Dr Jason von Meding's recent research has focused on the barriers that non-government organisations (NGOs) face in disaster recovery and the reduction in overall project success that arises from lack of competency in essential areas.

Dr Jason von Meding 

As the world faces more frequent and devastating disasters, it is apparent that the many organisations involved in disaster response need to be well prepared for post-disaster reconstruction with competence in disaster management, strategic management and project management. Jason's research addresses the competencies NGOs require in order to develop and implement strategies to address these barriers, and the tools that effectively model competency and predict success for the organisations involved in disaster response and recovery. The aim of the research is to define best practice for NGOs, particularly relating to staff capabilities and create the tools to effectively implement change.

Jason came to the University of Newcastle in 2013 after a number of years teaching and tutoring at Queens University of Belfast, Northern Ireland, where he also undertook his undergraduate and postgraduate qualifications. He currently holds the position within the Faculty of Engineering and Built Environment of Head of Discipline (Construction Management) and Senior Lecturer within the School of Architecture and Built Environment. He has published over 50 academic articles and secured over $1.3 million in research funding in his career to date.

Following his move to Australia, Jason established the Disaster and Development Research Group within the University, and now fosters collaborative group activities and supervises postgraduate students in disaster and hazard related areas. In 2014, he led successful bids within this group for Department of Foreign Affairs and Trade and Office for Learning and Teaching project funding. Jason also founded and continues to coordinate CIB W120 Disasters and the Built Environment, a global collective of his research peers.

With funding from the Department of Foreign Affairs and Trade, Jason established the Resilience Education Australia-China-Taipei (REACT) Network under the aegis of the Disaster and Development Research Group. A collaboration between the University of Newcastle, Beijing Normal University (China) and Ming Chuan University (Chinese Taipei), REACT aims to facilitate lasting collaboration in the area of disaster resilience including initiating a regional resilience education movement and enabling network partners to strategically lead wider initiatives that protect society from shocks to physical, socio-cultural, politico-economic and natural systems. The Network also aims to develop research collaboration expertise to seek future funding at national and international level, as well as producing interdisciplinary research publications and resilience education initiatives.

Jason engages in humanitarian consultancy for organisations such as Osman Consulting, for whom he heads up Academic Collaborations and Knowledge Transfer. He is regularly invited to speak at international events and conducts disaster management training and organises conferences around the world, including the 'Built Environment DRR Research Forum, to be held in Sendai, Japan, in March 2015, and the 5th International Building Resilience Conference to be held at the University of Newcastle in July 2015.

In recognition of his work since arriving at the University, Jason was awarded a Faculty of Engineering and Built Environment Research Award in 2014.

Career Summary

Biography

Dr Jason von Meding is Head of Discipline (Construction Management) and Senior Lecturer at the University of Newcastle, Australia. His research interests include disaster resilience, BIM, strategic management and international construction. He collaborates with a range of industrial and humanitarian partners, and has cultivated a growing international reputation as an emerging researcher in his field. He has published over 50 peer-reviewed papers, acts as a reviewer for various international publications and has been invited to participate in various scientific committees related to his areas of expertise. In his career to date, he has successfully secured over a million dollars in external research funding and has proven leadership capabilities in both program administration and as part of a research unit.

Since his appointment at the University of Newcastle, he has established the Disaster and Development Research Group, recruited a team of RHD students to the group and founded the Resilience Education Australia-China-Taipei (REACT) Network, with funding from DFAT. He is coordinator of CIB W120 Disasters and the Built Environment, a collective of his research peers, and engages in external humanitarian consultancy.

Research Expertise
Jason has conducted extensive research endeavors in a range of areas including disaster resilience, strategic management and international construction, collaborating with a range of industrial and humanitarian partners. He is widely published in peer-reviewed journals and conference proceedings, acts as a reviewer for various international publications and has been invited to participate in scientific committees related to his areas of expertise. Jason has successfully secured over a million dollars in the UK in external research funding and is experienced in the composition of successful research proposals.

Teaching Expertise
Jason has been teaching and tutoring in a university environment since 2006, and before UofN he was on faculty at Queen's University Belfast in the UK. He has experience in the delivery of content including research methods, construction and project management, disaster resilience, post-disaster reconstruction and organisational behaviour and strategy.

Administrative Expertise
Jason has demonstrated leadership capabilities in both programme administration and as part of a research unit. He previously led the research team in Construction Management at Queen's University Belfast before his appointment at University of Newcastle, and was heavily involved in the administration of the Masters programme in Construction and Project Management at QUB. At UoN, Jason is course coordinator for ARBE6604 Professional Practice in Post-Disaster Management, ARBE4302 Disaster Resilience in the Built Environment and ARBE4121B Research in the Built Environment B.

Jason has established links with various humanitarian sector agencies through field research in South-East Asia, and is meanwhile actively collaborating with several international research networks and organisations: i-Rec, University of Montreal ANDROID, EU resilience network UNISDR, Geneva Multi-Hazard Mitigation Council, USA CIB W120 Disasters and the Built Environment In addition, his research in BIM has enabled the creation of links within the UK construction industry with several commercial partners.

