US Secretary of State John Kerry, arrived in London on Sunday afternoon, continuing his tour of Europe.
Kerry is trying to raise European support for a strike against the government of Syrian President Bashar Assad and also discussing Middle East peace negotiations.
British Prime Minister David Cameron supports military intervention, but the British Parliament opposed him and so he says his country won't be part of any action.
The Obama administration is distributing videos showing a chemical weapons attack in Syria to help convince Americans and Congress that a military intervention against the Syrian government is necessary, Kerry said on Sunday.
The United States has accused Syrian President Bashar Assad's government of using chemical weapons in an assault on 21 August, and cited intelligence reports as saying it killed at least 1,429 people, including more than 400 children.
Other estimates put the death toll from the attack at more than 500.
The videos show the victims exhibiting what appear to be symptoms of nerve gas poisoning.
US lawmakers will consider a resolution authorising the "limited and specified use" of US armed forces against Syria for no more than 90 days and barring American ground troops from combat.

STORYLINE:
The new US Secretary of State, Hillary Rodham Clinton, started her first day on Thursday in her new position as chief diplomat by introducing herself to State Department diplomats and employees.
Clinton's appointment was confirmed overwhelmingly by the Senate on Wednesday.
The secretary addressed an enthusiastic crowd of State Department employees gathered in the front hall of the State Department building.
She told them that she intends to do all that she can to see that robust development programmes and effective diplomacy are the best tools for securing America's long term foreign policy goals.
She also emphasised that the diplomatic corps combined with the Secretary of State were now working as a team to get things done in the area of foreign policy.
President Barack Obama is scheduled to visit the State Department on Thursday afternoon to address assembled staff members on the importance of diplomacy in American foreign policy.

Condoleezza Rice took over on Thursday as the 66th US Secretary of State, faced with an agenda laden with difficult and potentially explosive foreign policy problems.
At the very top is a grinding war in Iraq that has taken the lives of more than 1,400 US troops.
Her arrival at the State Department was orchestrated for an enthusiastic welcome by employees in the same place where Colin Powell bid farewell last week.
She told her staff that President George W Bush had set a bold agenda for American foreign policy, and that it was a "remarkable time in America's history".
Rice was sworn in on Wednesday night by White House Chief of Staff Andrew Card in his West Wing office. Her designated replacement as national security adviser, Stephen Hadley, held the Bible.
President Bush planned to attend a ceremonial swearing-in on Friday at the State Department, with Supreme Court Justice Ruth Bader Ginsburg administering the oath.
Rice, a one-time Stanford academic and analyst of the now-defunct Soviet Union, is the first black woman to hold the job of secretary of state. The first woman was Madeleine Albright and Powell was the first black man.
Rice is about a week behind schedule, delayed by critical Democratic senators who delayed confirmation. The Senate voted 85-13 to confirm her Wednesday.
In history, only Henry Clay, who was confirmed as secretary of state in 1825 by a vote of 27-14, drew more opposition. Henry Kissinger was approved 78-7, Dean Acheson 83-6 and Alexander Haig 93-6.

According to the Russian Foreign Ministry, Lavrov and Kerry discussed ways on normalizing the situation in the flashpoint Syrian city of Aleppo. The two diplomats also touched on the North Korean issue as well as certain aspects of bilateral relations. Syria has been the focal point of discussions between Russian and U-S officials ever since a week-long truce deal collapsed in the Arab country last month. Last week, Lavrov once again urged Washington to honor its commitment to separate terrorists operating in Syria from the so-called moderate opposition. He accused the United States of protecting the Fateh al-Sham terrorist group, formerly known as Nusra Front, in Syria.

US Secretary of State John Kerry arrived in Lagos, Nigeria, on Sunday in a rare high-level visit to Africa's most populous country.
He met Nigerian President Goodluck Jonathan, who is running for another term in the country's elections next month.
Kerry urged Nigeria's leading presidential candidates to refrain from fomenting violence after next month's vote.
Kerry's visit came as Nigerian troops battled extremists who attacked Maiduguri, the biggest city in the Nigeria's northeast.
He condemned the savage attacks by Boko Haram, an al-Qaida-linked insurgency.
Kerry was in the country's commercial capital, Lagos, about 1,000 miles (1,600 kilometres) southwest from the skirmishes that killed more than 200 combatants.

