the window on his arm, prompting him to shatter the car window.
"I forcefully pulled my arm back and broke the window due to the defendant's blatant disregard to all of the orders that were given to her, and her attempt to close the window on my arm," Isaacs wrote in an arrest affidavit.
After shattering the window, Isaacs and another responding UCF police officer grabbed King's arms and took her out of the vehicle. Isaacs said King continued to resist arrest as they got her out of the car and put her in handcuffs.
King was charged with battery on a law enforcement officer and resisting an officer -- one count of resisting with violence, and a second count for resisting without violence.
She has since filed a formal complaint against Isaacs. In the video, King said she was bleeding.
Isaacs also wrote in the arrest report that King told officers she was having a miscarriage, but after a medic arrived, it was discovered that King did not know for sure whether or not she was pregnant. King refused transport to a hospital, Isaacs said.
UCF said it would not comment on the incident, since the investigation was ongoing.

Moments after his motorcycle struck a 4-year-old girl, an off-duty Chicago Police officer shot and killed the girl's irate father after he allegedly attacked the officer, the Chicago Sun Times reports.
Fraternal Order of Police Spokesman Pat Camden identified the officer as a 43-year-old veteran of the Chicago Police. The officer was headed home on Saturday evening when the horrifying incident occurred.
As he was driving home, the officer says he saw a child unexpectedly run into the street. In order not to strike the girl directly, the cop jumped off his motorcycle, pulling it down on its side on the pavement. However, the motorcycle skidded and flipped, hitting the 4-year-old girl and her 18-year-old cousin, John Passley.
As the officer attempted to provide aide to the girl, her father, identified as Christopher Middleton, 26, came running out of a nearby restaurant and aggressively approached the officer and began shouting, officials said. The cop argues that he identified himself as a police officer but Middleton still hit him in the face and knocked him to the ground before striking him repeatedly.
According to the Daily Herald, the officer said, "Take it easy, I'm the Police." But Middleton replied, "I don't give a f*ck who you are," and punched him in the face.
Passley reportedly began kicking the officer, joining Middleton in the assault. Shortly after, the officer drew his weapon and fired once, fatally wounding Middleton. He was pronounced dead at around 10:14 p.m. Saturday at Loyola Medical Center.
"At that point he's defending his life — he's on the ground, he's about to lose consciousness from the people who are beating him and draws his weapon in defense of his life," Camden said. "The officer responded accordingly."
Middleton's sister, Tina Middleton, said her brother lived in Elgin with the mother of his daughter and was visiting relatives in Maywood, where he grew up. "He was a good person," she said. "I know for sure he wasn't out to harm the man. My brother would never harm anybody. I could understand him [the officer] being upset, but two wrongs don't make a right."
Middleton was due to be married Aug. 18th, his sister said. Besides his daughter who was injured, Middleton also had a 6-year-old son and an unborn child, his sister said.
Middleton's daughter suffered contusions and abrasions and was hospitalized overnight for observation.
Passley was being held by Maywood police for questioning, Shapiro said.
The officer is expected to recover from his injuries, which include contusions to his head and body from the attack and as well as a broken leg and broken shoulder from the crash, Camden added.
The Independent Police Review Authority — which examines all Chicago police-involved shootings — is investigating the incident, said Larry Merritt, an IPRA spokesman.

The Man
"The Man" is a slang phrase that may refer to the government or to some other authority in a position of power. In addition to this derogatory connotation, it may also serve as a term of respect and praise.
The phrase "the Man is keeping me down" is commonly used to describe oppression. The phrase "stick it to the Man" encourages resistance to authority, and essentially means "fight back" or "resist", either passively, openly or via sabotage.
History
As a phrase meaning "the boss" it dates from at least 1918.
In the Southern U.S. states, the phrase came to be applied to any man or any group in a position of authority, or to authority in the abstract. From about the 1950s the phrase was also an underworld code word for police, the warden of a prison or other law enforcement or penal authorities.
The use of this term was expanded to counterculture groups and their battles against authority, such as the Yippies, which, according to a May 19, 1969 article in U.S. News and World Report, had the "avowed aim ... to destroy 'The Man', their term for the present system of government". The term eventually found its way into humorous usage, such as in a December 1979 motorcycle ad from the magazine Easyriders which featured the tagline, "California residents: Add 6% sales tax for The Man."

The traffic stop happened Wednesday, Sept. 4 along Gemini Boulevard on the UCF campus. Video from UCF Police Officer Timothy Isaacs's lapel camera showed him pull over Victoria King for a broken brake light. King, who was 25 at the time, said the car was her mother's, and she did not have the vehicle's registration card. Cop Hits Little Girl With Motorcycle Then Shoots and Kills Angry Dad
Moments after his motorcycle struck a 4-year-old girl, an off-duty Chicago Police officer shot and killed the girl's irate father after he allegedly attacked the officer, the Chicago Sun Times reports. Fraternal Order of Police Spokesman Pat Camden identified the officer as a 43-year-old veteran of the Chicago Police. The officer was headed home on Saturday evening when the horrifying incident occurred. As he was driving home, the officer says he saw a child unexpectedly run into the street. A University of Central Florida police officer is under investigation after video of a traffic stop showed him smash a car window when he said the driver started to roll it up on his hand.
The traffic stop happened Wednesday, Sept. 4 along Gemini Boulevard on the UCF campus.
Video from UCF Police Officer Timothy Isaacs's lapel camera showed him pull over Victoria King for a broken brake light. King, who was 25 at the time, said the car was her mother's, and she did not have the vehicle's registration card.
After Isaacs processed King's information and walked back to her car to give her a ticket, King, who was identified as a UCF student, became upset and refused to roll down the window when the officer asked multiple times.
When she refused to roll down her window all the way, Isaacs then asked King to step out of the car. The video showed King asking the officer what law said that she must obey those orders. Isaacs told her she was being detained for a traffic infraction, and warned her he would break the window if she didn't comply.
Isaacs then put his hand on the top of the window, which was rolled down about a quarter of the way. After he did that, Isaacs said King started to roll up the window on his arm, prompting him to shatter the car window.
"I forcefully pulled my arm back and broke the window due to the defendant's blatant disregard to all of the orders that were given to her, and her attempt to close the window on my arm," Isaacs wrote in an arrest affidavit.
After shattering the window, Isaacs and another responding UCF police officer grabbed King's arms and took her out of the vehicle. Isaacs said King continued to resist arrest as they got her out of the car and put her in handcuffs.
King was charged with battery on a law enforcement officer and resisting an officer -- one count of resisting with violence, and a second count for resisting without violence.
She has since filed a formal complaint against Isaacs. In the video, King said she was bleeding.
Isaacs also wrote in the arrest report that King told officers she was having a miscarriage, but after a medic arrived, it was discovered that King did not know for sure whether or not she was pregnant. King refused transport to a hospital, Isaacs said.
UCF said it would not comment on the incident, since the investigation was ongoing.

