Guatemala: Neighbors Blockade Mining Equipment in Jutiapa

Since last Tuesday, a group of neighbors have blocked entry into a farm in Quesada, Jutiapa, where a mining company intends to be installed. Opponents remain on the entrance road into the Argelia farm, part of the Pava village, apparently to stop all trucks with machinery to build the mine.

The people of the town affirm that the May 8 referendum has not been respected, when 12,000 people voted against the installation of mining or hydroelectric companies in Quesada. The manifestation involves people from indigenous communities, catholic church members, farmers, and residents of Quesada; all are blocking entrance into the property.

“On Monday, 10 trucks entered the farm; we have photographs that neighbors took with their phones. There is a municipal agreement stating that machinery is not allowed to enter. For this reason, our society has organized this blockade in a peaceful manner,” stated resident Isaac Escobar.

Land defenders indicate that the farm is located in the Flores mountain range which has various water springs used by Quesada and Jutiapa.

This mine will contaminate the tributaries and will leave thousands of people without water sources. For this reason we will stay here until the owners of the farm sign a document saying they reject metal extraction from these lands,” said a co-owner from an indigenous community in Quesada, Rogelio Andrino.

A representative from the farm asked for anonymity and said that the mine would not be installed there. “The legal representatives from the farm have gotten together with municipal authorities and a community of residents; it was explained that originally a mine was going to be installed here, but after seeing the results of the referendum, the project was canceled.”

Land Lease

He said that later on, another company arrived to rent the land to create an “energy forest.” He emphasized, “The project would include planting trees that would be carbonized to extract gas with which to generate electrical energy. This is a renewable energy project which will not contaminate the environment. But the neighbors are malinformed, and oppose the project which would benefit the department and generate jobs.”

José Cárdenas, from the Catholic church religious group, said “They want to cheat us by saying that they can plant an energy forest. Nothing is guaranteed by a forest; if we let them start working then it could turn out that they are digging a hole throughout the Flores mountatin range to extract precious metals.”

He highlighted the fact that the people have expressed themselves via the referendum and that the companies must respect their will. He assured that the protest would be peaceful. “No one here has weapons. We are blocking the entrance to stop them from putting together the machinery that is already stored, in part, on the farm’s warehouses.”

The protesters indicated that they have organized around 30 people who will permanently block the entrance to the farm in eight-hour rotations.

Un grupo de vecinos mantienen bloqueado desde el martes último el ingreso a una finca en Quesada, Jutiapa, donde supuestamente se instalará una empresa minera. Los inconformes permanecen en el ingreso a la finca Argelia, en la aldea La Pava, aparentemente para impedir que continúe el ingreso de furgones con maquinaria supuestamente para construir una mina.Los pobladores afirman que no se ha respetado la consulta popular que se efectuó el 8 de mayo último, cuando unos 12 mil ciudadanos votaron en contra de la instalación de compañías mineras o hidroeléctricas en Quesada.
En la manifestación participan integrantes de la comunidad indígena, Iglesia católica, campesinos y vecinos de Quesada, quienes impiden el ingreso al inmueble.”El lunes ingresaron 10 furgones a la finca, tenemos fotografías que vecinos tomaron con sus celulares. Hay un acuerdo municipal en el que se les ordena no ingresar más maquinaria. Por esa razón la sociedad se organizó para hacer este bloqueo en forma pacífica”, manifestó el vecino Isaac Escobar.

Los inconformes indicaron que en la finca se ubica el cerro Las Flores que tiene varios nacimientos de agua que abastecen a Quesada y a la cabecera de Jutiapa.

“Esta mina contaminará los afluentes y nos dejará sin abastecimiento de agua a miles de personas. Por esa razón estaremos en este lugar hasta que los dueños de la finca firmen un documento en el que renuncien a extraer metales de estas tierras”, afirmó el condueño de la comunidad indígena de Quesada, Rogelio Andrino.

Un representante de la finca que pidió el anonimato, dijo que en ese lugar no se instalará una mina. “Los representantes legales de la finca se reunieron con las autoridades municipales y un comité de vecinos, se les explicó que originalmente se instalaría una mina, pero al ver el resultado de la consulta popular, se desechó ese proyecto”, afirmó.

Rentan terreno

Dijo que luego llegó otra empresa que rentó el terreno para crear un bosque energético. “El proyecto se trata de plantar árboles que serán carbonizados para obtener gas con el que se generará energía eléctrica. Es un proyecto de energía renovable que no contaminará el ambiente. Pero los vecinos están mal informados y se oponen a un proyecto que beneficiará al departamento y generará empleo”, enfatizó.

José Cárdenas, de los movimientos religiosos de la Iglesia católica en Quesada dijo: “Nos han querido engañar diciendo que van a plantar un bosque energético. Nada nos garantiza que empiecen con un bosque para que los dejemos trabajar y después aparezcan perforando el cerro Las Flores y extrayendo metales preciosos”, expresó.

Resaltó que el pueblo ya se expresó a través de una consulta popular y los empresarios debenrespetar la voluntad de los vecinos. Aseguró que la protesta es pacífica, “Aquí nadie tiene armas. Estamos bloqueando la entrada para evitar que sigan armando las maquinas que ya tienen en las bodegas de la finca”, aseguró.

Los manifestantes indicaron que se han organizado en grupos de 30 personas que permanecerán en la entrada a la finca en turnos de 8 horas.
