The Svalbard Global Seed Vault (Norwegian: Svalbard globale frøhvelv) is a secure seed bank on the Norwegian island of Spitsbergen near Longyearbyen in the remote Arctic Svalbard archipelago, about 1,300 kilometres (810 mi) from the North Pole. Conservationist Cary Fowler, in association with the Consultative Group on International Agricultural Research (CGIAR), started the vault to preserve a wide variety of plant seeds that are duplicate samples, or "spare" copies, of seeds held in gene banks worldwide. The seed vault is an attempt to insure against the loss of seeds in other genebanks during large-scale regional or global crises. The seed vault is managed under terms spelled out in a tripartite agreement between the Norwegian government, the Global Crop Diversity Trust (GCDT) and the Nordic Genetic Resource Center (NordGen).
The Norwegian government entirely funded the vault's approximately NOK 45 million (US$9 million) construction. Storing seeds in the vault is free to end users, with Norway and the Global Crop Diversity Trust paying for operational costs. Primary funding for the Trust comes from such organisations as the Bill & Melinda Gates Foundation and from various governments worldwide.
A seed bank (also seedbank or seeds bank) stores seeds as a source for planting in case seed reserves elsewhere are destroyed. It is a type of gene bank. The seeds stored may be food crops, or those of rare species to protect biodiversity. The reasons for storing seeds may be varied. In the case of food crops, many useful plants that were developed over centuries are now no longer used for commercial agricultural production and are becoming rare. Storing seeds also guards against catastrophic events like natural disasters, outbreaks of disease, or war. Unlike seed libraries or seed swaps that encourage frequent reuse and sharing of seeds, seed banks are not typically open to the public.
Depending on the species, seeds are dried to a suitably low moisture content according to an appropriate protocol. Typically this will be less than 5%. The seeds then are stored at -18 °C or below. Because seed RNA (like animal DNA) degrades with time, the seeds need to be periodically replanted and fresh seeds collected for another round of long-term storage.
Svalbard (Norwegian pronunciation: [ˈsʋɑ(ː)lbɑːɾ] ; formerly known by its Dutch name Spitsbergen) is a Norwegian archipelago in the Arctic Ocean. Situated north of mainland Europe, it is about midway between continental Norway and the North Pole. The islands of the group range from 74° to 81° north latitude, and from 10° to 35° east longitude. The largest island is Spitsbergen, followed by Nordaustlandet and Edgeøya.
Administratively, the archipelago is not part of any Norwegian county, but forms an unincorporated area administered by a governor appointed by the Norwegian government. Since 2002, Svalbard's main settlement, Longyearbyen, has had an elected local government, somewhat similar to mainland municipalities. Other settlements include the Russian mining community of Barentsburg, the research station of Ny-Ålesund, and the mining outpost of Sveagruva. Svalbard is the northernmost settlement in the world with a permanent civilian population. Other settlements are farther north, but are populated only by rotating groups of researchers; e.g. Alert, Nunavut—the northernmost year-round community.

Morgan Carrington Fowler, Jr. (born 1949), better known as Cary Fowler, is an American agriculturalist and the former executive director of the Global Crop Diversity Trust, currently serving as a Senior Advisor to the trust.
Fowler was born in 1949 to Morgan, a General Sessions judge, and Betty, a dietician. He graduated from White Station High School in Memphis, Tennessee, in 1967. He attended Rhodes College in Memphis, but transferred in his Junior year to Simon Fraser University in Canada, earning his B.A. Honors degree in 1971. He received a Ph.D. degree in Sociology from Uppsala University in Sweden.
Fowler was active in civil rights demonstrations in Memphis. He was present at the Mason Temple on April 3, 1968, when Martin Luther King Jr. made his last speech, "I've Been to the Mountaintop". During the Vietnam War, he obtained conscientious objector status and worked at a hospital in North Carolina.
In the 1970s-80s Fowler was Program Director for the National Sharecroppers Fund/Rural Advancement Fund. Following this, he served as Professor and Director of Research in the Department for International Environment & Development Studies at the Norwegian University of Life Sciences in Ås, Norway. He also led the International Conference and Programme on Plant Genetic Resources at the Food and Agriculture Organization of the United Nations (UN) in the 1990s. There, he produced the UN's first global assessment of the state of the world's crop diversity and was the chief author of the Food and Agriculture Organization's Global Plan of Action for Plant Genetic Resources. He subsequently supervised the negotiations that led to its adoption by 150 countries in 1996.
