The South Korean goverment has announced some initial measures to cope with the demise of Hanjin Shipping, the country's biggest shipping company.
9 government ministries met on Sunday to discuss futher countermeasures.
Lee Un-shin reports.
Officials from nine government ministries met Sunday morning to try and assess the damage stemming from the collapse of Hanjin Shipping and come up with measures to limit its impact.
They looked at the potential harm the sudden demise of the world's 7th largest shipping company could do to domestic and overseas businesses.
"At this moment, what's of utmost importance is to ensure the safe arrival and unloading of all the shipments now underway.
We are going to try our best and work with government agencies to minimize the damage. And for that, we also need Hanjin and other shipping and logistics companies to cooperate to the best of their ability."
The country's financial authorities are set to provide one-on-one counseling to businesses affected by delays among Hanjin's cargo vessels.
For its part, the Korea Customs Service has announced it'll work in emergency mode around the clock, and simplify clearance for cargo ships.
Also, at Korea's ports, the laytime for loading and unloading goods will be extended to as long as a year.
To make up for the tonnage lost with Hanjin,... Korea's second biggest shipper, Hyundai Merchant Marine, plans to add 4 ships on its routes to the U.S.... 9 on routes to Europe starting this coming week.
Meanwhile, the foreign affairs and trade ministry do what it can to ensure the protection of Hanjin's vessels in 43 countries around the world where it filed for a prohibition against seizure.
However, some Hanjin customers and company officials have voiced concerns whether the measures are enough,... with demand set to peak ahead of the holiday retail season.

...as the company was put under a court-led restructuring scheme on Thursday.
45 ships are denied entry to ports,... or remain anchored,... in seven countries including China, Japan, India, and the U.S.,... as port workers refuse to offload or take aboard cargo in fear of unpaid fees.
According to the Korea International Trade Association,... China seized or was to seize 10 Hanjin vessels,... while Singapore already has seized one early this week.
The ships were denied passage through the Suez Canal as well.
Cargo moving from Asia to the U.S. and Europe,... and vice versa,... are stranded in Asia waiting to be loaded.
As such, a shockwave in the global supply chain seems inevitable,... as Hanjin Shipping represented nearly 8 percent of trans-Pacific trade volume for the U.S.
The U.S. National Retail Federation, the world's largest retail trade association, urged the U.S. government to cooperate with the Korean government to prevent further disruptions in the market.
The association described Hanjin's bankruptcy as having "a ripple effect throughout the global supply chain," ... and expressed concern that "there are millions of dollars' worth of merchandise that needs to be on store shelves that could be impacted by this."
Korea's exports to the U.S. have been affected as well,.. as almost 46-percent of Samsung Electronics' exports,... 24-percent of LG Electronics',... and 58-percent of HP's exports were handled by Hanjin Shipping.
To prevent further disruptions,... Korea's second largest shipping firm, Hyundai Merchant Maritime Company, has deployed 13 ships heading to Los Angeles and Europe.
Other shipping lines are also moving to take over some of Hanjin's traffic,... but that won't stop shipping prices from rising,... as vessels are already operating at full capacity due to high seasonal demand.

In fact, a smaller-sized Hanjin vessel, the Hanjin Rome, was seized by a creditor in Singapore late on Monday.
Experts say more docks around the world will follow suit.
The Wall Street Journal reported that U.S. exporters are jostling to rebook containers with other carriers to reload their cargos, ahead of the retail boom that accompanies Thanksgiving, Hannuka and Christmas.
Hanjin Shipping has halted its operations, and with global market share of 2-point-9 percent, the drop in tonnage will likely lead to sky-rocketing costs.
"Shipping companies have a lot of customers outside of Korea. So Hanjin's case is rather a global public concern with a greater impact than other companies."
A Korean court will determine as early this week whether Hanjin should be liquidated or given a chance to restructure and possibly survive.

The decision to help restructure the shipper was made with unprecedented speed, but watchers say getting the company back on its feet will be a mammoth task.

