U.S. Immigration and Customs Enforcement (ICE) enforces federal laws governing border control, customs, trade and immigration to promote homeland security and public safety. ICE was created in 2003 through a merger of the investigative and interior enforcement elements of the former U.S. Customs Service and the Immigration and Naturalization Service. ICE now has more than 20,000 employees in more than 400 offices in the United States and 46 foreign countries. The agency has an annual budget of approximately $6 billion, primarily devoted to two operational directorates — Enforcement and Removal Operations (ERO) and Homeland Security Investigations (HSI). These two operational directorates are supported by Management and Administration (M&A;) and Office of the Principal Legal Advisor (OPLA) to advance the ICE mission.

U.S. Immigration and Customs Enforcement (ICE) is an American federal law enforcement agency under the United States Department of Homeland Security (DHS), responsible for identifying, investigating, and dismantling vulnerabilities regarding the nation's border, economic, transportation, and infrastructure security. ICE has two primary components: Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO).
ICE is the second largest criminal investigative agency in the U.S. government, following the FBI.
HSI Special Agents investigate a range of issues that threaten the national security of the United States such as human rights violations, human smuggling, art theft, human trafficking, drug smuggling, arms trafficking, transnational gang investigations, financial crimes including money laundering and bulk cash smuggling, trade-based money laundering (including trade finance and Kimberley Process investigations), computer crimes, including the production and transportation of child pornography via the Internet, import/export enforcement issues, trafficking of counterfeit pharmaceuticals and other merchandise, and international Cultural Property and Antiquities crimes.
HSI agents arguably have the broadest investigative authority of any federal law enforcement agency, and share concurrent jurisdiction with the FBI and DEA in enforcing the Controlled Substances Act. HSI has more than 6,500 Special Agents, making it the second largest criminal investigative branch of the federal government.

"for the SRT, the special response team. I'm the assistant team leader. Second in command.
"Sometimes our regular field agents encounter targets - individuals that we're planning to arrest for criminal violations, who in a higher category than most. Those would be individuals with prior felonies that are known to carry weapons, that may be operating with gang members."
"All the tools you see behind me are pretty much standard with our oprations. When we make an entry, it's a forced entry. So, a lot of times the house or the residence is fortified, so we would use a cutting torch or a saw or the pry tools that you see behind me. "
"We do use less lethal from time to time. Bean bags, rubber balls, pepper poppers, which have the OC spray to irritate the eyes. Flash bangs. Flash bangs are a distraction device. We use those on a sparing basis, only as a distraction. And our focus is on the criminal aspect of immigration and customs violations.
"With the South Florida area, we see more human smuggling by maritime assets the boats coming in from all the islands in the Caribbean."
"Human trafficking, and human smuggling, and maybe also cases where the victims may be forced to work slave labor."
"We're doing our drills, the types of scenarios that we could encounter either from a basic law enforcement perspective in South Florida, or say, if we're involved in a national, maybe a terrorism-related type incident."

Garcia began firing, another agent working nearby intervened and fired his weapon to prevent additional rounds being fired by mr. Garcia. "
STORYLINE
A fatal shooting in a Southern California Immigration and Customs Enforcement office occurred as an agent was being counseled on his performance by a high-ranking ICE official, the FBI said Friday.
Authorities identified the gunman as supervisory special agent Ezequiel Garcia, 45, and the victim as Kevin Kozak, 51, deputy special agent in charge of the Los Angeles area.
The shooting happened just before 6 p.m. Thursday on the seventh floor of the Glenn M. Anderson Federal Building in Long Beach, about 20 miles south of downtown Los Angeles.
Garcia was killed by another agent who intervened after Kozak had been shot six times. Kozak is in stable condition at a nearby hospital and is described as alert and talking.
"He is a fighter and I believe that's why he's alive today," said Claude Arnold, ICE special agent in charge. "He refused to succumb to his injuries and in law enforcement that's what makes the difference between people who go home at the end of the day and those who don't."
There were conflicting early reports about the number of people shot, with local authorities saying two were dead and one wounded, while ICE said one was dead and one wounded.

"Sometimes our regular field agents encounter targets - individuals that we're planning to arrest for criminal violations, who in a higher category than most. Those would be individuals with prior felonies that are known to carry weapons, that may be operating with gang members."
"All the tools you see behind me are pretty much standard with our oprations. When we make an entry, it's a forced entry. So, a lot of times the house or the residence is fortified, so we would use a cutting torch or a saw or the pry tools that you see behind me. "
"We do use less lethal from time to time. Bean bags, rubber balls, pepper poppers, which have the OC spray to irritate the eyes. Flash bangs. Flash bangs are a distraction device. We use those on a sparing basis, only as a distraction. And our focus is on the criminal aspect of immigration and customs violations.
"With the South Florida area, we see more human smuggling by maritime assets the boats coming in from all the islands in the Caribbean."
"Human trafficking, and human smuggling, and maybe also cases where the victims may be forced to work slave labor."
"We're doing our drills, the types of scenarios that we could encounter either from a basic law enforcement perspective in South Florida, or say, if we're involved in a national, maybe a terrorism-related type incident."
"The one thing I like about it is, it's not an everyday job. One day I might be in federal court, testifying as an agent. The next day I'm deploying out on a SWAT callout. The next day I'm in a car following someone around on surveillance. And then the final day, I'm maybe in the office doing reports, just like any other individual. So, It's good, because I have a short attention span. So it helps me move around there a little bit"

Garcia began firing, another agent working nearby intervened and fired his weapon to prevent additional rounds being fired by mr. Garcia. "
STORYLINE
A fatal shooting in a Southern California Immigration and Customs Enforcement office occurred as an agent was being counseled on his performance by a high-ranking ICE official, the FBI said Friday.
Authorities identified the gunman as supervisory special agent Ezequiel Garcia, 45, and the victim as Kevin Kozak, 51, deputy special agent in charge of the Los Angeles area.
The shooting happened just before 6 p.m. Thursday on the seventh floor of the Glenn M. Anderson Federal Building in Long Beach, about 20 miles south of downtown Los Angeles.
Garcia was killed by another agent who intervened after Kozak had been shot six times. Kozak is in stable condition at a nearby hospital and is described as alert and talking.
"He is a fighter and I believe that's why he's alive today," said Claude Arnold, ICE special agent in charge. "He refused to succumb to his injuries and in law enforcement that's what makes the difference between people who go home at the end of the day and those who don't."
There were conflicting early reports about the number of people shot, with local authorities saying two were dead and one wounded, while ICE said one was dead and one wounded.

In this panel discussion at the 13th Annual Immigration Law and Policy Conference, speakers Elizabeth Cedillo-Pereira, Senior Advisor to the Director of U.S. Immigration and Customs Enforcement, Department of Homeland Security; Dree K. Collopy, Partner at Benach Collopy LLP and Co-Director, Immigration Litigation Clinic, Catholic University School of Law; Thomas D. Homan, Executive Associate Director for Enforcement and Removal Operations at U.S. Immigration and Customs Enforcement, Department of Homeland Security; Stephen Manning, Partner at Immigrant Law Group PC and Director, Innovation Law Lab; and moderator Charles Wheeler, Director of Training and Legal Support, Catholic Legal Immigration Network, INC. examine three key aspects of current U.S. immigration enforcement: family detention and policies affecting unaccompanied children; the replacement of the Secure Communities federal-local immigration enforcement cooperation program with the Priority Enforcement Program (PEP) amid rising local resistance to cooperation with the federal government; and Department of Homeland Security (DHS) guidance on its use of prosecutorial discretion with regards to deportation decisions.
