In modern politics and history, a parliament is a legislative, elected body of government. Generally a modern parliament has three functions: representing the electorate, making laws, and overseeing the government (i.e., hearings, inquiries).
Although some restrict the use of the word parliament to parliamentary systems, it is also commonly used to describe the legislature in presidential systems (i.e. the French parliament), even where it is not in the official name.
Historically, parliaments included various kinds of deliberative, consultative, and judicial assemblies (i.e. the mediaeval parlements).
The term is derived from Anglo-Norman parlement, from the verb parler 'talk'. The meaning evolved over time: originally any discussion, conversation, or negotiation (attested around 1100), through various kinds of deliberative or judicial groups, often summoned by the monarch. By 1400, it had come to mean in Britain specifically the British supreme legislature.
Various parliaments are claimed to be the oldest in the world, under varying definitions:

Read your free e-book: http://easyget.us/mebk/50/en/B0148L4ZW0/book In a broadly comparative, historical and quantitative analysis, this study reveals the unity of European electorates and party systems. Investigating thirty countries in Western and Central-eastern Europe over 150 years of electoral history, the author shows the existence of common alignments and parallel waves of electoral change across the continent. Europeanization appears through an array of indicators including cross-country deviation measures, uniform swings of votes, the correspondence between national arenas and European Parliament, as well as in the ideological convergence among parties of the same families. Based on a painstaking analysis of a large wealth of data, the study identifies the supra-national, domesti...

Mr Woolfe dramatically collapsed on a walkway in the European Parliament building in Strasbourg at around 11.20am UK time shortly after the fight with another Ukip politician - alleged to be Mike Hookem - at a 'clear the air' meeting. After being told he was a 'joke', Mr Woolfe (pictured top right with Nigel Farage) apparently took off his jacket and challenged Mr Hookem to 'settle this outside'. The married father-of-one - who was marking his 49th birthday today - suffered serious head injuries and is being treated for bleeding on the brain. He was said to be awake and talking this afternoon. Sources claimed the row was over Mr Woolfe's admission that he had considered defecting to the Tories after being 'enthused' by Theresa May's new direction. Ukip leadership favourite Steven Woolfe su...

Nigel Farage: EU Parliament 'declaring war' on Brexit talks Nigel Farage has accused the European Parliament of "a declaration of war" on the UK's Brexit talks after naming Guy Verhofstadt as its chief negotiator. The outgoing UKIP leader told MEPs the ex-Belgian prime minister was the "high priest" of federalism and should be replaced by someone "who likes the UK". Mr Verhofstadt is one of three officials chosen by EU institutions. He told MEPs earlier he didn't want to "punish" the UK but to build "sound relations" after the UK's departure. Although the Belgian politician, who leads the Alliance of Liberal and Democrats grouping in the European Parliament, will not actually lead the EU's talks with the UK, the European Parliament has said he will have a "central role" in discussions exp...
The Best of Nigel Farage and EU Parliament Part 1 European Parliament Farage was elected to the European Parliament in 1999 and re-elected in 2004, 2009 and 2014. In 1999 the BBC spent four months filming a documentary about his European election campaign but did not air it. Farage, then head of the UKIP's South East office, asked for a video and had friends make copies which were sold for £5 through the UKIP's magazine. Surrey Trading Standards investigated and Farage admitted the offence. Farage is presently the leader of the 24-member UKIP contingent in the European Parliament, and co-leader of the multinational Eurosceptic group, Europe of Freedom and Direct Democracy. http://en.wikipedia.org/wiki/Nigel_Farage credit http://www.europarl.europa.eu/ep-live/ I created this video wit...

Watch both his reply and MEP Guy Verhofstadt's (ALDE fraction leader) in full. Translation of Greek intervention is mine, and not on the account of Mr Tsipras. The result of the European Union referendum must be respected, David Cameron has said. The Prime Minister made the comments at his first parliamentary statement since losing the plebiscite. Mr Cameron however reiterated his call for Brexit itself not to start until his successor is put in place following his resignation. "There can be no doubt about the result. Of course I don’t take back what I said about the risks, it is going to be difficult, we've already seen that there are going to be adjustemnets in our economy and challenging constitutional issues" he told MPs. "I am clear and the Cabinet agreed this morning that the decision must be accepted and the process of implementing the decision in the best possible way must now begin."