What people thought would take about a week,... was done within 48 hours.
Hanjin Shipping, once Korea's biggest shipping firm,... has been deemed fit to survive.
The Seoul Central District Court decided late Thursday to put the ailing company under court-led restructuring,... providing as much help as possible to ensure Hanjin stays afloat.
The court said it took into consideration Hanjin's "presence in the local shipping industry and its impact on the economy as a whole."
In spite of the court's decision to resuscitate the company, the road to normalization will be a grind.
In the 24 hours that followed Hanjin's decision to go into court receivership, ports around the world, including those in China, Spain, and the U.S. denied access to Hanjin ships over fears the firm's creditors could seize the cargo vessels before they dock,... not to mention the ships potentially not being able to pay their fees.
In fact, a smaller-sized Hanjin vessel, the Hanjin Rome, was seized by a creditor in Singapore late on Monday.
Experts say more docks around the world will follow suit.
The Wall Street Journal reports U.S. exporters are jostling to rebook containers with other carriers to reload their cargos, ahead of the retail boom that accompanies Thanksgiving, Hannuka and Christmas.
Hanjin Shipping has halted its operations, and with global market share of two-point-nine percent, the drop in tonnage will likely lead to sky-rocketing costs.
"Shipping companies have a lot of customers outside of Korea. So Hanjin's case is rather a global public concern with a greater impact than other companies."
The court will likely issue a preservation order and a comprehensive stay order, which will bar Hanjin's creditors from seizing ships from overseas.
Hyundai Merchant Marine, Korea's No. 2 shipper, has added 13 ships on routes to the American and European regions to replace Hanjin Shipping's capacity.

A turn for the worse for one of the world's major shipping companies.
Creditors of Korea's Hanjin Shipping said they would no longer give it financial support, pushing the company close to bankruptcy.
The company says its board will meet tomorrow morning to decide on court receivership.
If it fails to recover, the world's ninth-largest container shipping company by capacity, would become the biggest company in the industry to go under.
Hwang Ho-jun fills us in.
One step closer to bankruptcy.
Hanjin Shipping's creditors have decided unanimously to end their financial support for Korea's largest shipping company.
With Hanjin's creditor-led restructuring scheme for Hanjin set to end on Sunday, many expect it to be left with little choice but to file for receivership before the deadline.
The company's creditors, including Korea Development Bank, said continuing to financially support Hanjin would be like quote "trying to fill a bottomless vessel."
Hanjin claimed last week it would raise about 450 million U.S. dollars by selling assets and obtaining finanical aid from Korean Air, the country's flagship airline, which Hanjin Group controls.
But creditors said the self-rescue plan fell short of their demands. They said the company would need to find twice that amount to pay its own short-term debts, its chartered shipowners and operational costs.
According to its mid-year report on June 30th, Hanjin had total debts of about 5-and-a-half billion dollars.
The company has yet to make an official statement about the credit cut-off.
After the news broke, shares of Hanjin Shipping dropped more than 26 percent.

Korea's Hanjin Shipping has filed for court receivership.
The move came less than 24 hours after the company's creditors decided to pull the plug on its financial life support.
Hwang Ho-jun reports.
A desperate measure for the sinking shipping company, once the world’s seventh-biggest by capacity.
Hanjin Shipping filed for court receivership on Wednesday afternoon, Korea time, after its board of directors convened in the morning and decided to go down that road.
All trading in shares of Hanjin Shipping has been halted after its stock price plummeted as much as 29.1 percent, eventually closing at just 1-thousand-240 Korean won, or a little over one U.S. dollar.
Court receivership will give the court full control and authority to make decisions for the company.
The court will replace the current executive with a new legal administrator,
and will make a judgement as to whether or not Hanjin has a chance for survival.
If Hanjin is deemed fit to survive, the court will start restructuring the company, potentially liquidate some assets... and manage its obligations as necessary,... to bring the company into a process of recovery.
The court will also continue to closely monitor the company's debt repayment.
If Hanjin follows through on all steps, then it graduates from receivership.
On the other hand, if the court determines that its operations cannot be salvaged through restructuring, liquidation may be in order.
Korea's Financial Services Commission led an emergency meeting on the situation about an hour before Hanjin announced its fateful decision.
In a statement, FSC officials said they believe the filing's effect on domestic financial markets will be limited.
However, to minimize the blow, they also said the government will actively look for ways for Hanjin's rival, Hyundai Merchant Marine company, to take over ships, business networks and its workforce.
"The trade and foreign ministries as well as other related agencies will work closely together to support workers, subcontractors and the transportation of involved goods."
According to its mid-year report on June 30th, Hanjin had total debts of about 5-and-a-half billion
dollars, while this week its market value tumbled to about 270 million U.S. dollars.

