Merseyside Police is the territorial police force responsible for policing Merseyside in North West England. The service area is 647 square kilometres with a population of around 1.5 million. As of March 2009 the service has 4,494 police officers, 2,221 staff, 442 police community support officers and 420 special constables. The service operates under the oversight of the Police and Crime Commissioner, Jane Kennedy. Under proposals made by the Home Secretary on 6 February 2006, it would merge with Cheshire Constabulary to form a strategic police force. The proposals were later abandoned.
The service came into being in 1974 when Merseyside was created, and is a successor to the Liverpool and Bootle Constabulary (itself formed in 1967), along with parts of Cheshire Constabulary and Lancashire Constabulary.
Merseyside (/ˈmɜːrzisaɪd/) is a metropolitan county in North West England, with a population of 1.38 million. It encompasses the metropolitan area centred on both banks of the lower reaches of the Mersey Estuary, and comprises five metropolitan boroughs: Knowsley, St Helens, Sefton, Wirral, and the city of Liverpool. Merseyside, which was created on 1 April 1974 as a result of the Local Government Act 1972, takes its name from the River Mersey.
Merseyside spans 249 square miles (645 km2) of land which border Lancashire (to the north-east), Greater Manchester (to the east), Cheshire (to the south and south-west) and the Irish Sea to the west. North Wales is across the Dee Estuary. There is a mix of high density urban areas, suburbs, semi-rural and rural locations in Merseyside, but overwhelmingly the land use is urban. It has a focused central business district, formed by Liverpool City Centre, but Merseyside is also a polycentric county with five metropolitan districts, each of which has at least one major town centre and outlying suburbs. The Liverpool Urban Area is the fifth most populous conurbation in England, and dominates the geographic centre of the county, while the smaller Birkenhead Urban Area dominates the Wirral Peninsula in the south.
A police officer (also known as a policeman or police agent in some forces, particularly in the United Kingdom and other Commonwealth nations) is a warranted law employee of a police force. In the United States, "officer" usually is the formal name of the lowest police rank. In many other countries, "officer" is a generic term not specifying a particular rank, and the lowest rank is often "constable". In some nations the use of the rank "officer" is legally reserved for military personnel. Police officers are generally charged with the apprehension of criminals and the prevention and detection of crime, protection and assistance of the general public, and the maintenance of public order. Police officers may be sworn to an oath, and have the power to arrest people and detain them for a limited time, along with other duties and powers. Some police officers may also be trained in special duties, such as counter-terrorism, surveillance, child protection, VIP protection, civil law enforcement, and investigation techniques into major crime including fraud, rape, murder, and drug trafficking. Although many police officers wear a corresponding uniform, some police officers are plain-clothed in order to dissimulate as ordinary citizens.
On the 28th of July 2016 at around 1pm, PC Phillip Towers 8008 of St Anne Street Police Station Disruption Team, suddenly attacks a 7 stone disabled man outside Liverpool Crown Court. This video is filmed seconds after the man was shoved in the chest, then violently grabbed and pushed to the floor, landing on his back and head. The officer then jumped on the man 'Towering over him' on all fours. The Officer 'PC Towers' was appearing in court at the time, and had been returning to court with two fellow officers; also witnesses in the case. They were returning from the shops after being told not to confer. The case was as an Appeal at the Crown Court and the disabled mans friend was the Defendant in the case. 17th September 2015 - Merseyside Police call for covert dog unit that has no markings and not ventilation fan. The unit containing TWO dogs is required by law to have the ventilation for the long durations that the dogs spend on duty in the vehicle. This small inexpensive piece of equipment is required for the health and safety of the dogs in the vehicle.
