President Bashar al-Assad accepted the entire cabinet's resignation after a meeting on 29 March 2011. Al-Assad then appointed outgoing Prime Minister Muhammad Naji al-Otari to continue as caretaker prime minister until a new government is appointed. On 3 April 2011, Assad appointed Minister of Agriculture Adel Safar the new Prime Minister. On 6 April 2011, the state-run al-Ekhbaria TV channel said that Foreign Minister Walid al-Moallem, Minister of Defense Dawoud Rajiha, Minister of Endowment and Religious Affairs Mohammed Abdul-Sattar Al Sayed, and Minister of Presidential Palace Affairs Mansour Fadlallah Azzam would remain in the new cabinet. On 9 April 2011, DayPress News reported the new cabinet was expected to be announced in the next week. On 14 April 2011, a new cabinet was officially announced.
The Syrian Civil War (Arabic: الحرب الأهلية السورية) is an ongoing multi-sided armed conflict with international interventions taking place in Syria. The unrest began in the early spring of 2011 within the context of the Arab Spring protests, with nationwide protests against President Bashar al-Assad's government, whose forces responded with violent crackdowns. The conflict gradually morphed from mass protests to an armed rebellion after months of military sieges. A United Nations report released in December, 2012, stated that the conflict had "become overtly sectarian in nature", between Alawite–dominated government forces, militias and other Shia groups fighting primarily against Sunni-dominated rebel groups; however both opposition and government forces denied that.
Initially, the Syrian government relied mainly on its armed forces, but since 2014 local protection units made up of volunteers known as National Defence Force have come to play a larger role, gradually becoming the primary military force of the Syrian state. From the early stages, the Syrian government received technical, financial, military and political support from Russia, Iran and Iraq. In 2013, Iran-backed Hezbollah entered the war in support of the Syrian Army. Due to foreign involvement, the conflict had been called a proxy war between the regional Sunni and Shia powers, most prominently as a proxy conflict between Saudi Arabia and Iran. In September 2015, Russia, Iraq, Iran and Syria set up a joint operation room (information centre) in Baghdad to coordinate their activity in Syria. On 30 September 2015, Russia started its own air campaign on the side and at the request of the government of Syria. The resultant proxy war between the United States and Russia led some commentators to characterise the situation as a "a proto-world war with nearly a dozen countries embroiled in two overlapping conflicts".

The Syrian government's indiscriminate shelling of civilians in Aleppo in the past two weeks has sparked international outrage. President Bashar al-Assad's army backed by Russia and Iran continued bombing parts of the eastern part of the city in order to quell the opposition. Shelling of hospitals and loss of medical personnel has left wounded residents with little or no help. Syrian Foreign Minister Walid al-Muallem says deadly terror attacks on Syrian civilians are supported by Turkey and its allies, Saudi Arabia and Qatar. As the war in Syria enters its third year, its economic impact is being felt by neighboring countries. Lebanon's tourist industry declined by as much as 15 percent in 2012. Visitors from the Persian Gulf states, who makeup approximately a third of Lebanon's tourists, but account for about 60 percent of the tourism spending, have stopped coming. he UN Security Council has voted unanimously to secure and destroy Syria's chemical weapons stockpile. The vote late on Friday was the first resolution passed on the Syrian conflict since it began in March 2011, after Russia and China had previously vetoed three Western-backed resolutions pressuring President Bashar Assad's regime to end the violence. Syrian government forces and rebels have continued to clash in and around the city of Aleppo. The fighting has been going on for over a week since the Syrian army launched its latest offensive. Operations against Daesh terrorists continue in Syria’s northern city of Aleppo. Russian planes struck key supply lines into militant-held areas as the Syrian army shelled terrorist positions elsewhere in the besieged old quarter of the city. Reports say government forces have made advances in the Suleiman al-Halabi neighborhood as well. Since the start of Syria’s unrest in 2011, Aleppo has been divided into government and militant-controlled sections. Meanwhile, the Syrian army established its control over further areas in the war-torn country including one in Dair al-Zawr province and killed tens of militants.