Secretary of State or State Secretary is a commonly used title for a senior or mid-level post in governments around the world. The role varies between countries, and in some cases there are multiple Secretaries of State in the Government.
In many countries, a Secretary of State is a mid-level post. It is usually a politically appointed position, although in some countries, such as Germany and Sweden, it can be filled by a member of the executive bureaucracy (civil service) as a political appointment. In the Holy See, there is one Secretary of State, who coordinates all the departments of the Roman Curia (that is, equivalent to a Prime Minister). In the United Kingdom a Secretary of State is a member of the Cabinet appointed by the Queen on the advice of the Prime Minister (that is, equivalent to a Minister). In the Federal Government of the United States of America, there is one Secretary of State, the most senior political appointee responsible for foreign policy (that is, equivalent to a Foreign Minister).

John Kerry
John Forbes Kerry (born December 11, 1943) is an American politician who is the 68th and current United States Secretary of State. He has served in the United States Senate, and was chairman of the Senate Foreign Relations Committee. Kerry was the candidate of the Democratic Party in the 2004 presidential election, losing to George W. Bush.
Kerry was born in Aurora, Colorado and attended boarding school in Massachusetts and New Hampshire. He graduated from Yale University class of 1966 with a political science major. Kerry enlisted in the Naval Reserve in 1966, and during 1968–1969 served an abbreviated four-month tour of duty in South Vietnam as officer-in-charge (OIC) of a Swift Boat. For that service, he was awarded combat medals that include the Silver Star Medal, Bronze Star Medal, and three Purple Heart Medals. Securing an early return to the United States, Kerry joined the Vietnam Veterans Against the War organization in which he served as a nationally recognized spokesman and as an outspoken opponent of the Vietnam War. He appeared in the Fulbright Hearings before the Senate Committee on Foreign Affairs where he deemed United States war policy in Vietnam to be the cause of war crimes.

Plot: An unremarkable ghost-writer has landed a lucrative contract to redact the memoirs of Adam Lang, the former UK Prime Minister. After dominating British politics for years, Lang has retired with his wife to the USA. He lives on an island, in luxurious, isolated premises complete with a security detail and a secretarial staff. Soon, Adam Lang gets embroiled in a major scandal with international ramifications that reveals how far he was ready to go in order to nurture UK's "special relationship" with the USA. But before this controversy has started, before even he has closed the deal with the publisher, the ghost-writer gets unmistakable signs that the turgid draft he is tasked to put into shape inexplicably constitutes highly sensitive material.

Russian FM discusses Syria with US secretary of state
According to the Russian Foreign Ministry, Lavrov and Kerry discussed ways on normalizing the situation in the flashpoint Syrian city of Aleppo. The two diplomats also touched on the North Korean issue as well as certain aspects of bilateral relations. Syria has been the focal point of discussions between Russian and U-S officials ever since a week-long truce deal collapsed in the Arab country last month. STORYLINE:
Condoleezza Rice took over on Thursday as the 66th US Secretary of State, faced with an agenda laden with difficult and potentially explosive foreign policy problems.
At the very top is a grinding war in Iraq that has taken the lives of more than 1,400 US troops.
Her arrival at the State Department was orchestrated for an enthusiastic welcome by employees in the same place where Colin Powell bid farewell last week.
She told her staff that President George W Bush had set a bold agenda for American foreign policy, and that it was a "remarkable time in America's history".
Rice was sworn in on Wednesday night by White House Chief of Staff Andrew Card in his West Wing office. Her designated replacement as national security adviser, Stephen Hadley, held the Bible.
President Bush planned to attend a ceremonial swearing-in on Friday at the State Department, with Supreme Court Justice Ruth Bader Ginsburg administering the oath.
Rice, a one-time Stanford academic and analyst of the now-defunct Soviet Union, is the first black woman to hold the job of secretary of state. The first woman was Madeleine Albright and Powell was the first black man.
Rice is about a week behind schedule, delayed by critical Democratic senators who delayed confirmation. The Senate voted 85-13 to confirm her Wednesday.
In history, only Henry Clay, who was confirmed as secretary of state in 1825 by a vote of 27-14, drew more opposition. Henry Kissinger was approved 78-7, Dean Acheson 83-6 and Alexander Haig 93-6.

