The Los Angeles City Council voted to approve a $1 Billion ratepayer hike on water and electricity rates (an increase vocally opposed by city residents, yet passed with only two "no" votes). However, as David Goldstein reports, CBS 2 News shows specific instances of LADWP workers taking excessively long breaks, on the clock. This joins a very long series of investigative reports by this station and others involving misuse of ratepayer dollars in a city where you have no choice but to pay the government for water and power. LADWP's Water Conservation Response Unit (WCRU) patrols the city to educate the public about the city's Water Conservation Ordinance. Ride along with a member of the WCRU as he responds to reports of water waste and talks to residents about the proper watering days for their side of the street as L.A. continues conservation efforts in light of the continuing drought.
