Financial Markets (2011) (ECON 252)
This is a guest lecture by Laura Cha, former vice chair of the China Securities Regulatory Commission and a member of the Executive Council of Hong Kong. In her introductory remarks, Ms. Cha emphasizes career opportunities in the private as well as the public sector of financial markets, and elaborates on her own career as a regulator in the Chinese market. In an ensuing discussion with Professor Shiller, she discusses motivations to work in the public sector, emphasizing the marketability of public sector skills in the private sector, but also a sense of mission to influence the creation and proper functioning of markets. Subsequently, in a conversation with the students of the class, she addresses the application and enforcement of regulation in China. Moreover, she outlines channels through which the Chinese government supports start-up companies, and addresses the recent mergers of various financial exchanges all over the world. Further topics of the conversation include the registration of Chinese companies on overseas exchanges, the plans for an international board at the Shanghai Stock Exchange, and a personal account of her studies at law school. Ms. Cha concludes her guest lecture by sharing her views about the Basel III rules.

Laura Cha, GBS, JP, is a member of the Executive Council of Hong Kong SAR and Deputy Chairman of The HSBC Asia Pacific. She is also a Board Director of the Hong Kong Exchanges and Clearing Ltd since 2006. Mrs Cha was the Vice Chairman of the China Securities Regulatory Commission (CSRC) from 2001 to 2004. Prior to her post at the CSRC, she worked at Hong Kong's Securities and Futures Commission from 1991 to early 2001, becoming its Deputy Chairman in 1998.

Laura Cha
Laura Cha Shih May-lung(5 December 1949), GBS, JP, is a Hong Kong businesswoman and politician. She is a non-official member of the Executive Council of Hong Kong, Chairperson of Preparatory Task Force on the Financial Services Development Council, and Non-Executive Deputy Chairman of The Hongkong and Shanghai Banking Corporation.
Life in the United States
Cha earned a Bachelor of Arts degree from the University of Wisconsin–Madison and a Juris Doctor degree from the Santa Clara University School of Law. She was a member of the Committee of 100, a Chinese American political and cultural organisation. She practised law in the 1980s in San Francisco with Pillsbury Madison and Sutro.
Return to Hong Kong
After her return to Hong Kong, Cha continued practising law with Coudert Brothers. She worked at Hong Kong's Securities and Futures Commission from 1991 to early 2001, becoming its Deputy chairman in 1998. She served as Hong Kong's delegate to the 11th National People's Congress, Vice-Chairman of the International Advisory Council of the CSRC, Chairman of the University Grants Committee in Hong Kong, and a member of the Advisory Board of the Millstein Center of Corporate Governance and Performance at Yale University.

Hong Kong
Hong Kong (香港; "Fragrant Harbour"), officially Hong Kong Special Administrative Region of the People's Republic of China, is an autonomous territory on the southern coast of China at the Pearl River Estuary and the South China Sea. Hong Kong is known for its skyline and deep natural harbour. It has a land area of 1104 km2 and shares its northern border with Guangdong Province of Mainland China. With around 7.2 million inhabitants of various nationalities, Hong Kong is one of the world's most densely populated metropolises.
After the First Opium War (1839–42), Hong Kong became a British colony with the perpetual cession of Hong Kong Island, followed by Kowloon Peninsula in 1860 and a 99-year lease of the New Territories from 1898. Hong Kong remained under British control for about a century until the Second World War, when Japan occupied the colony from December 1941 to August 1945. After the Surrender of Japan, the British resumed control. In the 1980s, negotiations between the United Kingdom and the China resulted in the 1984 Sino-British Joint Declaration, which provided for the transfer of sovereignty of Hong Kong on 30 June 1997. The territory became a special administrative region of China with a high degree of autonomy on 1 July 1997 under the principle of one country, two systems. Disputes over the perceived misapplication of this principle have contributed to popular protests, including the 2014 Umbrella Revolution.

Financial services
Financial services are the economic services provided by the finance industry, which encompasses a broad range of businesses that manage money, including credit unions, banks, credit-card companies, insurance companies, accountancy companies, consumer-finance companies, stock brokerages, investment funds and some government-sponsored enterprises.
The history of financial services
The term "financial services" became more prevalent in the United States partly as a result of the Gramm-Leach-Bliley Act of the late 1990s, which enabled different types of companies operating in the U.S. financial services industry at that time to merge.
Companies usually have two distinct approaches to this new type of business. One approach would be a bank which simply buys an insurance company or an investment bank, keeps the original brands of the acquired firm, and adds the acquisition to its holding company simply to diversify its earnings. Outside the U.S. (e.g., in Japan), non-financial services companies are permitted within the holding company. In this scenario, each company still looks independent, and has its own customers, etc. In the other style, a bank would simply create its own brokerage division or insurance division and attempt to sell those products to its own existing customers, with incentives for combining all things with one company.

The progress in RMB internationalization has been accelerating in recent years, with the solid expansion in cross-border RMB trade settlement activities and the robust “dim-sum” bond market established in Hong Kong. According to SWIFT, RMB overtook the euro to become the second most used currency in global trade finance after the US dollar in 2013, and it also entered the top five of world payment currencies in late 2014. This is a guest lecture by Laura Cha, former vice chair of the China Securities Regulatory Commission and a member of the Executive Council of Hong Kong. In her introductory remarks, Ms. Cha emphasizes career opportunities in the private as well as the public sector of financial markets, and elaborates on her own career as a regulator in the Chinese market. In an ensuing discussion with Professor Shiller, she discusses motivations to work in the public sector, emphasizing the marketability of public sector skills in the private sector, but also a sense of mission to influence the creation and proper functioning of markets. Subsequently, in a conversation with the students of the class, she addresses the application and enforcement of regulation in China. Moreover, she outlines channels through which the Chinese government supports start-up companies, and addresses the recent mergers of various financial exchanges all over the world. Further topics of the conversation include the registration of Chinese companies on overseas exchanges, the plans for an international board at the Shanghai Stock Exchange, and a personal account of her studies at law school. Ms. Cha concludes her guest lecture by sharing her views about the Basel III rules.

The progress in RMB internationalization has been accelerating in recent years, with the solid expansion in cross-border RMB trade settlement activities and the robust “dim-sum” bond market established in Hong Kong. According to SWIFT, RMB overtook the euro to become the second most used currency in global trade finance after the US dollar in 2013, and it also entered the top five of world payment currencies in late 2014. The launching of the Shanghai-Hong Kong Stock Connect Programme in November 2014 further promoted the use of RMB as an investment currency as well as augmented the gradual opening up of the Mainland China’s capital accounts. In this session, a panel of industry experts will explore the developments and opportunities in using RMB for payment, investment and financing.
