Solicitor General Jose Calida on Monday told the police not to be afraid of inquiries that will be conducted by Congress on the killings of drug suspects.
"We will not alow anybody to derail this effort of the PNP (Philippine National Police) and its officers to implement the order of our President, to stop this drug trafficking and drug menace in our society," Calida addressed policemen during a press conference at the PNP headquarters in Camp Crame.
"I am here to encourage the PNP not to be afraid of any congressioonal or Senate investigations. We will defend them," he added.
Calida then mentioned the name of Sen. Leila de Lima and scored her plan to submit a resolution seeking an inquiry into the spate of killings of drug suspects since the Duterte administration assumed.
"If there is a fiscalizer, I am the neutralizer and the defender of the PNP. So 'wag kayong martakot mga pulis and other oepratives. Marami na po tayong batas. There is no need for investigation in aid of legislation kuno," he said, hinting at De Lima, who has been labeled "The Fiscalizer."
He said that when De Lima was secretary of justice, she failed to address the drug menace and it even became more widespread "even at her own turf, at the national penitentiary."
"If she truly is sincere to stop this drug menace, let us ask her. What did she do as justice securetaty in charge of the NBI, the prosecution service and the correctional? Hindi po ito invesgtigation in aid of legislation. To me I think it is investigaiton in aid of media milage," he added.
De Lima, meanwhile, denied Calida's claim.
She said that it is her duty as senator to conduct an inquiry to help her craft a proposed measure.
"Time and again the SC has upheld the authority of the Senate as a body and any of its committees to conduct such inquiry, callnig it an essential component of law making," De Lima said.
Solicitor General Jose Calida on Monday said that he is studying the possible filing of a case against Senator Leila de Lima over the alleged proliferation of illegal drugs during her time as Justice Secretary under the previous administration.
He made the statement alongside Philippine National Police (PNP) chief Director General Ronald "Bato" dela Rosa, after the two said that they would support PNP personnel who would be "harassed" by cases filed against them as they perform their duty. The weeks-long campaign against illegal drugs has drawn widespread concern over the apparent lack of due process in some cases and possible violation of human rights, as hundreds of suspects have been killed, mostly by police and some by vigilantes.
"Don't be afraid of any Senate or Congress investigation. We will defend you," Calida promised the police as he appeared, unscheduled, at Camp Crame.
He also advised them to only attend congressional hearings if these were in aid of legislation.

Plot: Set as a film within a film, or a film about a film being made, this psychological drama weaves in mystical themes with themes of the mystery of creating a work of art. The film that is being made is based on Pär Lagerkvist's novel "Barabbas." Barabbas was the criminal crucified along side of Jesus that was chosen by the Isrealites to be pardoned instead of Jesus. The problem is that the director of the film cannot find anyone to play the role of Jesus, until someone suggests a man from a local clinic for the mentally retarded. At the clinic, this man is regarded as a real Messiah and holy teacher. When he arrives on set, he immediately creates an uproar and the effect is that he reveals all the evil going on in and around the set itself. He is repulsed by the idea that people who have no faith themselves, would dare to try to make a film about Christ, and as such, he takes up the cross on the set and drags it through the streets of Yeveran, back to the clinic, where he insists that he be crucified for real...will they do it??

