The International Olympic Committee (IOC; French: Comité international olympique, CIO) is an international, non-profit, non-governmental organization based in Lausanne, Switzerland, created by Pierre de Coubertin, on 23 June 1894 with Demetrios Vikelas as its first president. Today its membership consists of 100 active members, 32 honorary members, and 1 honour member. The IOC is the supreme authority of the worldwide modern Olympic movement.
The IOC organises the modern Olympic Games and Youth Olympic Games, held in summer and winter, every four years. The first Summer Olympics organised by the IOC was held in Athens, Greece, in 1896; the first Winter Olympics was in Chamonix, France, in 1924. Until 1992, both Summer and Winter Olympics were held in the same year. After that year, however, the IOC shifted the Winter Olympics to the even years between Summer Games, to help space the planning of the two events from one another, and improve the financial balance of the IOC, which receives greater income on Olympic years. The first Summer Youth Olympics were in Singapore in 2010 and the first Winter Youth Olympics were held in Innsbruck in 2012.

Alexander Dmitriyevich Zhukov (Russian: Алекса́ндр Дми́триевич Жу́ков; born 1 June 1956) is a Russian economist and politician. Zhukov was a member of the State Duma from 1994 to 2004. He is the First Deputy Chairman of the State Duma of the Federal Assembly and is also the current President of the Russian Olympic Committee.

The Moscow-Russian Olympic committee is due to give a press conference in Moscow on Friday July, 22 , one day after the Court of Arbitration for Sport’s (CAS) decision to reject the Russian Olympic Committee’s appeal against a ban on Russian track and field athletes competing in the Rio Olympic Games. The appeal was filed by the Russian Olympic Committee on behalf of 68 track-and-field athletes who were suspended by the IAAF following the World Anti-Doping Agency’s allegations of state-sponsored doping in Russia.
Mark Adams, Spokesman for the IOCs President, said this at a conference in Lausanne, Switzerland. According to him, the Committee will be thoroughly checking athletes from the countries where the doping control systems do not match the international requirements. This first of all concerns Russia, Kenya and Mexico. In late May, it turned out that 14 Russian athletes had the banned substances in their blood samples during the 2012 Summer Olympics in London, when they had their blood checked by the IOC experts. The names of the athletes are so far kept in secret.