Hanjin
The Hanjin Group (Hangul: 한진 그룹; hanja: 韓進 그룹; RR: Hanjin Geulub) is a South Korean conglomerate, or Chaebol. The group is a holding company that includes a shipping company, Hanjin Shipping (including Hanjin Logistics), and Korean Air (KAL), which was acquired in 1969. With its majority interest in the Senator Lines, Hanjin-Senator was the seventh largest container transportation and shipping company in the world (operations ceased February 2009).
History
Hanjin started at the end of World War II, in November 1945. Early on, its biggest customer was the U.S. Army, providing the transportation of material to both Korea and Vietnam. The company signed a major contract with the US 8th Army in November 1956, and another contract in March 1966, with all of the U.S. armed forces in Vietnam, including the Army, Navy, and Air Force. In November 1969, Hanjin made its entry into the containerized shipping business signing a deal with Sea-Land Service, Inc. In September 1970, the company opened its first container yard at the port of Busan.

Creditors of Korea's Hanjin Shipping said they would no longer give it financial support, pushing the company close to bankruptcy. The company says its board will meet tomorrow morning to decide on court receivership. If it fails to recover, the world's ninth-largest container shipping company by capacity, would become the biggest company in the industry to go under. Hwang Ho-jun fills us in. One step closer to bankruptcy. Hanjin Shipping's creditors have decided unanimously to end their financial support for Korea's largest shipping company. With Hanjin's creditor-led restructuring scheme for Hanjin set to end on Sunday, many expect it to be left with little choice but to file for receivership before the deadline. The company's creditors, including Korea Development Bank, said continuing to financially support Hanjin would be like quote "trying to fill a bottomless vessel." Hanjin claimed last week it would raise about 450 million U.S. dollars by selling assets and obtaining finanical aid from Korean Air, the country's flagship airline, which Hanjin Group controls. But creditors said the self-rescue plan fell short of their demands. They said the company would need to find twice that amount to pay its own short-term debts, its chartered shipowners and operational costs. According to its mid-year report on June 30th, Hanjin had total debts of about 5-and-a-half billion dollars. The company has yet to make an official statement about the credit cut-off. 한진해운 이사회 법정관리 신청 Korea's Hanjin Shipping has filed for court receivership. The move came less than 24 hours after the company's creditors decided to pull the plug on its financial life support. Hwang Ho-jun reports. A desperate measure for the sinking shipping company, once the world’s seventh-biggest by capacity. Hanjin Shipping filed for court receivership on Wednesday afternoon, Korea time, after its board of directors convened in the morning and decided to go down that road. All trading in shares of Hanjin Shipping has been halted after its stock price plummeted as much as 29.1 percent, eventually closing at just 1-thousand-240 Korean won, or a little over one U.S. dollar. Court receivership will give the court full control and authority to make decisions for the company. The court will replace the current executive with a new legal administrator, and will make a judgement as to whether or not Hanjin has a chance for survival. If Hanjin is deemed fit to survive, the court will start restructuring the company, potentially liquidate some assets... and manage its obligations as necessary,... to bring the company into a process of recovery. The court will also continue to closely monitor the company's debt repayment. If Hanjin follows through on all steps, then it graduates from receivership. On the other hand, if the court determines that its operations cannot be salvaged through restructuring, liquidation may be in order. Korea's Financial Services Commission led an emergency meeting on the situation about an hour before Hanjin announced its fateful decision. In a statement, FSC officials said they believe the filing's effect on domestic financial markets will be limited. However, to minimize the blow, they also said the government will actively look for ways for Hanjin's rival, Hyundai Merchant Marine company, to take over ships, business networks and its workforce. "The trade and foreign ministries as well as other related agencies will work closely together to support workers, subcontractors and the transportation of involved goods." According to its mid-year report on June 30th, Hanjin had total debts of about 5-and-a-half billion dollars, while this week its market value tumbled to about 270 million U.S. dollars. Officials from nine government ministries met Sunday morning to try and assess the damage stemming from the collapse of Hanjin Shipping and come up with measures to limit its impact.
They looked at the potential harm the sudden demise of the world's 7th largest shipping company could do to domestic and overseas businesses.
"At this moment, what's of utmost importance is to ensure the safe arrival and unloading of all the shipments now underway.
We are going to try our best and work with government agencies to minimize the damage. And for that, we also need Hanjin and other shipping and logistics companies to cooperate to the best of their ability."
The country's financial authorities are set to provide one-on-one counseling to businesses affected by delays among Hanjin's cargo vessels.
For its part, the Korea Customs Service has announced it'll work in emergency mode around the clock, and simplify clearance for cargo ships.
Also, at Korea's ports, the laytime for loading and unloading goods will be extended to as long as a year.
To make up for the tonnage lost with Hanjin,... Korea's second biggest shipper, Hyundai Merchant Marine, plans to add 4 ships on its routes to the U.S.... 9 on routes to Europe starting this coming week.
Meanwhile, the foreign affairs and trade ministry do what it can to ensure the protection of Hanjin's vessels in 43 countries around the world where it filed for a prohibition against seizure.
However, some Hanjin customers and company officials have voiced concerns whether the measures are enough,... with demand set to peak ahead of the holiday retail season.

