Kosovar Albanian prisoners was an important step forward in that regard and establishing rule of law in the region. We welcome their decision allowing cooperation with the criminal tribunal in the
Hague and we will continue to look at that. As I said that I do not have anything to add at this point. The Secretary is still reviewing."

STORYLINE:
Pakistani authorities have handed over to the
United States a man considered the biggest catch yet in the war on terrorism -- Abu Zubaydah, a senior al-Qaida leader believed to be leading an attempt to reconstitute the group in
Pakistan.
Pakistani intelligence officials said the man had acknowledged he is
Zubaydah, and several of his former associates identified him from photographs.
At the Pentagon Monday,
US Defense Secretary Donald Rumsfeld said Zubaydah is either the
Number Two man in Osama bin Laden's terrorist group or "very close to the Number Two person."
But he refused to confirm Zubaydah's capture, saying it did not help the anti-terror campaign to publicise individuals who had been apprehended.
Meanwhile,
Secretary Rumsfeld accused Iran, Iraq and Syria of backing terrorism, saying those nations were inspiring and financing a culture of political murder and suicide bombing.
On an unrelated issue,
US Secretary of State Colin Powell has not made a decision yet whether or not to block aid to Yugoslavia.
The US Congress had given Yugoslav authorities until 31 March to co-operate with the UN war crimes tribunal at
The Hague, in the
Netherlands, by handing over suspected war criminals, or lose
120 (m) million dollars in financial assistance.
