DW's Philipp Abresch takes advantage of a rare opportunity to travel to North Korea. The birthrate is purported to be on the rise in a maternity hospital, and modern high rises fill the landscape. Are things as rosy in the North Korean countryside?
North and South Korea are, both legally and philosophically, in a state of war. While the guns may be silent, the conflict between the two countries has now become one of propaganda.
With the assistance of the Human Rights Foundation, North Korean defectors now in South Korea have been launching hydrogen-filled balloons across the 38th parallel — carrying both money and propaganda. In late 2014, a balloon launch sparked a brief exchange of gunfire between North and South Korean soldiers, and even more recently, Pyongyang has promised that hellfire will rain on South Korea if any copies of the controversial Hollywood comedy The Interview make it across the border.
VICE News traveled to Seoul to meet frontline soldiers in this information war — and to attend a clandestine launch of propaganda balloons into the Hermit Kingdom.

An agency-by-agency guide to Obama's 2014 budget
WASHINGTON (AP) — President Barack Obama has proposed a $3.8 trillion budget for fiscal 2014 that aims to slash the deficit by $1.8 trillion over 10 years, raise taxes on the wealthy and trim popular benefit programs including Social Security and Medicare. The numbers do not reflect automatic annual spending cuts of 5 percent for domestic agencies and 8 percent for defense. In his 2014 budget, Obama proposes doing away with those cuts.

On July 15th, 2016, a numbers broadcast from North Korea was transmitted in Radio Pyongyang frequencies. An unnamed female announcer started reading the numbers at 00:45 Seoul time (15:45 UTC). She began the broadcast saying "From now on, I will give review work for the subject of mathematics under the curriculum of a remote education university for exploration agents of the 27th bureau". After this, 5-digit groups in 3fig+2fig format followed, being the 3-digit part a "page number" and the 2-digit part an "exercise" from that page.
According to the source, the numbers lasted until 00:57, when normal emissions returned.
No further broadcasts have been heard for the momment.
North Korea stopped using Radio Pyongyang midnight numbers (V15) in 2001, while morse stations (M40) lasted until 2003.
Since November 2015, however, a new station from North Korea can be heard on different frequencies than radio Pyongyang. The station is designated V28, aka The Parrot, which broadcasts every day at 12:30 UTC, on 3277 khz AM and two more frequencies that vary in each broadcast.

The South Korean military has devised an operational plan that could "wipe Pyongyang off the map" in the event of conflict.
It involves pre-emptive bombing when signs of an imminent nuclear attack are detected.
Oh Soo-young has the details.
According to a military source on Sunday, South Korea's defense ministry has reported its plan, dubbed "Korea Massive Punishment and Retaliation" to the National Assembly.
The concept is to launch pre-emptive bomb strikes on a certain area of Pyongyang, targeting Kim Jong-un and the military leadership, if the regime shows signs of using its nuclear weapons.
The South would use high explosive shells as well as its homegrown ballistic missiles, including the Hyunmoo 2A, 2B and 3, which have respective ranges of three-hundred, five-hundred and 1-thousand kilometers.
The military aims to complete launch testing by the end of next year... and expand the Hyunmoo lineup.
Also, as a show of force against the North,... South Korea and the United States will conduct joint naval exercises next month... to simulate the targeting of major military facilities in the event of war.
The U.S. will deploy the USS Ronald Reagan, the flagship of one of its carrier strike groups.
The nuclear-powered aircraft carrier can carry up to eighty combat fighters and aircraft,... and a crew of more than 5-thousand.
The defense contingency measures come amid concerns expressed by the American media about the growing possibility of the North's missiles reaching the U.S. mainland.
On Saturday, the Wall Street Journal remarked on the North's fast-paced nuclear development, saying that "the rogue regime will soon have an arsenal that can hit Chicago."
The New York Times also highlighted the dangers, suggesting that the North will have the knowhow to develop a nuclear warhead by the year 2020.

These are likely to include units from its long-range arsenal like the B-52, B-1B and B-2 bombers from the Andersen Air Force Base in Guam.

The U.S. will deploy the USS Ronald Reagan, the flagship of one of its carrier strike groups.

Pyongyang
Pyongyang (/ˈpjɒŋˈjæŋ/; (Chosŏn'gŭl: 평양; hancha: 平壤), Korean pronunciation: [pʰjʌŋjaŋ], literally: "Flat Land" or "Peaceful Land", approved: P’yŏngyang; several variants) is the capital of North Korea and the largest city in the country. Pyongyang is located on the Taedong River and, according to preliminary results from the 2008 population census, has a population of 3,255,388. The city was split from the South Pyongan province in 1946. It is administered as a directly governed city (chikhalsi, 직할시) on the same level as provincial governments, not a special city (teukbyeolsi, 특별시) as Seoul in South Korea.
Names
"Pyongyang" literally means "Flat Land" in Korean. One of Pyongyang's many historic names is Ryugyong (류경; 柳京), or "capital of willows", as willow trees have always been numerous throughout the city's history; this served as an inspiration for many poems. Even today, the city has numerous willow trees, with many buildings and places having "Ryugyŏng" in their names. The most notable of these is the incomplete Ryugyong Hotel. The city's other historic names include Kisong, Hwangsong, Rakrang, Sŏgyong, Sodo, Hogyong, Changan, and Heijo (during Japanese rule in Korea). During the early 20th century, Pyongyang came to be known among missionaries as being the "Jerusalem of the East", due to its historical status as a stronghold of Christianity, namely Protestantism.