Each project participant brings his or her own knowledge, experience and ideas to the collective. The kind of chaotic and fragmented environment that is common in post-disaster scenarios presents specific barriers to the success of projects, which can be mitigated by ensuring that staff members possess competencies appropriate for their deployment to particular contexts. The paper aims to discuss these issues. Design/methodology/approach ¿ The study utilizes a mixed-methods approach, incorporating unstructured interviews to extract key factors of competence, project barriers and strategy, and a subsequent questionnaire survey, designed to quantify the various elements. Interviews were undertaken and analysed using a cognitive mapping procedure, while survey data were processed using SPSS. The data were then utilized in the development of a software prototype using Design Science Research methodology, capable of modelling the deployment of staff under various disaster scenarios. Findings ¿ Analysis of the survey and cognitive mapping data, in conjunction with relevant established frameworks, has allowed the classification of relevant competency elements. These elements have subsequently been measured and modelled into the competency-based tool and developed into a working prototype. Originality/value ¿ The developed system offers novel disaster competency assessment criteria. The system contains a variety of real-life scenarios derived from extensive data collection. These multi-hazard scenarios are embedded with knowledge and competency valuation criteria that can facilitate actors to assess their team¿s knowledge based on selective scenarios. In disaster response, time is a critical element, and this tool assists decision makers. It can enable disaster response actors to evaluate and assemble the appropriate personnel to deploy into disaster areas and into specific types of disaster environment.

The construction sector has an important role to play in the future creation of a more resilient built environment. The restoration of and design of new community infrastructure in the wake of major disasters can provide opportunities to reduce future threats and hazards in the built environment. However, there are often competing interests involved and these sociopolitical factors may result in a lack of transparency and fairness around decision-making processes. It has been previously documented that reconstruction efforts can be unduly impacted by misguided political and economic pressures to get communities 'back on their feet' quickly. Large scale disasters, particularly where there has been significant loss of life, tend to trigger intense media scrutiny and public expectation for rapid response and recovery. Particularly where there has been a large public fund-raising effort, both victims and donors often feel a stronger sense of attachment to the immediate recovery efforts in effected communities. The resulting media scrutiny and public pressure, real or perceived, on politicians to make quick decisions in relation to the reconstruction of community built infrastructure can lead to knee-jerk announcements regarding reconstruction plans that do not consider the longer-term sustainability and resilience of a community. In non-urban, or regional, communities the impact of poor political decisions can become even more pronounced. This paper will present analysis from semi-structured interviews conducted with stakeholders involved in the reconstruction after the 'Black Saturday' fires that occurred in regional Victoria, Australia, in early 2009.

In the aftermath of disasters attention naturally focuses on the impacts humans experience during rescue, recovery and rebuilding. Resilient outcomes are desirable but by no means guaranteed, and the consequences are usually attributed to the actions of humans. In a novel deployment this research uses an Actor Network Theory (ANT) lens to reanalyse case study data from three disaster theatres. It reveals the impact of nonhuman actants upon human actants, and their consequences for recovery efforts and resilience outcomes. In particular it exposes the potential economic retardation that food aid can inflict on fragile societies; the value of coherent policies and processes for resilient reconstruction in highly structured societies, and; the mixed blessings arising from the presence of TV cameras in disaster theatres. It concludes that using an ANT lens sensitises researchers to the influences that nonhuman actants can exert in dynamic post-disaster contexts, but that the use of purist ANT approach to solving problems within disaster theatres is not a practical proposition.

Vietnam is vulnerable to multiple hazards, particularly in the central region. Flood damage statistics show that this part of the country is impacted by both unfavourable terrain, and human interference leading to environmental damage. Such damage is often a result of poorly planned and managed forestry and hydropower plants. This paper examines the key vulnerabilities present in Vietnam while investigating the key problems in the development of hydropower in Vietnam; environmental impacts, design and construction of dams and the operation of dams.