"If there is a fiscalizer, I am the neutralizer and the defender of the PNP. So 'wag kayong martakot mga pulis and other oepratives. Marami na po tayong batas. There is no need for investigation in aid of legislation kuno," he said, hinting at De Lima, who has been labeled "The Fiscalizer."
He said that when De Lima was secretary of justice, she failed to address the drug menace and it even became more widespread "even at her own turf, at the national penitentiary."
"If she truly is sincere to stop this drug menace, let us ask her. What did she do as justice securetaty in charge of the NBI, the prosecution service and the correctional? Hindi po ito invesgtigation in aid of legislation. To me I think it is investigaiton in aid of media milage," he added.
De Lima, meanwhile, denied Calida's claim.
She said that it is her duty as senator to conduct an inquiry to help her craft a proposed measure.
"Time and again the SC has upheld the authority of the Senate as a body and any of its committees to conduct such inquiry, callnig it an essential component of law making," De Lima said.
Solicitor General Jose Calida on Monday said that he is studying the possible filing of a case against Senator Leila de Lima over the alleged proliferation of illegal drugs during her time as Justice Secretary under the previous administration.
He made the statement alongside Philippine National Police (PNP) chief Director General Ronald "Bato" dela Rosa, after the two said that they would support PNP personnel who would be "harassed" by cases filed against them as they perform their duty. The weeks-long campaign against illegal drugs has drawn widespread concern over the apparent lack of due process in some cases and possible violation of human rights, as hundreds of suspects have been killed, mostly by police and some by vigilantes.
"Don't be afraid of any Senate or Congress investigation. We will defend you," Calida promised the police as he appeared, unscheduled, at Camp Crame.
He also advised them to only attend congressional hearings if these were in aid of legislation.

Solicitor General Jose Calida on Monday told the police not to be afraid of inquiries that will be conducted by Congress on the killings of drug suspects.
"We will not alow anybody to derail this effort of the PNP (Philippine National Police) and its officers to implement the order of our President, to stop this drug trafficking and drug menace in our society," Calida addressed policemen during a press conference at the PNP headquarters in Camp Crame.
"I am here to encourage the PNP not to be afraid of any congressioonal or Senate investigations. We will defend them," he added.
Calida then mentioned the name of Sen. Leila de Lima and scored her plan to submit a resolution seeking an inquiry into the spate of killings of drug suspects since the Duterte administration assumed.
"If there is a fiscalizer, I am the neutralizer and the defender of the PNP. So 'wag kayong martakot mga pulis and other oepratives. Marami na po tayong batas. There is no need for investigation in aid of legislation kuno," he said, hinting at De Lima, who has been labeled "The Fiscalizer."
He said that when De Lima was secretary of justice, she failed to address the drug menace and it even became more widespread "even at her own turf, at the national penitentiary."
"If she truly is sincere to stop this drug menace, let us ask her. What did she do as justice securetaty in charge of the NBI, the prosecution service and the correctional? Hindi po ito invesgtigation in aid of legislation. To me I think it is investigaiton in aid of media milage," he added.
De Lima, meanwhile, denied Calida's claim.
She said that it is her duty as senator to conduct an inquiry to help her craft a proposed measure.
"Time and again the SC has upheld the authority of the Senate as a body and any of its committees to conduct such inquiry, callnig it an essential component of law making," De Lima said.
Solicitor General Jose Calida on Monday said that he is studying the possible filing of a case against Senator Leila de Lima over the alleged proliferation of illegal drugs during her time as Justice Secretary under the previous administration.
He made the statement alongside Philippine National Police (PNP) chief Director General Ronald "Bato" dela Rosa, after the two said that they would support PNP personnel who would be "harassed" by cases filed against them as they perform their duty. The weeks-long campaign against illegal drugs has drawn widespread concern over the apparent lack of due process in some cases and possible violation of human rights, as hundreds of suspects have been killed, mostly by police and some by vigilantes.
"Don't be afraid of any Senate or Congress investigation. We will defend you," Calida promised the police as he appeared, unscheduled, at Camp Crame.
He also advised them to only attend congressional hearings if these were in aid of legislation.

