Wellington Wellington is the capital city and second most populous urban area of New Zealand. It is at the southwestern tip of the North Island, between Cook Strait and the Rimutaka Range. The urban area is home to 395,600 residents. The city council area has 202,200 people The Wellington urban area is the major population centre of the southern North Island, and is the seat of the Wellington Region -- which in addition to the urban area covers the Kapiti Coast and Wairarapa. The urban area includes four cities: Wellington, on the peninsula between Cook Strait and Wellington Harbour, contains the central business district and about half of Wellington's population; Porirua on Porirua Harbour to the north is notable for its large Māori and Pacific Island communities; Lower Hutt and Upper Hutt are largely suburban areas to the northeast, together known as the Hutt Valley. Wellington also holds the distinction of being the world's southernmost capital city.In 2008, Wellington was classified as a Gamma World City in the World Cities Study Group's inventory by Loughborough University. The 2010 Mercer Quality of Living Survey ranked Wellington 12th in the world. In 2011 Lonely Planet Best in Travel 2011 named Wellington as fourth in its Top 10 Cities to Visit in 2011, referring to the New Zealand capital as the "coolest little capital in the world". New Zealand's capital In 1865, Wellington became the capital city of New Zealand, replacing Auckland, where William Hobson had placed the capital in 1841. The Parliament of New Zealand had first met in Wellington on 7 July 1862, on a temporary basis, but Wellington did not become the official capital city for three more years. In November 1863, the Prime Minister of New Zealand, Alfred Domett, places a resolution before Parliament (meeting in Auckland) that "... it has become necessary that the seat of government ... should be transferred to some suitable locality in Cook Strait [region]." Apparently, there had been some concerns that the more highly populated South Island (where the goldfields were located) would choose to form a separate colony in the British Empire. Several Commissioners invited from Australia (chosen for their neutral status to help resolve the question) declared that Wellington was a suitable location because of its central location in New Zealand and good harbour. Parliament officially met in Wellington for the first time on 26 July 1865. At that time, the population of Wellington was just 4,900. As the national capital, Wellington is the location of the highest court of New Zealand, the Supreme Court. The historic former High Court building has been enlarged and restored for the use of the Supreme Court.Government House, the official residence of the Governor-General, is in Newtown, opposite the Basin Reserve. Wellington's traffic chaos explained

How can a train disruption near Porirua and a car crash on the highway to Hutt Valley end up ruining your journey to Wellington Airport? The answer is that Wellington city, with just two major roads out of town, is incredibly susceptible to the "compounding effect" traffic accidents cause during rush hour, according to the New Zealand Transport Agency. Mark Owen, the agency's regional performance manager, said yesterday produced the perfect storm of traffic problems. Thousands of capital commuters found themselves questioning the fragility of the region's transit network as they sat trapped in gridlock in the morning and again at night. It all started when a large Macrocarpa branch fell across the rail tracks at Takapu Rd Station, south of Porirua, on Wednesday night damaging 100m of overhead wires and putting trains on the line out of commission. "We knew straight away there was going to be an impact to people travelling on State Highway 1 [the next day] and that it was going to have a flow-on effect," Owen said. "Quite a significant number of people use public transport and they've got to start looking for alternatives." Roughly 8000 commuters, who normally travel into Wellington by train on the Kapiti line, took to cars and buses instead. It bumped up the amount of traffic on Wellington's roads by about 14 per cent. "That has a compounding effect," Owen said. "You're down to one lane and people are joining the queue quicker than you can get them through, and it builds up very very quickly." More cars on the roads means a heightened risk of vehicle crashes – and sure enough, there was a prang south of the Mungavin Interchange at Porirua about 7am yesterday. It closed a southbound lane on SH1, reducing the road space available for people trying to enter Wellington by 50 per cent. The effect of that crash on an already overloaded highway saw cars backed up for kilometres, not only on SH1 but on SH2 from the Hutt Valley as motorists tried to avoid the queues by sneaking over the hill via SH58. "We knew it was going to be half-hour-or-more delays, not the 10 minute delays you normally get when you have a small incident," Owen said. It was only a taste of what was to come, however. The ride home for many Wellingtonians was also spoiled when a car and bus got into a nose-to-tail on SH2, just north of the Ngauranga Interchange, during the evening rush. Interestingly, that crash was caused by a minor breakdown further up the highway and motorists down the line being too slow to recognise that queues were forming. With 8000 extra commuters already needing to travel home via SH1, and SH2 down to a single lane heading north, motorway traffic did not take long to back up right into Wellington city. "Once you've got things affecting the city then you're starting to impact upon all journeys, including buses," Owen said. "When people try and take alternative routes, the local network gets clogged and people get frustrated. You start to get a breakdown in the way the whole system works."
