The International Year of Light and Light-based Technologies, 2015 (IYL 2015) is a United Nations observance that aims to raise awareness of the achievements of light science and its applications, and its importance to humankind. IYL 2015 opening ceremonies was held on 19–20 January 2015 in Paris.
The International Year of Light is "a global initiative adopted by the United Nations to raise awareness of how optical technologies promote sustainable development and provide solutions to worldwide challenges in energy, education, agriculture, communications and health."
UNESCO delegates from Ghana and Mexico introduced the proposal to the Executive Board, explaining the motivation and mission underlying the International Year of Light. The resolution was adopted by the Executive Board joined by co-signatories from a further 28 Board Members. The resolution proposing an IYL 2015 was placed before the 190th Session of the UNESCO executive board held in Paris from 13–18 October 2012 by Ghana, Mexico, and the Russian Federation (Board Members) and New Zealand (UNESCO Member State).
An international observance, also known as an international dedication or an international anniversary, is a period of time to observe some issue of international interest or concern. This is used to commemorate, promote and mobilize for action. Many of these periods have been established by the United Nations General Assembly (UN), Economic and Social Council, United Nations Educational, Scientific and Cultural Organization (UNESCO),World Health Organization (WHO) and other United Nations bodies including the International Telecommunication Union (ITU), Food and Agriculture Organization of the United Nations (FAO), World Intellectual Property Organization (WIPO), United Nations Environment Programme (UNEP), International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO). In this case, the lead agency for a particular international observance uses the symbolism of the United Nations (UN), perhaps a specially designed logo for the year, and the UN infrastructure to coordinate events worldwide. It also presents a written report about the event. This summarizes the activities that took place around the world under the auspices of the international observance, and makes recommendations for the future.
The Open University (OU) is a public distance learning and research university, and one of the biggest universities in the UK for undergraduate education. The majority of the OU's undergraduate students are based throughout the United Kingdom and principally study off-campus; many of its courses (both undergraduate and postgraduate) can also be studied anywhere in the world. There are also a number of full-time postgraduate research students based on the 48-hectare university campus where they use the OU facilities for research, as well as more than 1000 members of academic and research staff and over 2500 administrative, operational and support staff. The OU was established in 1969 and the first students enrolled in January 1971. The University administration is based at Walton Hall, Milton Keynes in Buckinghamshire, but has regional centres in each of its thirteen regions around the United Kingdom. It also has offices and regional examination centres in many other European countries. The university awards undergraduate and postgraduate degrees, as well as non-degree qualifications such as diplomas and certificates or continuing education units.
International mostly means something (a company, language, or organization) involving more than a single country. The term international as a word means involvement of, interaction between or encompassing more than one nation, or generally beyond national boundaries. For example, international law, which is applied by more than one country and usually everywhere on Earth, and international language which is a language spoken by residents of more than one country.
The term international was coined by the utilitarian philosopher Jeremy Bentham in his Introduction to Principles of Morals and Legislation, which was printed for publication in 1780 and published in 1789. Bentham wrote: "The word international, it must be acknowledged, is a new one; though, it is hoped, sufficiently analogous and intelligible. It is calculated to express, in a more significant way, the branch of law which goes commonly under the name of the law of nations. The word was adopted in French in 1801.Thomas Erskine Holland noted in his article on Bentham in the 11th edition of the Encyclopedia Britannica that "Many of Bentham's phrases, such as 'international,' 'utilitarian,' 'codification,' are valuable additions to our language; but the majority of them, especially those of Greek derivation, have taken no root in it."
Light is electromagnetic radiation within a certain portion of the electromagnetic spectrum. The word usually refers to visible light, which is visible to the human eye and is responsible for the sense of sight. Visible light is usually defined as having wavelengths in the range of 400–700 nanometres (nm), or 4.00 × 10−7 to 7.00 × 10−7 m, between the infrared (with longer wavelengths) and the ultraviolet (with shorter wavelengths). This wavelength means a frequency range of roughly 430–750 terahertz (THz).
The main source of light on Earth is the Sun. Sunlight provides the energy that green plants use to create sugars mostly in the form of starches, which release energy into the living things that digest them. This process of photosynthesis provides virtually all the energy used by living things. Historically, another important source of light for humans has been fire, from ancient campfires to modern kerosene lamps. With the development of electric lights and power systems, electric lighting has effectively replaced firelight. Some species of animals generate their own light, a process called bioluminescence. For example, fireflies use light to locate mates, and vampire squids use it to hide themselves from prey.