Inner city developments are a common feature within many urban environments. Where these construction sites are not managed effectively, they can negatively impact their surrounding community. The aim of this paper is to identify and document, in an urban context, the numerous issues encounter and subsequent strategies adopted by on-site contractors and local people, in the mitigation of factors which negatively impact their surrounding community. The objectives in achieving this aim are to identify what effect, if any, an urban construction site has on its surrounding environment, the issues and resulting strategies adopted by contractors on the factors identified, and also what measures are put in place to minimise such disturbances to the local community. In order to meet the requirements, a mixed methodology is adopted culminating in a literature review, case study analysis, contractor and community interviews, concluding in the development of two specific questions for both perspectives in question. The data is assessed using severity indices based on mean testing in the development of key findings. The results indicate that the main forms of disturbance to the local community from an urban development include noise, dust and traffic congestion. With respect to a contractor on-site, the key issues include damaging surrounding buildings, noise control and off-site parking. The resulting strategies identified in the mitigation of such issues include the implementation of noise and dust containment measures and minimising disruption to local infrastructure. Inner city developments are a common feature within many urban environments. Where these construction sites are not managed effectively, they can negatively impact their surrounding community. The aim of this paper is to identify and document, in an urban context, the numerous issues encounter and subsequent strategies adopted by on-site contractors and local people, in the mitigation of factors which negatively impact their surrounding community. The objectives in achieving this aim are to identify what effect, if any, an urban construction site has on its surrounding environment, the issues and resulting strategies adopted by contractors on the factors identified, and also what measures are put in place to minimise such disturbances to the local community. In order to meet the requirements, a mixed methodology is adopted culminating in a literature review, case study analysis, contractor and community interviews, concluding in the development of two specific questions for both perspectives in question. The data is assessed using severity indices based on mean testing in the development of key findings. The results indicate that the main forms of disturbance to the local community from an urban development include noise, dust and traffic congestion. With respect to a contractor on-site, the key issues include damaging surrounding buildings, noise control and off-site parking. The resulting strategies identified in the mitigation of such issues include the implementation of noise and dust containment measures and minimising disruption to local infrastructure. It has been said that a major disaster effectively condenses a potential 20 years of rebuilding into a few years of reconstruction, presenting inherent environmental and social, impacts and risks (DRM, 2011). The rapid response to reconstruction efforts neccessary can compromise the standard of building and the ability to meet immediate needs. Projects not carefully considered at the outset may neglect the opportunity to improve long-term physical and social community structures. Measures must be in place to ensure that, while aiming to meet reconstruction needs as rapidly as possible, pre-disaster building standards are improved and the risk of re-occurring disaster impacts are reduced through both the physical structures and the capacity of the community who inhabit them. While post-disaster reconstruction offers an opportunity to innovate and improve upon existing building practices, new concepts must be balanced against local skills, cultures, and long-term development (Da Silva, 2010). This form of informed response demands a high quantity of up-to-date and relevant information relating to the post-disaster scenario and the local context, ensuring that a communities' long term, as well as immediate resources and capabilities drive reconstruction efforts, as these will in the end be what sustains them. The paper investigates the justification for a community-driven approach to reconstruction in a post-disaster scenario, exploring how it would address the key issues facing those affected and the limitations that restrict its application. It aims to provide guidance for humanitarian reconstruction actors by exploring a strategy that would ensure that communities are empowered by development of their construction capabilities as well as the physical structures that they inhabit.

Supply Chain Collaborative BIM System for Minimizing Construction Waste in Design$1,008,640

The UK construction industry generates 32% of landfill wastes (WRAP, 2007). Despite existing research that the best form of waste strategy is minimization which can be best achieved during design stage of a building, there is currently no tool that designers and contractors can use to successfully predict and reduce construction waste at design phase. The aim of this project is to develop an intelligent BIM system using early supply chain involvement to tackle the problem at holistic level, by designing at all the 6 waste spectrums. These include (i) prediction of quantities and identifying sources of waste at design stage, (ii) material re?use and recovery, (iii) material optimisation (iv) off?site construction, (v) waste efficient procurement and, (vi) deconstruction and flexibility. The BIM system uses innovative Data Mining and Knowledge discovery techniques with heuristic?based search optimization. It is about achieving collaborative waste minimization in design and not waste management after it has occurred.

NGO competence-based framework for delivery of post-disaster reconstruction projects$72,649

With the expected increase in the magnitude and frequency of natural disasters in coming years, more people than ever will be faced with post-disaster reconstruction (PDR) scenarios. Within a complex and turbulent environment it is essential that responding agencies deploy appropriate configurations of competencies to mitigate project barriers that arise. The objectives of this research are a) to examine how theory from disaster management, strategic management and project management can be integrated to develop a theoretical framework for the delivery of PDR projects, b) to investigate current practices of NGOs in delivery of PDR projects, c) to identify appropriate competencies to be deployed by NGOs, including the various configurations that will lead to successful PDR projects and d) to develop a competence-based framework derived from a system dynamics model that will lead to more efficient and effective projects in PDR. Within a mixed-methods approach, the study incorporates 4 case studies in post-tsunami Sri Lanka and 4 case studies in post-cyclone Sidr Bangladesh. Exploratory interviews with expert NGO participants are combined with direct observations, with the resultant data analysed in Decision Explorer. An embedded quantitative element within the case studies allows values to be assigned to a system dynamics model, with mechanisms emerging that contribute to the final theoretical model. The study reveals that NGOs face numerous barriers; organisational, political, economic, ethical, community, professional and environmental. In order to effectively develop and implement strategies to address these barriers, organisations must deploy certain configurations of organisational and operational competencies. These competencies have been categorised into the following clusters: leadership, communication/presentation, creative drive, technical, co-operation, analysis/judgement, organization, adaptation. The theoretical framework and system dynamics model demonstrate how the utilisation of these competencies, deployed in targeted clusters, has the potential to create positive outcomes for beneficiaries as measured by PDR Project Success Indicators (PDRPSIs).