As such, a shockwave in the global supply chain seems inevitable,... as Hanjin Shipping represented nearly 8 percent of trans-Pacific trade volume for the U.S.
The U.S. National Retail Federation, the world's largest retail trade association, urged the U.S. government to cooperate with the Korean government to prevent further disruptions in the market.
The association described Hanjin's bankruptcy as having "a ripple effect throughout the global supply chain," ... and expressed concern that "there are millions of dollars' worth of merchandise that needs to be on store shelves that could be impacted by this."
Korea's exports to the U.S. have been affected as well,.. as almost 46-percent of Samsung Electronics' exports,... 24-percent of LG Electronics',... and 58-percent of HP's exports were handled by Hanjin Shipping.

The bankruptcy of the Hanjin shipping line has thrown ports and retailers around the world into confusion, with giant container ships marooned and merchants worrying whether hundreds of tons of goods being carried by the Korean company will reach shelves.

Almost half of Hanjin Shipping's fleet has stopped operating,...
...as the company was put under a court-led restructuring scheme on Thursday.
45 ships are denied entry to ports,... or remain anchored,... in seven countries including China, Japan, India, and the U.S.,... as port workers refuse to offload or take aboard cargo in fear of unpaid fees.
According to the Korea International Trade Association,... China seized or was to seize 10 Hanjin vessels,... while Singapore already has seized one early this week.
The ships were denied passage through the Suez Canal as well.
Cargo moving from Asia to the U.S. and Europe,... and vice versa,... are stranded in Asia waiting to be loaded.
As such, a shockwave in the global supply chain seems inevitable,... as Hanjin Shipping represented nearly 8 percent of trans-Pacific trade volume for the U.S.
The U.S. National Retail Federation, the world's largest retail trade association, urged the U.S. government to cooperate with the Korean government to prevent further disruptions in the market.
The association described Hanjin's bankruptcy as having "a ripple effect throughout the global supply chain," ... and expressed concern that "there are millions of dollars' worth of merchandise that needs to be on store shelves that could be impacted by this."
Korea's exports to the U.S. have been affected as well,.. as almost 46-percent of Samsung Electronics' exports,... 24-percent of LG Electronics',... and 58-percent of HP's exports were handled by Hanjin Shipping.

Experts say more docks around the world will follow suit.

The Seoul Central District Court decided late Thursday to put the ailing company under court-led restructuring,... providing as much help as possible to ensure Hanjin stays afloat.
The court said it took into consideration Hanjin's "presence in the local shipping industry and its impact on the economy as a whole."
In spite of the court's decision to resuscitate the company, the road to normalization will be a grind.
In the 24 hours that followed Hanjin's decision to go into court receivership, ports around the world, including those in China, Spain, and the U.S. denied access to Hanjin ships over fears the firm's creditors could seize the cargo vessels before they dock,... not to mention the ships potentially not being able to pay their fees.

Hanjin Shipping's creditors have decided unanimously to end their financial support for Korea's largest shipping company.
With Hanjin's creditor-led restructuring scheme for Hanjin set to end on Sunday, many expect it to be left with little choice but to file for receivership before the deadline.
The company's creditors, including Korea Development Bank, said continuing to financially support Hanjin would be like quote "trying to fill a bottomless vessel."
Hanjin claimed last week it would raise about 450 million U.S. dollars by selling assets and obtaining finanical aid from Korean Air, the country's flagship airline, which Hanjin Group controls.
But creditors said the self-rescue plan fell short of their demands. They said the company would need to find twice that amount to pay its own short-term debts, its chartered shipowners and operational costs.
According to its mid-year report on June 30th, Hanjin had total debts of about 5-and-a-half billion dollars.
The company has yet to make an official statement about the credit cut-off.
After the news broke, shares of Hanjin Shipping dropped more than 26 percent.

But creditors said the self-rescue plan fell short of their demands. They said the company would need to find twice that amount to pay its own short-term debts, its chartered shipowners and operational costs.
According to its mid-year report on June 30th, Hanjin had total debts of about 5-and-a-half billion dollars.
The company has yet to make an official statement about the credit cut-off.
After the news broke, shares of Hanjin Shipping dropped more than 26 percent.