STORYLINE:
Condoleezza Rice took over on Thursday as the 66th US Secretary of State, faced with an agenda laden with difficult and potentially explosive foreign policy problems.
At the very top is a grinding war in Iraq that has taken the lives of more than 1,400 US troops.
Her arrival at the State Department was orchestrated for an enthusiastic welcome by employees in the same place where Colin Powell bid farewell last week.
She told her staff that President George W Bush had set a bold agenda for American foreign policy, and that it was a "remarkable time in America's history".
Rice was sworn in on Wednesday night by White House Chief of Staff Andrew Card in his West Wing office. Her designated replacement as national security adviser, Stephen Hadley, held the Bible.
President Bush planned to attend a ceremonial swearing-in on Friday at the State Department, with Supreme Court Justice Ruth Bader Ginsburg administering the oath.
Rice, a one-time Stanford academic and analyst of the now-defunct Soviet Union, is the first black woman to hold the job of secretary of state. The first woman was Madeleine Albright and Powell was the first black man.
Rice is about a week behind schedule, delayed by critical Democratic senators who delayed confirmation. The Senate voted 85-13 to confirm her Wednesday.
In history, only Henry Clay, who was confirmed as secretary of state in 1825 by a vote of 27-14, drew more opposition. Henry Kissinger was approved 78-7, Dean Acheson 83-6 and Alexander Haig 93-6.

US Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov will return to talks in Lausanne, Switzerland on Saturday, along with other regional powers, to discuss the Syria conflict. Kerry had previously pointedly avoided new bilateral negotiations with Lavrov. UN Syria peace envoy Staffan de Mistura, who will also attend the talks, has offered to escort members of an Islamist militant group out of Aleppo if that would entice Damascus to forge a ceasefire with the remaining rebels.

Senior American officials routinely hold dialogues with foreign officials to discuss cyber espionage. However, if a cyber attack can be performed through proxy servers jumping several countries before reaching the U.S., then can anyone ever be sure of who is really behind the attack? Yet we often see newspaper headlines clearly identifying that one country is hacking another country through state-sponsored, cyber criminal, or hacktivist means. Even if government cyber analysts with TS/SCI security clearances have high confidence in the identity of an attacker based on forensics and human intelligence, what are the challenges in effectively addressing the topic in a diplomatic or military dialogue with the attacker country?
Two major roadblocks in cyber diplomacy are the "attribution problem," and the related "disclosure dilemma." If there is indeed an attribution problem--when a country cannot be sure which other state is hacking it because a third country could be using it as a proxy--then a country could never accuse another countries of state-sponsored cyber attacks. Yet, countries routinely accuse others of cyber attacks, the public sees this in newspapers almost every day, and it is often an important topic in bilateral dialogues. Furthermore, the disclosure dilemma occurs when a country has both incentives and disincentives to disclose details on how it was hacked. On one hand, evidence will prove its case, but on another hand, evidence will make the attacker more savvy and careful not to repeat the same mistakes next time. Disclosure could create a stronger adversary. These are major concerns in the practice of cyber diplomacy today.
My presentation identifies how government-to-government cyber diplomacy works, examines the attribution problem and disclosure dilemma more fully, and shows how the U.S. approaches this topic differently with partners versus potential adversaries. This is not a technical presentation, but rather it is a policy presentation on cyber diplomacy drawing from political science and my diplomatic experience.
David was a tenured U.S. diplomat before leaving the U.S. government to consult for the private sector, and to write policy and academic papers. At the State Department, he was the senior political-military affairs officer covering the East Asia region and his responsibilities included coordinating diplomatic dialogues, formulating plans with the Pentagon, notifying Congress of U.S. arms sales, writing the Secretary of State’s talking points, and traveling overseas with the Secretary of State and Secretary of Defense for bilateral dialogues. His other assignments included the U.S. embassies in Beijing, Tokyo, Wellington; U.S. consulates in Sydney and Perth; American Institute in Taiwan; and U.S. Pacific Command. He completed his B.A. at UC Berkeley; M.A. in international affairs and business management, and political science Ph.D. courses at UC San Diego.