Barack Hussein Obama II (US

He began his presidential campaign in 2007 and, after a close primary campaign against Hillary Rodham Clinton in 2008, he won sufficient delegates in the Democratic Party primaries to receive the presidential nomination. He then defeated Republican nominee John McCain in the general election, and was inaugurated as president on January 20, 2009. Nine months after his inauguration, Obama was named the 2009 Nobel Peace Prize laureate.

Kim Il-sung (Chosŏn'gŭl: 김일성; English pronunciation: /ˈkɪm ˈɪlˈsʊŋ, ˈsʌŋ/;Korean pronunciation: [kim ils͈ʌŋ]; born Kim Sŏng-ju (김성주); 15 April 1912 – 8 July 1994) was the supreme leader of the Democratic People's Republic of Korea (DPRK), commonly referred to as North Korea, for 46 years, from its establishment in 1948 until his death in 1994. He held the posts of Prime Minister from 1948 to 1972 and President from 1972 to 1994. He was also the leader of the Workers' Party of Korea from 1949 to 1994 (titled as chairman from 1949 to 1966 and as general secretary after 1966). Coming to power after the overthrow of Japanese rule in 1945, he authorized the invasion of South Korea in 1950, triggering a defense of South Korea by the United Nations led by the United States. A cease-fire in the Korean War was signed on 27 July 1953.
Under his leadership, North Korea became a socialist state and had close political and economic relations with the Soviet Union which gave the country many similarities in those respects. By the 1960s and 1970s, North Korea enjoyed a relatively high standard of living, outperforming the South which was crippled by political instability and economic crises. Differences between North Korea and the Soviet Union made the country non-aligned in world politics, central among these differences being Kim Il-sung's philosophy of Juche which focused on Korean patriotism and self-reliance. Juche eventually replaced Marxism-Leninism and communism altogether.

According to a military source on Sunday, South Korea's defense ministry has reported its plan, dubbed "Korea Massive Punishment and Retaliation" to the National Assembly. The concept is to launch pre-emptive bomb strikes on a certain area of Pyongyang, targeting Kim Jong-un and the military leadership, if the regime shows signs of using its nuclear weapons. The South would use high explosive shells as well as its homegrown ballistic missiles, including the Hyunmoo 2A, 2B and 3, which have respective ranges of three-hundred, five-hundred and 1-thousand kilometers. With the assistance of the Human Rights Foundation, North Korean defectors now in South Korea have been launching hydrogen-filled balloons across the 38th parallel — carrying both money and propaganda. On July 15th, 2016, a numbers broadcast from North Korea was transmitted in Radio Pyongyang frequencies. An unnamed female announcer started reading the numbers at 00:45 Seoul time (15:45 UTC). She began the broadcast saying "From now on, I will give review work for the subject of mathematics under the curriculum of a remote education university for exploration agents of the 27th bureau". After this, 5-digit groups in 3fig+2fig format followed, being the 3-digit part a "page number" and the 2-digit part an "exercise" from that page. According to the source, the numbers lasted until 00:57, when normal emissions returned. No further broadcasts have been heard for the momment. The South Korean military has devised an operational plan that could "wipe Pyongyang off the map" in the event of conflict.
It involves pre-emptive bombing when signs of an imminent nuclear attack are detected.

According to a military source on Sunday, South Korea's defense ministry has reported its plan, dubbed "Korea Massive Punishment and Retaliation" to the National Assembly.
The concept is to launch pre-emptive bomb strikes on a certain area of Pyongyang, targeting Kim Jong-un and the military leadership, if the regime shows signs of using its nuclear weapons.
The South would use high explosive shells as well as its homegrown ballistic missiles, including the Hyunmoo 2A, 2B and 3, which have respective ranges of three-hundred, five-hundred and 1-thousand kilometers.
The military aims to complete launch testing by the end of next year... and expand the Hyunmoo lineup.
Also, as a show of force against the North,... South Korea and the United States will conduct joint naval exercises next month... to simulate the targeting of major military facilities in the event of war.
The U.S. will deploy the USS Ronald Reagan, the flagship of one of its carrier strike groups.
The nuclear-powered aircraft carrier can carry up to eighty combat fighters and aircraft,... and a crew of more than 5-thousand.
The defense contingency measures come amid concerns expressed by the American media about the growing possibility of the North's missiles reaching the U.S. mainland.
On Saturday, the Wall Street Journal remarked on the North's fast-paced nuclear development, saying that "the rogue regime will soon have an arsenal that can hit Chicago."
The New York Times also highlighted the dangers, suggesting that the North will have the knowhow to develop a nuclear warhead by the year 2020.

NORTH KOREA has closed its borders in fear of the spread of the Ebola virus. But at a time when the secretive state was still welcoming tourists, former aid worker Andrew Macleod made the journey to the repressive nation. Andrew’s holiday snaps and camera footage provide a unique insight into the reclusive country, where he came across deserted motorways, metro stations plastered with propaganda and attractive border guards.

Aside from usual highlights such as Pyongyang or Arirang, this unique one-man documentary brings you to areas such as Chongjin or Wonson, still virtually unknown to even google or wikipedia. There, I attempt to pierce through the ever-present 'national mythology' and as much as possible, I try to connect with people - such as the waitress mesmerized by tablet computers, or a tour guide cautiously fascinated by modern pop culture.