Korea's Hanjin Shipping has filed for court receivership.
The move came less than 24 hours after the company's creditors decided to pull the plug on its financial life support.

A desperate measure for the sinking shipping company, once the world’s seventh-biggest by capacity.
Hanjin Shipping filed for court receivership on Wednesday afternoon, Korea time, after its board of directors convened in the morning and decided to go down that road.
All trading in shares of Hanjin Shipping has been halted after its stock price plummeted as much as 29.1 percent, eventually closing at just 1-thousand-240 Korean won, or a little over one U.S. dollar.
Court receivership will give the court full control and authority to make decisions for the company.
The court will replace the current executive with a new legal administrator,
and will make a judgement as to whether or not Hanjin has a chance for survival.
If Hanjin is deemed fit to survive, the court will start restructuring the company, potentially liquidate some assets... and manage its obligations as necessary,... to bring the company into a process of recovery.
The court will also continue to closely monitor the company's debt repayment.
If Hanjin follows through on all steps, then it graduates from receivership.
On the other hand, if the court determines that its operations cannot be salvaged through restructuring, liquidation may be in order.
Korea's Financial Services Commission led an emergency meeting on the situation about an hour before Hanjin announced its fateful decision.
In a statement, FSC officials said they believe the filing's effect on domestic financial markets will be limited.
However, to minimize the blow, they also said the government will actively look for ways for Hanjin's rival, Hyundai Merchant Marine company, to take over ships, business networks and its workforce.
"The trade and foreign ministries as well as other related agencies will work closely together to support workers, subcontractors and the transportation of involved goods."

Creditors reject lifeline for Hanjin Shipping
The state-run Korea Development Bank (KDB) and other creditors of Hanjin Shipping agreed on Tuesday not to extend fresh loans to the debt-ridden shipper, pushing it to the brink of court receivership. Officials from KDB and KEB Hana Bank said creditors unanimously decided to stop supporting the nation's largest shipping line at a meeting as the shipper's self-rescue program was not viable enough for the creditors to keep the company afloat. "The submitted self-rescue plan was just not enough," KDB Chairman Lee Dong-geol said at a press conference. The state-run Korea Development Bank (KDB) and other creditors of Hanjin Shipping agreed on Tuesday not to extend fresh loans to the debt-ridden shipper, pushing it to the brink of court receivership.
Officials from KDB and KEB Hana Bank said creditors unanimously decided to stop supporting the nation's largest shipping line at a meeting as the shipper's self-rescue program was not viable enough for the creditors to keep the company afloat.
"The submitted self-rescue plan was just not enough," KDB Chairman Lee Dong-geol said at a press conference. "Under the plan, creditors are required to finance more than 400 billion won ($357 million) to meet its debt payment deadline this year. It is unacceptable."
The shipper has outstanding loans of 1.3 trillion won that are set to mature next year. Of them, 650 billion won is required to aid the beleaguered shipping line immediately this year.
"It's like pouring water into a bottomless pit. Any new loans will be spent to cover its overdue debt owed to foreign creditors, rather than being used to boost its corporate value," Lee said.
He said the banks' ongoing debt restructuring program for the shipper will expire on Sept. 4.
Asked whether creditors could resume talks with Hanjin Group over steps to keep the company from going under court receivership, Lee said, "It's uncertain. Still, creditors will do their utmost."
The shipper's parent company Hanjin Group said in the plan, however, that it can offer only 200 billion won this year and another 200 billion won by next July through a capital increase by issuing new shares. Hanjin Shipping

Hanjin Shipping's creditors have decided unanimously to end their financial support for Korea's largest shipping company.
With Hanjin's creditor-led restructuring scheme for Hanjin set to end on Sunday, many expect it to be left with little choice but to file for receivership before the deadline.
The company's creditors, including Korea Development Bank, said continuing to financially support Hanjin would be like quote "trying to fill a bottomless vessel."
Hanjin claimed last week it would raise about 450 million U.S. dollars by selling assets and obtaining finanical aid from Korean Air, the country's flagship airline, which Hanjin Group controls.
But creditors said the self-rescue plan fell short of their demands. They said the company would need to find twice that amount to pay its own short-term debts, its chartered shipowners and operational costs.
According to its mid-year report on June 30th, Hanjin had total debts of about 5-and-a-half billion dollars.
The company has yet to make an official statement about the credit cut-off.
After the news broke, shares of Hanjin Shipping dropped more than 26 percent.
