The Olympic Charter is a set of rules and guidelines for the organization of the Olympic Games, and for governing the Olympic movement. Its last revision was on the 9 September 2013.
Adopted by International Olympic Committee (IOC), it is the codification of the fundamental principles, rules and by-laws. French and English are the official languages of the Olympic Charter.
Throughout the history of the Olympics, the Olympic Charter has often decided the outcome of Olympic controversy. As expressed in its introduction, the Olympic Charter serves three main purposes:

There is a Google Doodle about the Olympic Charter. Today is the opening of the 22. Winter Olympics in Sochi. The 2014 Winter Olympics take place from 7 to 23 February in Sochi, Russia. On August 10, in the final game of London Olympics, South Korean football team carry together a large national flag, on which a player put a political message sign "Dokdo is our territory." The character on the placard is Korean language,so they naturally have a keen understanding of the meaning. Their behavior must not be condoned both legally and morally. The Youth Charter 2012 Olympic and Paralympic Youth Legacy Debate was a major milestone in the Youth Charter Legacy Manifesto launched in 2011 following the summer riots.