Augusto Heleno Ribeiro Pereira (Curitiba, 29 de outubro de 1947) é um general-de-exército do Exército Brasileiro da reserva. Foi comandante militar da Amazônia e Chefe do Departamento de Ciência e Tecnologia.
Tem posições claramente críticas com relação às políticas oficiais, particularmente com relação à atitude da comunidade internacional com relação ao Haiti e à política indigenista do governo brasileiro.
Carreira Militar
Graduou-se aspirante-a-oficial de cavalaria em 1969, na Academia Militar das Agulhas Negras, sendo o primeiro colocado de sua turma de cavalaria. Foi também o primeiro colocado de sua turma de cavalaria na Escola de Aperfeiçoamento de Oficiais (EsAO) e na Escola de Comando e Estado-Maior do Exército (ECEME), recebendo por isso a medalha Marechal Hermes de prata dourada com três coroas. No posto de major, integrou a missão militar brasileira de instrução no Paraguai. Como coronel, comandou a Escola Preparatória de Cadetes
do Exército (EsPCEx), em Campinas, e foi adido militar da Embaixada do Brasil em Paris, acreditado também em Bruxelas. Como oficial-general, foi comandante da 5ª Brigada de Cavalaria Blindada e do Centro de Capacitação Física do Exército, chefe do Centro de comunicação Social do Exército e do Gabinete do Comandante do Exército.
De junho de 2004 a setembro de 2005, foi o primeiro comandante militar da Missão das Nações Unidas para a Estabilização no Haiti (MINUSTAH), constituída de um efetivo de 6250 capacetes azuis de 13 países, dos quais sete latino-americanos. Da mesma forma que o embaixador chileno Juan Gabriel Valdés, representante especial
do secretário-geral da ONU e chefe da missão, e dos governos de países latinos, o General Heleno expressou sua discordância quanto à estratégia adotada pela comunidade internacional em relação ao Haiti.Sucedeu-o, no comando da MINUSTAH, o general Urano Teixeira da Mata Bacelar, que acabaria por suicidar-se em Porto Príncipe, quatro meses depois, em janeiro de 2006. Em 2006, deu uma palestra na polêmica Escola das Américas.

Augusto Heleno Ribeiro Pereira (Curitiba, 29 de outubro de 1947) é um general-de-exército do Exército Brasileiro da reserva. Foi comandante militar da Amazônia e Chefe do Departamento de Ciência e Tecnologia.
Tem posições claramente críticas com relação às políticas oficiais, particularmente com relação à atitude da comunidade internacional com relação ao Haiti e à política indigenista do governo brasileiro.
Carreira Militar
Graduou-se aspirante-a-oficial de cavalaria em 1969, na Academia Militar das Agulhas Negras, sendo o primeiro colocado de sua turma de cavalaria. Foi também o primeiro colocado de sua turma de cavalaria na Escola de Aperfeiçoamento de Oficiais (EsAO) e na Escola de Comando e Estado-Maior do Exército (ECEME), recebendo por isso a medalha Marechal Hermes de prata dourada com três coroas. No posto de major, integrou a missão militar brasileira de instrução no Paraguai. Como coronel, comandou a Escola Preparatória de Cadetes
do Exército (EsPCEx), em Campinas, e foi adido militar da Embaixada do Brasil em Paris, acreditado também em Bruxelas. Como oficial-general, foi comandante da 5ª Brigada de Cavalaria Blindada e do Centro de Capacitação Física do Exército, chefe do Centro de comunicação Social do Exército e do Gabinete do Comandante do Exército.
De junho de 2004 a setembro de 2005, foi o primeiro comandante militar da Missão das Nações Unidas para a Estabilização no Haiti (MINUSTAH), constituída de um efetivo de 6250 capacetes azuis de 13 países, dos quais sete latino-americanos. Da mesma forma que o embaixador chileno Juan Gabriel Valdés, representante especial
do secretário-geral da ONU e chefe da missão, e dos governos de países latinos, o General Heleno expressou sua discordância quanto à estratégia adotada pela comunidade internacional em relação ao Haiti.Sucedeu-o, no comando da MINUSTAH, o general Urano Teixeira da Mata Bacelar, que acabaria por suicidar-se em Porto Príncipe, quatro meses depois, em janeiro de 2006. Em 2006, deu uma palestra na polêmica Escola das Américas.

