Karen DeSalvo is a physician and public health expert who currently serves as the Acting Assistant Secretary for Health which she concurrently serves as the National Coordinator for Health Information Technology, and Director of the Office of the National Coordinator for Health Information Technology (ONC), a staff division of the United States Department of Health and Human Services (HHS) in the executive branch of the United States Government. Her immediate predecessor was ONC Chief Medical Officer Jacob Reider who served on an acting basis for roughly three months following the resignation of Farzad Mostashari who resigned in October, 2013.
DeSalvo received her MD and MPH from Tulane University, where she subsequently served as Vice Dean for Community Affairs and Health Policy. DeSalvo also previously served as New Orleans Health Commissioner and New Orleans Mayor Mitchell Landrieu’s Senior Health Policy Advisor. In her role as National Coordinator, DeSalvo reports directly to Sylvia Mathews Burwell, Secretary of HHS.

Health is the level of functional or metabolic efficiency of a living organism. In humans it is the ability of individuals or communities to adapt and self-manage when facing physical, mental or social challenges. The World Health Organization (WHO) defined health in its broader sense in its 1948 constitution as "a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity." This definition has been subject to controversy, in particular as lacking operational value and because of the problem created by use of the word "complete" Other definitions have been proposed, among which a recent definition that correlates health and personal satisfaction. Classification systems such as the WHO Family of International Classifications, including the International Classification of Functioning, Disability and Health (ICF) and the International Classification of Diseases (ICD), are commonly used to define and measure the components of health. Public health refers to "the science and art of preventing disease, prolonging life and promoting health through organized efforts and informed choices of society, organizations, public and private, communities and individuals." It is concerned with threats to health based on population health analysis. The population in question can be as small as a handful of people, or as large as all the inhabitants of several continents (for instance, in the case of a pandemic). The dimensions of health can encompass "a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity", as defined by the United Nations' World Health Organization. Public health incorporates the interdisciplinary approaches of epidemiology, biostatistics and health services. Environmental health, community health, behavioral health, health economics, public policy, insurance medicine and occupational safety and health are other important subfields.
The focus of public health intervention is to improve health and quality of life through prevention and treatment of disease and other physical and mental health conditions. This is done through surveillance of cases and health indicators, and through promotion of healthy behaviors. Examples of common public health measures include promotion of hand washing, breastfeeding, delivery of vaccinations, and distribution of condoms to control the spread of sexually transmitted diseases.

The show, said to be a limited trial run, lasted only three weeks on the air before being canceled; it was replaced by the same show that preceded it: America's Election Headquarters.

HIT can aid public health not only to treat individuals, but to aid public officials as an early indicator of disease outbreaks. ONC is already working with CDC on surveillance, Dr. DeSalvo said. HIT is also useful for monitoring of chronic diseases, to help clinicians intervene “at the point of care,” Dr. DeSalvo said. The potential uses of HIT in public health will grow as the data library increases, she said, pointing to emergency preparedness as “a great place for scientists and policymakers to pay attention to use the data for the public’s health.”

The Office of the National Coordinator for Health IT just released a five-year approach aimed at helping the U.S. achieve high-quality care, lower costs, a healthy population, and engaged individuals. The nucleus of that plan is health IT. Dr. Karen DeSalvo, national coordinator for health IT, discussed the issue with Government Matters.
One of the challenges of having interoperable healthcare systems includes perfecting patient matching so the right information connects with the right consumer, according to Karen B. DeSalvo, MD, MPH, who stepped down Thursday as national coordinator for health information technology to take another position with HHS. Patient matching may seem like mundane work, but it is critically important, and the industry is now very close to having an algorithm that will help identify if information like a problem list or medication list is matched with the right person. “This is a safety issue, this is a privacy issue, this is a convenience issue, and a challenge that, as a country, we need to solve, so that we get it right,” Dr DeSalvo said.

With health insurance largely tied to a person’s employer—or to their spouse’s employer—how many are left uninsured because of discriminatory hiring practices or unequal marriage laws? What difficulties do LGBT people face once in the health-care system? What obstacles must transgender people overcome to access appropriate health care?
