The Council for Excellence in Government was a public/private partnership organization initiated in the 1980s designed to improve the effectiveness of federal, state, and local government in the United States. The organization ceased to operate in 2009 and the majority of its staff and programs moved to the Partnership for Public Service.
Originally, the Council was a brainchild of several ex-government officials who had moved on to success in the private sector. They felt that government services and responsiveness to public needs would improve if there were an organization that could bring the private and the public together to meet and exchange ideas.
The Council commissioned public polls, attempted to engage citizens and generate interest in public service, and provided generous awards for innovation in government. Council supporters, called principals, provided advice, assistance, and monetary sponsorship for the Council's activities.
The Council was non-partisan in nature, and had former Presidents Jimmy Carter, George H. W. Bush, and Bill Clinton as honorary chairs of its board. Former President Gerald Ford was also an honorary co-chair until his death.
Abu Dhabi (US /ˈɑːbuː ˈdɑːbi/, UK /ˈæbuː ˈdɑːbi/; Arabic: أبو ظبي Abū Ẓabī Emirati pronunciation [ɐˈbuˈðˤɑbi]) is the capital and the second most populous city in the United Arab Emirates (the most populous being Dubai), and also capital of Abu Dhabi emirate, the largest of the UAE's seven member emirates. Abu Dhabi lies on a T-shaped island jutting into the Persian Gulf from the central western coast. The city proper had a population of 1.5 million in 2014.
Abu Dhabi houses federal government offices, is the seat of the United Arab Emirates Government, home to the Abu Dhabi Emiri Family and the President of the UAE, who is from this family. Abu Dhabi's rapid development and urbanisation, coupled with the relatively high average income of its population, has transformed the city into a large and advanced metropolis. Today the city is the country's center of political and industrial activities, and a major cultural and commercial centre, due to its position as the capital. Abu Dhabi accounts for about two-thirds of the roughly $400-billion United Arab Emirates economy.
Local government is a form of public administration which, in a majority of contexts, exists as the lowest tier of administration within a given state. The term is used to contrast with offices at state level, which are referred to as the central government, national government, or (where appropriate) federal government and also to supranational government which deals with governing institutions between states. Local governments generally act within powers delegated to them by legislation or directives of the higher level of government. In federal states, local government generally comprises the third (or sometimes fourth) tier of government, whereas in unitary states, local government usually occupies the second or third tier of government, often with greater powers than higher-level administrative divisions.
The question of municipal autonomy is a key question of public administration and governance. The institutions of local government vary greatly between countries, and even where similar arrangements exist, the terminology often varies. Common names for local government entities include state, province, region, department, county, prefecture, district, city, township, town, borough, parish, municipality, shire, village, and local service district.
Excellence is a talent or quality which is unusually good and so surpasses ordinary standards. It is also used as a standard of performance as measured e.g. through economic indicators.
Excellence is a continuously moving target that can be pursued through actions of integrity, being frontrunner in terms of products / services provided that are reliable and safe for the intended users, meeting all obligations and continually learning and improving in all spheres to pursue the moving target.
In modern public relations and marketing, "excellence" is a much overused buzzword that tries to convey a good impression often without imparting any concrete information (e.g. "center for excellence in ...", "business excellence", etc.).
The Ancient Greeks had a concept of arete which meant an outstanding fitness for purpose. This occurs in the works of Aristotle and Homer.
Another related concept was eudaimonia which was the happiness which resulted from a life well-lived, being prosperous and fulfilled. The equivalent concept in Muslim philosophy is ihsan.
A government is the system by which a state or community is controlled. In the Commonwealth of Nations, the word government is also used more narrowly to refer to the collective group of people that exercises executive authority in a state. This usage is analogous to what is called an "administration" in American English. Furthermore, especially in American English, the concepts of the state and the government may be used synonymously to refer to the person or group of people exercising authority over a politically organized territory. Finally, government is also sometimes used in English as a synonym for governance.
In the case of its broad associative definition, government normally consists of legislators, administrators, and arbitrators. Government is the means by which state policy is enforced, as well as the mechanism for determining the policy of the state. A form of government, or form of state governance, refers to the set of political systems and institutions that make up the organisation of a specific government.

Scottish Borders Council Museum & Gallery Service acted as lead partner, during 2004-8, for an innovative training project the objectives of which were to: -Address museums sector workforce needs and capacity and -Raise levels of skills and competencies in a cost effective way through inter-regional partnership working. The project successfully addressed barriers to participation by bringing together 35 diverse partners from local authority, university, national and independent museums within Scottish Borders, Fife, Edinburgh City, Midlothian, West Lothian and East Lothian.