According to the Daily Herald, the officer said, "Take it easy, I'm the Police." But Middleton replied, "I don't give a f*ck who you are," and punched him in the face.
Passley reportedly began kicking the officer, joining Middleton in the assault. Shortly after, the officer drew his weapon and fired once, fatally wounding Middleton. He was pronounced dead at around 10:14 p.m. Saturday at Loyola Medical Center.
"At that point he's defending his life — he's on the ground, he's about to lose consciousness from the people who are beating him and draws his weapon in defense of his life," Camden said. "The officer responded accordingly."
Middleton's sister, Tina Middleton, said her brother lived in Elgin with the mother of his daughter and was visiting relatives in Maywood, where he grew up. "He was a good person," she said. "I know for sure he wasn't out to harm the man. My brother would never harm anybody. I could understand him [the officer] being upset, but two wrongs don't make a right."
Middleton was due to be married Aug. 18th, his sister said. Besides his daughter who was injured, Middleton also had a 6-year-old son and an unborn child, his sister said.
Middleton's daughter suffered contusions and abrasions and was hospitalized overnight for observation.
Passley was being held by Maywood police for questioning, Shapiro said.

"I forcefully pulled my arm back and broke the window due to the defendant's blatant disregard to all of the orders that were given to her, and her attempt to close the window on my arm," Isaacs wrote in an arrest affidavit.
After shattering the window, Isaacs and another responding UCF police officer grabbed King's arms and took her out of the vehicle. Isaacs said King continued to resist arrest as they got her out of the car and put her in handcuffs.
King was charged with battery on a law enforcement officer and resisting an officer -- one count of resisting with violence, and a second count for resisting without violence.
She has since filed a formal complaint against Isaacs. In the video, King said she was bleeding.
Isaacs also wrote in the arrest report that King told officers she was having a miscarriage, but after a medic arrived, it was discovered that King did not know for sure whether or not she was pregnant. King refused transport to a hospital, Isaacs said.
UCF said it would not comment on the incident, since the investigation was ongoing.

Moments after his motorcycle struck a 4-year-old girl, an off-duty Chicago Police officer shot and killed the girl's irate father after he allegedly attacked the officer, the Chicago Sun Times reports.
Fraternal Order of Police Spokesman Pat Camden identified the officer as a 43-year-old veteran of the Chicago Police. The officer was headed home on Saturday evening when the horrifying incident occurred.
As he was driving home, the officer says he saw a child unexpectedly run into the street. In order not to strike the girl directly, the cop jumped off his motorcycle, pulling it down on its side on the pavement. However, the motorcycle skidded and flipped, hitting the 4-year-old girl and her 18-year-old cousin, John Passley.
As the officer attempted to provide aide to the girl, her father, identified as Christopher Middleton, 26, came running out of a nearby restaurant and aggressively approached the officer and began shouting, officials said. The cop argues that he identified himself as a police officer but Middleton still hit him in the face and knocked him to the ground before striking him repeatedly.
According to the Daily Herald, the officer said, "Take it easy, I'm the Police." But Middleton replied, "I don't give a f*ck who you are," and punched him in the face.
Passley reportedly began kicking the officer, joining Middleton in the assault. Shortly after, the officer drew his weapon and fired once, fatally wounding Middleton. He was pronounced dead at around 10:14 p.m. Saturday at Loyola Medical Center.
"At that point he's defending his life — he's on the ground, he's about to lose consciousness from the people who are beating him and draws his weapon in defense of his life," Camden said. "The officer responded accordingly."
Middleton's sister, Tina Middleton, said her brother lived in Elgin with the mother of his daughter and was visiting relatives in Maywood, where he grew up. "He was a good person," she said. "I know for sure he wasn't out to harm the man. My brother would never harm anybody. I could understand him [the officer] being upset, but two wrongs don't make a right."
Middleton was due to be married Aug. 18th, his sister said. Besides his daughter who was injured, Middleton also had a 6-year-old son and an unborn child, his sister said.
Middleton's daughter suffered contusions and abrasions and was hospitalized overnight for observation.
Passley was being held by Maywood police for questioning, Shapiro said.
The officer is expected to recover from his injuries, which include contusions to his head and body from the attack and as well as a broken leg and broken shoulder from the crash, Camden added.
The Independent Police Review Authority — which examines all Chicago police-involved shootings — is investigating the incident, said Larry Merritt, an IPRA spokesman.