In his speech at the 69th anniversary of the Philippine Air Force (PAF), Duterte warned officials involved in illegal drugs and named PNP Deputy Director General Marcelo Garbo Jr., former National Capital Region Police Office chief Director Joel Pagdilao, Western Visayas regional director Chief Superintendent Bernardo Diaz, Quezon City Police District director Chief Superintendent Edgardo Tinio and retired police general Vicente “Vic” Loot.
"I'd like to name publicly General Marcelo Garbo, he was a protector of the drug syndicates in the country; General Vicente Loot who is now the mayor of one of the municipalities of Cebu; General Diaz, the former regional director of Region 11; General Pagdilao, former regional director NCRPO; General Tinio former QCPD director," Duterte said.
"As this time I order them relieved from their assignments and report to the director general. I would like to talk to them but certainly, I would expect the police commission to talk to them. Imbestigahan ninyo ito... hanapin ninyo ang totoo," he added.
Duterte said the officials committed treason after the country spent for their uniform and education. He added he does not usually humiliate officials but he felt the need to speak the truth.

Graduou-se aspirante-a-oficial de artilharia em 1942, na Escola Militar do Realengo e exerceu inúmeras funções de destaque, ao longo de sua carreira.
Foi o primeiro colocado de sua turma na Escola de Comando e Estado-Maior do Exército (ECEME) e comandou o 2º Regimento de Obuses - Regimento Deodoro (hoje denominado 2º Grupo de Artilharia de Campanha Leve), em Itu.
Durante a Segunda Guerra Mundial, foi ajudante de ordens do General Álcio Souto, simpatizante da Alemanha nazista, motivo pelo qual não participou da Força Expedicionária Brasileira. Leonidas Pires Gonçalves também serviu no 7° GMAC na cidade de Rio Grande-RS e integrou o contigente de cerca de 2 Mil Homens que fizeram a Guarnição do Litoral Sul do Brasil durante a Segunda Guerra Mundial. Foi Aspirante a Oficial no 7° GMAC.
Como oficial general, foi chefe do Estado-Maior do então I Exército no Rio de Janeiro (1974-1977), o que abrangia a chefia do DOI-Codi, comandante do Comando Militar da Amazônia (CMA) e do Comando Militar do Sul (CMS).

Em entrevista à Globonews, abril de 2010, o General afirmou desacreditar da existência do termo "exilados" para os que fugiram do país na época do Regime Militar. Afirmou que nunca houve qualquer espécie de decreto impelindo à força os indivíduos a deixarem o país, o que acredita, por isso, que os mesmos devam ser denominados "fugitivos".

CARREIRA
Graduou-se aspirante-a-oficial de artilharia em 1942, na Escola Militar do Realengo e exerceu inúmeras funções de destaque, ao longo de sua carreira.
Foi o primeiro colocado de sua turma na Escola de Comando e Estado-Maior do Exército (ECEME) e comandou o 2º Regimento de Obuses - Regimento Deodoro (hoje denominado 2º Grupo de Artilharia de Campanha Leve), em Itu.
Durante a Segunda Guerra Mundial, foi ajudante de ordens do General Álcio Souto, simpatizante da Alemanha nazista, motivo pelo qual não participou da Força Expedicionária Brasileira. Leonidas Pires Gonçalves também serviu no 7° GMAC na cidade de Rio Grande-RS e integrou o contigente de cerca de 2 Mil Homens que fizeram a Guarnição do Litoral Sul do Brasil durante a Segunda Guerra Mundial. Foi Aspirante a Oficial no 7° GMAC.
Como oficial general, foi chefe do Estado-Maior do então I Exército no Rio de Janeiro (1974-1977), o que abrangia a chefia do DOI-Codi, comandante do Comando Militar da Amazônia (CMA) e do Comando Militar do Sul (CMS).
