Hong Kong (香港; "Fragrant Harbour"), officially Hong Kong Special Administrative Region of the People's Republic of China, is an autonomous territory on the southern coast of China at the Pearl River Estuary and the South China Sea. Hong Kong is known for its skyline and deep natural harbour. It has a land area of 1104 km2 and shares its northern border with Guangdong Province of Mainland China. With around 7.2 million inhabitants of various nationalities, Hong Kong is one of the world's most densely populated metropolises.
After the First Opium War (1839–42), Hong Kong became a British colony with the perpetual cession of Hong Kong Island, followed by Kowloon Peninsula in 1860 and a 99-year lease of the New Territories from 1898. Hong Kong remained under British control for about a century until the Second World War, when Japan occupied the colony from December 1941 to August 1945. After the Surrender of Japan, the British resumed control. In the 1980s, negotiations between the United Kingdom and the China resulted in the 1984 Sino-British Joint Declaration, which provided for the transfer of sovereignty of Hong Kong on 30 June 1997. The territory became a special administrative region of China with a high degree of autonomy on 1 July 1997 under the principle of one country, two systems. Disputes over the perceived misapplication of this principle have contributed to popular protests, including the 2014 Umbrella Revolution.
The Hong Kong Observatory (Chinese: 香港天文台) is a department of the Hong Kong government. The Observatory forecasts the weather and issues warnings on weather-related hazards. It also monitors and makes assessments on radiation levels in Hong Kong and provides other meteorological and geophysical services to meet the needs of the public and the shipping, aviation, industrial and engineering sectors.
The Observatory was established in 1883 as the Hong Kong Observatory by Sir George Bowen, the 9th Governor of Hong Kong, with Dr William Doberck as its first director. Early operations included meteorological and magnetic observations, a time service based on astronomical observations and a tropical cyclone warning service. The Observatory was renamed the Royal Observatory, Hong Kong (Chinese: 皇家香港天文台) after obtaining a Royal Charter in 1912. The Observatory reverted to its original name in 1997 after the transfer of Hong Kong's sovereignty from the UK to China.
The Hong Kong Observatory was built in Tsim Sha Tsui, Kowloon in 1883. Observatory Road in Tsim Sha Tsui is so named based on this landmark. However, due to rapid urbanisation, it is now surrounded by skyscrapers. As a result of high greenhouse gas emissions, the reflection of sunlight from buildings and the surfaces of roads, as well as the reduced vegetation, it suffers from a heat island effect. This was demonstrated by the considerable increase in average temperatures recorded by the Observatory between 1980 and 2005. In 2002, the Observatory opened a resource centre on the 23rd Floor of the nearby Miramar Tower, where the public can buy Hong Kong Observatory publications and access other meteorological information.

An observatory is a location used for observing terrestrial or celestial events. Astronomy, climatology/meteorology, geology, oceanography and volcanology are examples of disciplines for which observatories have been constructed. Historically, observatories were as simple as containing an astronomical sextant (for measuring the distance between stars) or Stonehenge (which has some alignments on astronomical phenomena).
Astronomical observatories are mainly divided into four categories: space based, airborne, ground based and underground based.
Ground-based observatories, located on the surface of Earth, are used to make observations in the radio and visible light portions of the electromagnetic spectrum. Most optical telescopes are housed within a dome or similar structure, to protect the delicate instruments from the elements. Telescope domes have a slit or other opening in the roof that can be opened during observing, and closed when the telescope is not in use. In most cases, the entire upper portion of the telescope dome can be rotated to allow the instrument to observe different sections of the night sky. Radio telescopes usually do not have domes.
The Hong Kong originally formed in New Orleans, but became more established after regrouping in Brooklyn. They are known for mixing a 1960s feel with modern indie rock sensibilities. They have also been compared to Blondie. In 2000, the band released their first album, the instrumental Lights At Night, which included a post-rock sound that would become much less evident in the group's future efforts. 2003 saw the release of Rock The Faces, which Allmusic said "is junk-shop pop at its finest. Built out of parts of various great bands and artists, it shines like a brand new artifact" (link).
In January 2005, The Hong Kong went into the studio to record with Ric Ocasek of The Cars producing. Soon after, they signed to his label, Inverse Records. That Ocasek took the band under his wing was evidenced by their backing him up at live shows, such as a September 2005 performance at CBGB.
In 2006, the band released a video for a song called "Tongue-Tied." The video featured Culpepper with Dean Wareham (Luna / Galaxie 500) as Bonnie Parker and Clyde Barrow.
